Book excerpt: Maritime Prepositioning Force Operations MCWP 3-32 NTTP 3-02.3M Marine Corps Warfighter Publication A maritime prepositioning force (MPF) operation is the rapid deployment and assembly of a Marine air-ground task force (MAGTF) in a secure area using intertheater airlift and forward-deployed maritime prepositioning ships. An MPF operation is a mission-tailored, strategic deployment option that is global in nature, naval in character, and suitable for various employment scenarios. Maritime prepositioning provides a combatant commander with deployment flexibility and an increased capability to respond rapidly to a crisis or contingency with a credible force. The essential purpose of an MPF operation is to establish a MAGTF that is fully prepared to execute an employment mission. Marine Corps Warfighting Publication (MCWP) 3-32/Navy Tactics, Techniques, and Procedures (NTTP) 3-02.3M, Maritime Prepositioning Force Operations, provides doctrine, tactics, techniques, and procedures to plan and execute an MPF operation. It is intended for Marine Corps and Navy Commanders, their staffs, and other Service commanders and staffs. This publication supersedes MCWP 3-32/NTTP 3-02.3M, Maritime Prepositioning Force Operations, dated February 2004.

Book excerpt: The United States Marine Corps Maritime Prepositioning Force and Norway Air-Landed Marine Expeditionary Brigade programs are time-tested and operationally indispensable capabilities demanded by the current National Security Strategy. In times of crisis, these two unique and independent programs provide the Marine Corps, and moreover, the United States with a transformational force multiplying capability essential for global reach, rapid crisis response, power projection, and forward presence. The latest Quadrennial Defense Report directs military transformation focused on an unpredictable and asymmetric threat to national security. The author says that the Marine Corps responded to this strategic direction with transformational vision and resultant service strategy capitalizing on the unique capabilities of the Navy/Marine Corps team. The author sees maritime prepositioning as an important ingredient to successfully implementing those visions. The author also provides an overview of Blount Island Command, a critical element of the Marine Corps' geoprepositioning programs. In this overview, the author elaborates on Blount Island Command's role in supporting the prepositioning programs of today, and more importantly, the transformational future. The author concludes that Blount Island Command is a force multiplier for the Maritime Prepositioning Force as well as a critical element of the Marine Corps' transformational future.
Book Synopsis Maritime Prepositioning Force (future) Capability Assessment by : Robert Button
Download or read book Maritime Prepositioning Force (future) Capability Assessment written by Robert Button and published by RAND Corporation. This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Navy and Marine Corps Sea Basing concepts envision the development of capabilities that will allow the rapid deployment, assembly, command, projection, reconstitution, and re-employment of expeditionary forces from the sea. The RAND Corporation assessed alternative structures for the proposed Maritime Prepositioning Force (Future), or MPF(F), squadron and how these changes would affect abilities to support a Marine Expeditionary Brigade (MEB) in operations ranging from counterinsurgency to special operations to major combat operations. This assessment of the capabilities of alternative structures for the MPF(F) considers the need for both logistics support and casualty evacuation and care in assessing MPF(F) capabilities. Most of the variations considered entail removing large-deck ships from the squadron. RAND researchers also explored the possibility of an MPF(F) construct where only surface connectors, and no aircraft, could be used for supporting a MEB. The researchers found that degradation to logistics throughput resulting from eliminating large-deck ships from the MPF(F) could be offset by substituting CH-53K helicopters for MV-22s, with air connectors from other ships also helping provide adequate throughput capacity. Although eliminating all large-deck ships would also eliminate major medical capabilities, the squadron would otherwise retain the ability to provide logistics support for a full range of major combat, counterinsurgency, and special operations.
Book Synopsis Prepositioning Programs Handbook by : Department of the Navy
Download or read book Prepositioning Programs Handbook written by Department of the Navy and published by Createspace Independent Pub. This book was released on 2015-02-16 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Marine Corps' Maritime Prepositioning Force (MPF) and Marine Corps Prepositioning Program – Norway (MCPP-N) have been operationally invaluable in supporting our Nation's interests across the world. These two unique programs provide the essential elements needed to support and executive crisis response, global reach, and forward presence. The Marine Corps' Prepositioning Programs enable the rapid deployment of Marine Air Ground Task Forces (MAGTFs) and/or augment individual Marine units forward deployed. These forces are uniquely capable of strengthening alliances, securing strategic access, and defeating hostile adversaries. MPF and MCPP-N are keystones in the Marine Corps' capability for setting the conditions for national security. The prepositioning of equipment and supplies to support MAGTFs from Marine Expeditionary Unit (MEU), Marine Expeditionary Brigade (MED), to Marine Expeditionary Force (MEF) level employment, enables Marine forces to fulfill their role and responsibility as our Nation's force in readiness. Our prepositioning programs will continue to enable operations across the Joint Operational continuum – including shaping, deterrence, seizing the initiative, domination, stabilization, and enabling civilian authorities. When combined with the forces and their equipment arriving in the fly-in echelon (FIE), prepositioning programs provide forward deployed equipment and supplies needed to sustain a MEB-sized MAGTF for 30 days of operations; thus reducing total strategic lift requirements. Operations Desert Shield/Desert Storm (Southwest Asia), Restore Hope (Somalia), and Iraqi Freedom have proven the value of our prepositioning programs. By prepositioning key warfighting equipment and supplies in support of forward presence, global reach, and crisis response, we have significantly reduced the time and strategic lift required to complete force closure of powerful and integrated warfighting capabilities for employment by Combatant Commanders. In turn, the successes and lessons learned from our past operations ultimately drive improvements for the future. Information in handbook provides an overview of our prepositioning programs.

Book Synopsis Military Prepositioning by : Mark E. Gebicke
Download or read book Military Prepositioning written by Mark E. Gebicke and published by DIANE Publishing. This book was released on 1999-09 with total page 73 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reviews the readiness of DoD prepositioning programs by which military stores, or prepositions, reserves of military equipment and supplies would be located near potential conflict areas. During a crisis, prepositioning would speed U.S. response times because only the troops and a relatively small amount of materiel would need to be brought to the conflict area. This report examines (1) the basis for the program requirements and (2) the rates of inventory fill and maintenance condition of prepositioned stocks and the reliability of this readiness data. Focuses on the Army and the AF programs because of concerns about the condition and mgmt. of their stocks.
Book Synopsis The Maritime Prepositioning Programs; Combatant Commander's Force Equalizer and Logistical Lifeblood by :
Download or read book The Maritime Prepositioning Programs; Combatant Commander's Force Equalizer and Logistical Lifeblood written by and published by . This book was released on 1996 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph explains why the maritime prepositioning programs (MPPs) are required to support forward presence, deterrence, and force projection missions of the Joint Force Commander (JFC). It describes the Marine Corps Maritime Prepositioning Force (MPF) and Army's Prepositioning Afloat (APA) Programs as national strategic assets available to combatant commanders to prosecute military operations and military operations other than war (MOOTW). The MPPs have proven their strategic and operational importance in Operations Desert Shield/Storm, Restore Hope, and Vigilant Warrior. Since the service component experienced delays in MPP reconstitution efforts after Operations Desert Storm and Restore Hope, the JFC should be responsible for MPP reconstitution operations. His involvement in the reconstitution effort is important to ensure these strategic assets are rapidly regenerated and available to prosecute a second major regional contingency, if required.
