This contribution seeks to outline a statistical perspective for the construction of a European forest monitoring system, able to provide statistically sound estimates of forest condition (defoliation) parameters and of their changes over time. Monitoring objectives, parameters of interest, and accuracy indexes are presented, under the assumption that a common definition for forests is adopted by European countries. The proposed estimators are of two types: (i) based solely on information acquired from FCM and (ii) derived from integration of FCM and NFIs.

Basic features for harmonized large-scale and intensive monitoring of vascular plants, cryptogams, and epiphytic lichens are presented. For the assessment of ground vegetation on the European scale, a minimum, single-scale approach (with a common sampling area of 400-m2) is suggested to produce sets of presence–absence and relative cover data. This common frame can accommodate national designs. For epiphytic lichens, sampling follows a standard procedure for tree selection after stratification by bark type. On each tree, four vertical grids of five 10×10cm contiguous quadrates are used to record the species occurrence. Monitoring parameters and timing of surveys, transformation of different abundance scales, and the need for continuously updated nomenclature are also discussed. Examples of transnational results (e.g., functional groups for both lichen and vascular plants and nitrogen deposition) are presented which demonstrate the importance and value of harmonized monitoring data.

The unique and peculiar characteristics of lichens underline the need for a multidimensional approach to explore their potential in various fields of environment science, botany and chemistry. Modern techniques, especially molecular techniques, have greatly enriched the field of lichen taxonomy and its position in the plant kingdom, revealing little-known species and exploring their evolutionary history, while multivariate analysis and GIS approaches have established lichens as an ideal and reliable tool for monitoring air pollution. Advanced culture techniques have expanded the pharmacological applications of lichens, which was formerly restricted due to their small biomass. The advent of sophisticated analytical instrumentation has now facilitated the isolation and characterization of lichens’ bioactive constituents, even in lower concentrations, as well as the estimation of their stress responses at different levels of pollution. As lichen diversity is adversely affected by increasing air pollution, there is a pressing need to develop effective management practices to conserve, restore and document lichen diversity.
