This report presents information on the site-built SGC program, the characterization of MH consumers, the options for including MH in the SGC program, and the recommendations for including MHs in the SGC program. The purposed strategy for including MHs in the SGC program is designed to reduce risks to manufacturers and dealers, stimulate demand, and allow for maximum flexibility.

Recently, manufactured housing was included in Bonneville's Residential Construction Demonstration Project (RCDP) Cycle II. The demonstration was a success: 8 out of 17 regional plants participated; 150 manufactured homes were built to the Northwest Power Planning Council's regional energy-efficiency Model Conservation Standards (MCS); and all 17 plants have indicated they will participate in the Super Good Cents (SGC) program, a Bonneville marketing program for homes built to the MCS. Information about Bonneville's program should be of interest to planners and policymakers in other parts of the country. This paper discusses Bonneville's program, its key outcomes, and lessons learned. 8 refs., 1 tab.

Book excerpt: In the Pacific Northwest, a major effort has been made to improve the energy efficiency of new buildings. In the residential building sector, energy-efficient standards for new construction, called Model Conservation Standards (MCS), have been proposed; and demonstration projects are under way to implement MCS features and to explore new conservation possibilities. Bonneville Power Administration (Bonneville) administers a Pacific Northwest program to promote the construction and marketing of energy-efficient site-built homes. This program, Super Good Cents (SGC), pays incentives for new buildings that meet the MCS energy-efficiency levels. Starting in late 1987, Bonneville began a research and demonstration project to include HUD-code manufactured homes (homes built under the US Department of Housing and Urban Development's standards) in the SGC program. This report provides information on PNL's activities in collecting technical and cost data, and presents selected descriptive results from the cost database. Analysis will be performed under a separate Bonneville contract after energy, ventilation, and infiltration rate data are collected. 2 refs., 12 tabs.
