NO fees, direct or indirect, shall in any case be taken from those seeking the benefits of the Offices herein provided for. Section 5. The privilege of registration shall be confined to residents of the Common wealth. Proof of residence, when necessary, may be required from a selectman of a town or the mayor of a city. Section 6. Each superintendent shall make to the chief Of said bureau a semi-weekly report of such applications for labor or employment as may be registered in his Office, with such details as may be required by the chief. The said chief Shall cause all such reports to be printed at regular intervals and to be exchanged between the said Offices, and shall supply them to the newspapers and to citizens upon request; and the several superintendents shall cause such reports to be posted in a conspicuous place in their Offices so that they may be open to public inspection. Section 7. Any clerk or superintendent who directly or indirectly Charges or receives any fee in the performance of his duties Shall be deemed guilty Of a misdemeanor, and shall be subject to a fine of not more than one hundred dollars, or to imprisonment in the county jail for a term not exceeding thirty days. Such fine or imprisonment shall disqualify him from holding further connection with said offices. Section 8. There shall be paid out of the treasury of the Commonwealth, on the ap proval of the chief of the bureau of statistics of labor, for salaries and for contingent expenses in connection with such free employment Offices and for the expenses Of the bureau Of statistics of labor in connection with the requirements of this act, a sum not exceeding five thousand dollars. The annual salary of the superintendents and clerks shall be fixed by the chief of said bureau, with the approval of the governor and council. [approved May 31.
