Book excerpt: An illustrated profile of the Marine Corps component of USSOCOM, its origins & history, training & missions, and special equipment & weapons. The United States Marine Corps has a rich tradition of special operations, from World War II’s famed Marine Raiders and Para Marines to Korea and Vietnam’s legendary Marine Force Recon companies. Indeed, when Navy underwater demolition teams, the direct predecessors to the SEALs, performed the preinvasion reconnaissance of Iwo Jima, recon Marines were part of the mission. But when US Special Operations Command (USSOCOM) was created in 1987 in the wake of the abortive Desert One hostage rescue mission, the Marines did not join in. Spec ops on land, sea, and air were covered by the Army, Navy, and Air Force; the Corps felt it needed to keep its top warriors with its conventional forces. In the post-9/11 world, however, the need for special operations forces dramatically increased. With the creation of the Marine Special Operations Command (MARSOC) in 2006, Marines officially become part of USSCOM. Initially drawn from the ranks of Force Recon companies, these highly skilled and combat-proven Leathernecks joined their spec ops brethren in taking the war to al-Qaeda and the Taliban in America’s global war on terrorism. MARSOC’s mission is to win wars before they begin, taking combat beyond the frontlines. When America needs to respond to aggression in distant lands, the call comes to send in the Marines. With the creation of MARSOC, chances are special operations Marines are already there.

Book excerpt: When the U.S. military invaded Iraq, it lacked a common understanding of the problems inherent in counterinsurgency campaigns. It had neither studied them, nor developed doctrine and tactics to deal with them. It is fair to say that in 2003, most Army officers knew more about the U.S. Civil War than they did about counterinsurgency. The U.S. Army / Marine Corps Counterinsurgency Field Manual was written to fill that void. The result of unprecedented collaboration among top U.S. military experts, scholars, and practitioners in the field, the manual espouses an approach to combat that emphasizes constant adaptation and learning, the importance of decentralized decision-making, the need to understand local politics and customs, and the key role of intelligence in winning the support of the population. The manual also emphasizes the paradoxical and often counterintuitive nature of counterinsurgency operations: sometimes the more you protect your forces, the less secure you are; sometimes the more force you use, the less effective it is; sometimes doing nothing is the best reaction. An new introduction by Sarah Sewall, director of the Carr Center for Human Rights Policy at Harvard’s Kennedy School of Government, places the manual in critical and historical perspective, explaining the significance and potential impact of this revolutionary challenge to conventional U.S. military doctrine. An attempt by our military to redefine itself in the aftermath of 9/11 and the new world of international terrorism, The U.S. Army / Marine Corps Counterinsurgency Field Manual will play a vital role in American military campaigns for years to come. The University of Chicago Press will donate a portion of the proceeds from this book to the Fisher House Foundation, a private-public partnership that supports the families of America’s injured servicemen. Book excerpt: From the Foreword: "The story of the Marine Corps U.S. Special Operations Command Detachment, which became known as Det One, is an extraordinary tale. On its face, the story would not rate a minute's glance. One small group of Marines, about a hundred in number, formed, trained, and went to war. This all happened as the nation was 18 months into the Global War on Terrorism and as the Marine Corps was deploying I Marine Expeditionary Force in Operation Iraqi Freedom. Yet the story behind the basic facts is not only far more intricate and fascinating, with dramatic episodes and intrepid characters from the Pentagon to Camp Pendleton, it portended great significance for the Marine Corps. What makes the Det One story extraordinary is the shift in Marine Corps policy that brought it about, the maturation of the special operations capabilities of forward-deployed Marine expeditionary units that made it possible, and the patriotism, valor, fidelity, and abilities of the Marines and Navy Corpsmen who manned it. Although Det One has passed now into the history books, its legacy survives in the formation of Marine Corps Special Operations Command and in the lessons learned and experiences of its members, who now continue to serve in dozens of units. Lieutenant Colonel John P. Piedmont Marine Field Historian in Iraq in April 2004, saw the historical significance of Det One and decided to pursue its history as a project. Under the director of the History and Museums Division at the time, Colonel John W. Ripley, he was given permission to proceed with his collections with a view toward turning them into a monograph. What follows here is the culmination of his efforts, the product of two years' work, more than 60 interviews done in Iraq, Washington, D.C., Virginia, and California, and the collection of hundreds of documents."--Dr. Charles P. Neimeyer.

While each military department had its own parochial tactical intelligence apparatus and the State Department maintained a haphazard collection of 'country files' there was no American equivalent to the 400-year-old British espionage establishment or the German Abwehr. No one in Washington was charged with putting the jigsaw puzzle of fact, rumor, and foreign innuendo together to see what pictures might develop or what portions might be missing. Even those matters of vital interest to policy makers remained uncoordinated, unevaluated, uninterrupted, and frequently in the wrong hands. That was in 1941. Four years later the scene was forever altered. The organization which achieved this dramatic turnabout was the Office of Strategic Services, better known by its initials: OSS. Headed by William J. Donovan, a World War 1 hero, Republican politician, and millionaire lawyer, the OSS infiltrated agents into every country of occupied Europe and raised guerillas armies in most. This book examines the small but representative role played by Marines assigned to this country's first central intelligence agency. In so doing, it provides the first serious attempt to chronicle a totally forgotten chapter of Marine Corps history.

Book excerpt: The United States Marine Corps is the largest such force on the planet, and yet it is the smallest, most elite section of the U.S. military, one with a long and storied history. This classic 1940 official government report, created by the Corps, laid the groundwork for the "small wars" fought by the United States in the post-World War II era, and has been used to strategize the American occupation of Iraq in the early 21st century. What is a small war? What is the nature of operations for such a conflict? What kind of staffing does a small war require? What logistical and training issues need to be taken into account? What is the importance of neutral zones? How do tactics differ in a small war? How should an occupying force disarm a civilian population? and moreMilitary buffs, wargamers, and anyone seeking to understand fundamental military strategy will find this a fascinating and informative document.

Book excerpt: Marine Corps Warfighting Publication MCWP 3-03 US Marine Corps Stability Operations 16 December 2016 The Marine Corps will continue, with increasing frequency, to conduct activities in support of stability operations. These operations will span the range of military operations, from peacetime engagement, to limited contingencies and crisis response, to major operations and campaigns. During periods of relative calm, combatant commanders will use Marine Corps operating forces, either Marine air-ground task forces or other task-organized force packages, in support of our national strategy of engagement. This aspect of our national strategy assists in building host nation capacities, promotes democracy and the rule of law, and builds understanding of our cultures. Beyond peacetime engagement, Marine Corps operating forces will participate in both limited contingency and crisis response stability operations.

Book excerpt: The Global War on Terror and the Department of Defense have thrust change upon the Marine Corps and the United States Special Operations Command (USSOCOM). Because the Secretary of Defense mandated that the Marine Corps would create a component in USSOCOM, the window for revolutionary change is open. USSOCOM needs a force with the capabilities of the Marine Expeditionary Unit (Special Operations Capable) (MEU (SOC)). When the United States Marine Corps joins USSOCOM, it should not create a force that duplicates what already exists within that organization and is anathema to the Marine's organizational culture. If the Marine Corps must provide a component to USSOCOM then it should provide a capability that is distinctly, "Marine." The Marine Corps should offer, and USSOCOM should accept placement of all MEU (SOC)'s under the combatant command authority of USSOCOM. In the current war, the MEU (SOC) is the ideal force to provide the power, resilience, and ensure the unity of command for the special operations commander of all forces involved in a special operation. Additionally the Marine Corps Special Operations Command should have the typical service responsibilities of training and equipping forces, but it should also have an operational responsibility of forming the core of a Joint Task Force for service in "small wars." These changes can create more capability for USSOCOM and place the Marine Corps in the forefront of the Global War on Terror.
