La finalidad de estas directrices es proporcionar a los Estados Miembros de la OMS, así como a los asociados e interesados directos involucrados en la preparación y respuesta ante emergencias, orientación actualizada y con un enfoque sistémico basada en la evidencia científica sobre: - enfoques para fomentar la confianza de las comunidades y las poblaciones afectadas y colaborar con ellas; - enfoques para integrar la comunicación de riesgos dentro de las estructuras nacionales y locales ya existentes de preparación y respuesta ante emergencias, incluida la creación de capacidades específicas de CRE, con arreglo a las obligaciones que el Reglamento Sanitario Internacional (2005) impone a los Estados Miembros de la OMS; y - prácticas de CRE -desde la formulación de estrategias, la planificación, la coordinación, la transmisión de mensajes y el uso de diferentes cauces y métodos de comunicación y participación hasta la labor de seguimiento y evaluación- basadas en una evaluación sistemática de los datos probatorios disponibles sobre lo que resultó eficaz y lo que no durante las últimas emergencias. Esta guía va dirigida a las instancias decisorias y normativas responsables del manejo de las emergencias, en particular de los aspectos relacionados con la salud pública, así como a los profesionales que se encargan sobre el terreno de la comunicación de riesgos antes, durante y después de una emergencia sanitaria. También puede resultar de interés para otros colectivos, como los equipos de respuesta en primera línea, los asociados locales, nacionales e internacionales para el desarrollo, la sociedad civil, el sector privado y, en general, cualquier organización, privada o pública, que participe en tareas de preparación y respuesta ante emergencias.
