The intent is to describe how we can prepare effectively for future action when the future is uncertain and unpredictable. In so doing, this publication provides all Marines a conceptual framework for planning in peace, in crisis, or in war. This approach to planning is based on our common understanding of the nature of war and on our warfighting philosophy of maneuver warfare as described in Marine Corps Doctrinal Publication (MCDP) 1, Warfighting. Our doctrine for planning establishes planning as an essential component of the broader field of command and control. The object of both is to recognize what needs to be done in any given situation and see to it that appropriate actions are taken. This publication should be read in conjunction with MCDP 6, Command and Control. The concepts described therein also generally apply to planning. The approach to planning presented herein applies across the full spectrum of military actions, ranging from humanitarian assistance on one extreme to war on the other. It applies also to planning for institutional activities such as acquisition, education, and manning. However, the focus here is on operation planning, especially at the tactical level. As used in this publication, the term "planner" refers not only to members of a designated planning staff but to any person involved in laying out actions in advance. This includes commanders. One of the themes of this publication is that planning is a fundamental responsibility of command. Commanders must be centrally involved in planning. This publication establishes the authority for the subsequent development of planning doctrine, education, training, procedures, and organization. It provides no specific techniques or procedures for planning; rather, it provides broad guidance, that requires judgment in application. Other publications in the planning series will address specific techniques and procedures for various planning activities.

This book was released on 2002 with total page 103 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Marine Corps Warfighting Publication 5-1(MCWP 5-1) was published in January 2000 and is the principle planning manual in the Marine Corps. However, the new process is directed at too high of a level to be the principle planning doctrine for the lower level units. Therefore, I have developed two appendices to the MCWP 5-1 to improve the document's relevance to the regimental and battalion level. The two appendices are: 'The Accelerated Marine Corps Planning Process (AMCPP) and Rehearsal Types, Techniques, and Considerations'. The AMCPP is a technique for scaling MCPP to operationally realistic time constraints. However, it is not just doing MCPP fast. The AMCPP hinges on the commander, with the advice of his staff, making a decision very early in the process, then improving the decision with the remainder of the process. The end result is a solid and flexible plan that can be executed rapidly. At the regimental and battalion level, rehearsals are the key to achieving an implicit understanding of the plan and improving the probability for success. However, this portion of the planning process is often squandered due to poor rehearsal technique, or failure to target the rehearsal to the appropriate audience. Therefore, this appendix offers several rehearsal techniques and planning considerations that if adopted will enhance the doctrinal instructions in this area.

Book excerpt: When the U.S. military invaded Iraq, it lacked a common understanding of the problems inherent in counterinsurgency campaigns. It had neither studied them, nor developed doctrine and tactics to deal with them. It is fair to say that in 2003, most Army officers knew more about the U.S. Civil War than they did about counterinsurgency. The U.S. Army / Marine Corps Counterinsurgency Field Manual was written to fill that void. The result of unprecedented collaboration among top U.S. military experts, scholars, and practitioners in the field, the manual espouses an approach to combat that emphasizes constant adaptation and learning, the importance of decentralized decision-making, the need to understand local politics and customs, and the key role of intelligence in winning the support of the population. The manual also emphasizes the paradoxical and often counterintuitive nature of counterinsurgency operations: sometimes the more you protect your forces, the less secure you are; sometimes the more force you use, the less effective it is; sometimes doing nothing is the best reaction. An new introduction by Sarah Sewall, director of the Carr Center for Human Rights Policy at Harvard’s Kennedy School of Government, places the manual in critical and historical perspective, explaining the significance and potential impact of this revolutionary challenge to conventional U.S. military doctrine. An attempt by our military to redefine itself in the aftermath of 9/11 and the new world of international terrorism, The U.S. Army / Marine Corps Counterinsurgency Field Manual will play a vital role in American military campaigns for years to come. The University of Chicago Press will donate a portion of the proceeds from this book to the Fisher House Foundation, a private-public partnership that supports the families of America’s injured servicemen. It gives a detailed breakdown of what an insurgency is, how one starts and builds, and what our forces must do to overcome it. Find out the key roles often taken by insurgents; how to carry out intelligence, surveillance, and reconnaissance missions; and what ethical questions arise in handling these types of situations. Historical examples and anecdotes of both successes and failures provide an overall perspective. Dozens of illustrations and charts break down the information for civilians, and appendices cover legal issues, translation difficulties, airpower, and more. We publish content provided by or of interest to the U.S. Army, Army Rangers, the U.S. Navy, Navy SEALs, the U.S. Air Force, the U.S. Marine Corps, and the Department of Defense. Our books cover topics such as survival, emergency medicine, weapons, guns, weapons systems, hand-to-hand combat, and more. While not every title we publish becomes a New York Times bestseller or a national bestseller, we are committed to publishing books on subjects that are sometimes overlooked by other publishers and to authors whose work might not otherwise find a home.

Book excerpt: Marine Corps Doctrinal Publication (MCDP) 1-2, Campaigning 1 August 1997 Tactical success in combat does not of itself guarantee victory in war. What matters ultimately in war is strategic success: attainment of our political aims and the protection of our national interests. The operational level of war provides the linkage between tactics and strategy. It is the discipline of conceiving, focusing, and exploiting a variety of tactical actions to realize a strategic aim. With that thought as our point of departure, this publication discusses the intermediate, operational level of war and the military campaign which is the vehicle for organizing tactical actions to achieve strategic objectives. MCDP 1-2 supersedes Fleet Marine Force Manual (FMFM) 1-1, Campaigning, of 1990. MCDP 1-2 retains the spirit, scope, and basic concepts of its predecessor. MCDP 1-2 further develops and refines some of those concepts based on recent experiences, continued thinking about war, and the evolving nature of campaigning in the post-Cold War world. The new version of Campaigning has three significant additions: an expanded discussion of the linkage between strategic objectives and the campaign, a section on conflict termination, and a section titled "Synergy" that describes how key capabilities are harmonized in the conduct of a campaign to achieve the strategic objective. These additions have been derived from the development of the other doctrinal publications in the MCDP series and joint doctrine.

Book excerpt: Marine Corps Warfighting Publication MCWP 6-10 (Formerly MCWP 6-11) Leading Marines 2 May 2016 The act of leading Marines is a sacred responsibility and a rewarding experience. This publication describes a leadership philosophy that speaks to who we are as Marines. It is about the relationship between the leader and the led. It is also about the bond between all Marines that is formed in the common forge of selfless service and shared hardships. It's in this forge where Marines are hardened like steel, and the undefinable spirit that forms the character of our Corps is born. It draws from shared experiences, hardships, and challenges in training and combat. Leading Marines is not meant to be read passively; as you read this publication, think about the material. You should reflect on, discuss, and apply the concepts presented in this publication. Furthermore, it is the responsibility of leaders at all levels to mentor and develop the next generation of Marine leaders.

Book excerpt: The changed strategic landscape of the 21st century has driven a shift to more flexible, adaptable capabilities across the spectrum of conflict. Operations in Iraq and Afghanistan have demonstrated the validity of team warfare between air and land forces during open hostilities with an enemy. The time has come for innovative counter-air and counter-land concepts focused on medium- to large-scale conventional combat operations that will merge air and ground forces even more effectively into a single potent fighting force. Such is the focus of AirLandBattle21. A basic assumption in this study is that, during major combat operations, a relevant number of Brigade Combat Teams (BCTs) will conduct distributed operations in a non-linear, non-contiguous and geographically separated fashion. The study introduces a flexible counter-air framework that allows for the most efficient use of limited air assets and advocates only the necessary levels of air control in different areas across the theatre. The study also offers alternative views of strategic attack and explores the critical role tactical airlift will play in employing and sustaining the brigade combat team.

Book excerpt: This manual provides guidance for the organization, planning, and conduct of the full range of military operations on urbanized terrain. This publication was prepared primarily for commanders, staffs, and subordinate leaders down to the squad and fire team level. It is written from a Marine air-ground task force perspective, with emphasis on the ground combat element as the most likely supported element in that environment. It provides the level of detailed information that supports the complexities of planning, preparing for, and executing small-unit combat operations on urbanized terrain. It also provides historical and environmental information that supports planning and training for combat in built-up areas
