Public support programs have been developed as part of the Black Economic Empowerment strategy of the South African government. These programs aim to improve the performance of emerging farmers. This requires, first and foremost, upgrading the emerging farmers skills by providing access to knowledge about agricultural and entrepreneurial practices. To become or to remain good farmers they also need access to suitable agricultural land and sufficient water for irrigation and for feeding their cattle. Finally, for emerging farmers to be engaged in viable farming operations, various factors need to be in place such as marketing and service institutions to give credit for agricultural inputs and investments; input markets for farm machinery, farm implements, fertilizers and quality seeds; and accessible output markets for their end products. Book excerpt: From mad cows to McDonaldization to genetically modified maize, European food scares and controversies at the turn of the millennium provoked anxieties about the perils hidden in an increasingly industrialized, internationalized food supply. These food fears have cast a shadow as long as Africa, where farmers struggle to meet European demand for the certifiably clean green bean. But the trade in fresh foods between Africa and Europe is hardly uniform. Britain and France still do business mostly with their former colonies, in ways that differ as dramatically as their national cuisines. The British buy their "baby veg" from industrial-scale farms, pre-packaged and pre-trimmed; the French, meanwhile, prefer their green beans naked, and produced by peasants. Managers and technologists coordinate the baby veg trade between Anglophone Africa and Britain, whereas an assortment of commercants and self-styled agro-entrepreneurs run the French bean trade. Globalization, then, has not erased cultural difference in the world of food and trade, but instead has stretched it to a transnational scale. French Beans and Food Scares explores the cultural economies of two "non-traditional" commodity trades between Africa and Europe--one anglophone, the other francophone--in order to show not only why they differ but also how both have felt the fall-out of the wealthy world's food scares. In a voyage that begins in the mid-19th century and ends in the early 21st, passing by way of Paris, London, Burkina Faso and Zambia, French Beans and Food Scares illuminates the daily work of exporters, importers and other invisible intermediaries in the global fresh food economy. These intermediaries' accounts provide a unique perspective on the practical and ethical challenges of globalized food trading in an anxious age. Eliminating hunger and promoting widespread growth in the region inevitably involves agriculture, given its central role in the regions economies. Over the past 20 years, most African governments have carried out reforms to deregulate agricultural markets and reduce the role of state enterprises. How much has the state actually withdrawn from agricultural markets? Have well-functioning private markets emerged? How successful were these reforms in boosting agricultural production, economic growth, and the incomes of the rural poor? What lessons can we learn from the reform process? The authors of this book address these questions through an analysis based on an extensive review of experiences with reform, focusing on three major agricultural markets: fertilizer, food crops, and export crops. They examine the historical rationales for intervention, the factors contributing to reform, the process of implementation, and the impact of the reforms on farmers and consumers in Sub-Saharan Africa. The authors find that reforms have had many favorable results, but that the impact has been muted by partial implementation and structural constraints. They propose a new agenda for promoting the development of agricultural markets in Sub-Saharan Africa, identifying areas where governments can play a supportive role. They argue that appropriate agricultural marketing policies and investments can improve livelihoods and the economic health of the region.

Book excerpt: This background paper to The State of Food Security and Nutrition in the World 2023 analyses a key element of agrifood systems transformation: the change of patterns in food supply and demand. Several studies have discussed this topic, but the current one takes an innovative perspective of analysis, considering these changes with a spatial perspective using the urban rural catchment areas (URCA) approach to analyse changes in food expenditure across the rural–urban continuum, using Living Standards Measurement Studies (LSMS) of 11 African countries. The analysis is preceded by a literature review of agrifood value chains transformation stages, drivers and current situation, focused in low- and middle-income countries (LMICs), and is followed by a macro review of food supply around the world and a “macro-meso” review of the supply of wheat and rice in two African countries. The conclusions shows that most food is purchased in all households across the rural–urban continuum, even in rural areas, breaking with the “myth” of rural subsistence farming in Africa. In addition, the results show a diffusion of the consumption of processed foods, including in a lesser extent highly processed foods, all across the rural–urban continuum, and not only in rural areas. From a food supply perspective, the low global availability of foods that are part of a healthy diet, as fruits, vegetables and legumes, nuts and seeds calls for increasing efforts for producing more nutritious foods in all countries of the world.
