Book excerpt: This report is designed to give readers an introduction to the principles of human resource planning (HRP) and the areas in which it can be used, including those facing today's managers. Chapter 1 outlines why some organizations no longer plan, describes the background of change and uncertainty that discouraged them, and defines HRP. Chapter 2 first discusses why, although facing some of the same pressures, other organizations continue to use HRP. The reasons discussed include planning for substantive reasons, i.e., to have a practical effect, and planning because of the process benefits. The second part of the chapter addresses where, how, and by whom HRP is carried out. Chapter 3 illustrates the uses of HRP. It contains selected examples pertinent to the problems that organizations are facing today and have always faced. Four issues are used to illustrate the sorts of uses to which HRP is put: determining staff numbers required at a new location; retaining highly skilled staff; managing an effective downsizing program; and determining where the next generation of managers will come from. Chapter 4 focuses on the process benefits of HRP, the value that comes from posing the questions more than attempting to answer them. It covers three broad areas in which asking the questions is seen as useful: thinking about the future, corporate control, and integrating actions. Chapter 5 looks toward the future of HRP. Though many national gov ernments, international organizations and scientific institutes, and also, with a view from a different angle, doctors associations recognize this problem, it appears to be very difficult to bring all people concerned with this problem together in order to find a solution. On this occasion, the initiative to arrange an international meeting was taken by the junior-doctors associations of The Netherlands and Sweden with the organizational support of the Faculty of Medicine of University Limburg, Maastricht, The Netherlands, and under the auspices of the Permanent Working Group of European Junior Hospital Doctors. The symposium should be considered as a step in a series of continuing activities within the field of health manpower planning. The Organization for Economic Cooperation and Development (OECD) organized a working symposium on Long-Range Forecasting and Planning in 1968 (8ellaglio, Italy), followed by the Expert Committee ofthe OECD which produced the 'New Directives in Education for Changing Health Care System' (OECD CERI report, Paris 1975). The Dutch ministries of Education and Sciences and of Health and Environmental Protection organized a seminar on 'Cooperation of Health Care and Education at Regional Level, Responsibilities and Cost Alloca tion' (1978, Noordwijkerhout, The Netherlands). Following this, the Dutch Association of Junior Hospital Doctors (LVAG) organized a national con ference 'Today a consultant in training, tomorrow an unemployed special ist?' (1980, Utrecht, The Netherlands).

Book excerpt: This report presents empirical data describing the manpower planning currently being done in the criminal justice field and assesses future feasible developments. It provides a basis for further developmental efforts among criminal justice administrators planners, and researchers. The report resulted from Phase I of Michigan State University's Manpower Planning Development Project and is based on information summarized from interviews with nearly 250 people in over 100 agencies and from five questionnaires sent to more than 500 criminal justice agencies. Data collection concentrated in the areas of law enforcement, corrections, State planning agencies, and law enforcement standards and training councils. Findings focus on police and corrections manpower planning, comprehensive systems planning, the role of peace officer standards and training councils in manpower development, and the environment of manpower decisionmaking. One general study finding is that substantial interest exists in the system for increasing the degree to which human resources are efficiently and effectively utilized. Growing external pressures to plan and justify human resource decisions on rational criteria are coming from budget review authorities and from legislative, executive, and judicial bodies. However, capacities and needs for manpower planning vary greatly among agencies and are dependent on such factors as agency size, political climate, and the agency's function in the criminal justice system. Thus, manpower planning development must be tailored to individual agency needs, environments, and capacities. Although many individual data and analytical components necessary to manpower planning exist, agencies have not integrated these components into a coordinated approach to human resource management. Rather, data are collected and analyzed in reference to specific problems. Thus, more integrated approaches to manpower planning should be initiated.
