Como contribución a RALCEA, el objetivo principal de este informe es tener una visión general de las problemáticas relativas a la gestión de los recursos hídricos en América Latina, y través de las mismas identificar a los grupos de actores que deben ser considerados en una estrategia de desarrollo del sector, así como a sus necesidades prioritarias de desarrollo de capacidades. La metodología para la realización del informe se basó en la identificación y análisis de un conjunto de casos de estudio disponibles los cuales muestran procesos de la gestión de los recursos hídricos en distintos países de la región. Los casos de estudio se refieren a distintos grupos metas con el objetivo de incluir en el estudio varios actores del sector. Para completar la información se diseñó un cuestionario auto administrable con el objetivo de recopilar información acerca del grado de avance de la GIRH y el estado general de la gobernabilidad del agua en América Latina y las respectivas necesidades por mayores capacidades. El enfoque para el análisis fue a través de una mirada de desarrollo de capacidades, buscando tanto los puntos fuertes que permitieron avances como los puntos débiles, a fin de identificar las áreas y actores clave que se deben tener en cuenta en una estrategia para una red de centros de excelencia.
