Aerospace power has emerged as a primary military instrument of choice in pursuing national objectives within the complex international security environment entering the 21st century. Changes in the security landscape, the dynamics of sub-theater conflicts, and coalition imperatives combine to place new requirements on aerospace operational planning and the conduct of aerospace operations themselves. Occasional Papers 38 and 39 address, in turn, both political and operational dimensions of aerospace power application today. They are presented both for informational and educational purposes to offer informed perspectives on important aspects of contemporary aerospace operations, to generate informed discussion and to bound productive debate on aerospace power in both supported and supporting roles. What role does physical risk and material threat play in the justifications for killing in war? And crucially, is there a point at which battlefield violence becomes so one-directional as to undermine the moral basis for its use? In order to answers these questions, Asymmetric Killing delves into the morally contested terrain of the warrior ethos and Just War Tradition, locating the historical and contemporary role of reciprocal risk within both. This book also engages two historical episodes of battlefield asymmetry, military sniping and manned aerial bombing. Both modes of violence generated an imbalance of risk between opponents so profound as to call into question their permissibility. These now-resolved controversies will then be contrasted with the UAV-exclusive violence of the United States, robotic killing conducted in the absence of a significant military ground presence in conflict theatres such as Pakistan, Yemen, and Somalia. As will be revealed, the radical asymmetry of this latter case is distinct, undermining reciprocal risk at the structural level of war. Beyond its more resolvable tension with the warrior ethos, UAV-exclusive violence represents a fundamental challenge to the very coherence of the moral justifications for killing in war.

The Marine Corps has a long history of fighting irregular wars, including the Banana Wars in Central America during the 1920s and the Vietnam War during the 1960s. To battle the insurgencies in Iraq and Afghanistan, the Corps drew upon this experience while also implementing new plans and programs to better prepare Marines to carry out counterinsurgency operations. The Marine Corps updated the curriculum at the Command and Staff College and transformed the annual Combined Arms Exercise into Exercise Mojave Viper: an immersive training program that simulated the urban environments in which Marines would be operating in Southwest Asia. Most importantly, Marines adjusted in the field, as battalion and company commanders drew on their basic training and education to devise innovative tactics to better combat the new threats they now faced. ?us, as this story shows, the Marine Corps did not undergo a radical transformation to fight in Iraq and Afghanistan, but instead drew on principles that had defined it as a warfighting organization throughout most of its history.
