This outdated personnel management paradigm—designed for an earlier era—has been so intimately tied to the maintenance of Army culture that a self-perpetuating cycle has formed, diminishing the Army's attempts to develop adaptive leaders and institutions. This cycle can be broken only if the Army accepts rapid evolutionary change as the norm of the new era. Recruiting the right people, then having them step into an antiquated organization, means that many of them will not stay as they find their ability to contribute and develop limited by a centralized, hierarchical organization. Recruiting and retention data bear this out. Several factors have combined to force the Army to think about the way it develops and nurtures its leaders. Yet, Vandergriff maintains, mere modifications to today's paradigm may not be enough. Today's Army has to do more than post rhetoric about adaptability on briefing slides and in literature. One cannot divorce the way the Army accesses, promotes, and selects its leaders from its leadership-development model. The Army cannot expect to maintain leaders who grasp and practice adaptability if these officers encounter an organization that is neither adaptive nor innovative. Instead, Army culture must become adaptive, and the personnel system must evolve into one that nurtures adaptability in its policies, practices, and beliefs. Only a detailed, comprehensive plan where nothing is sacred will pave the way to cultural evolution.

Increasing worldwide demands for US military presence have put pressure on all of the military Services (Army, Navy, Air Force, and Marines) Active, Reserve, and National Guard components to maintain their respective Congressionally mandated personnel strengths. Recruiting success for all of the Services is largely dependent on both economic conditions and amount of available resources with success occurring when economic conditions are deteriorating and/or the services recruiting means are in a satisfactory state. Simplistically speaking, when unemployment is high and the recruiting elements have an adequate level of resources-the ends, ways, and means-all of the Services usually meet annual recruiting objectives and endstrengths. If the Army's objective is to maintain a volunteer force in accordance with the national All-Volunteer Force (AVF) policy, the ends can be defined as successfully meeting annual recruiting objectives for both the enlisted soldiers and officers. Given the ends, the national strategic concepts, i.e., the ways, are the approaches and concepts used by the Department of Army (DA) to successfully recruit the annual AVF goals. The means, or the national resources, to achieve the ends are the funding and infrastructure provided to the Army for AVF recruiting. After reviewing the future force and potential knowledge, skills, and attributes of the 21st century soldier, this paper examines the AVF policy and past calls for reinstating the draft before outlining four means that support future AVF recruiting. The means discussed include providing additional recruiting resources (monetary and manpower), using contractors, increasing annual percentage of 2-year term-of-service contracts, and doing more with the resources currently in place.

Book excerpt: This report describes a portion of the modeling and simulation work performed by the Human Research and Engineering Directorate (HRED) of the U.S. Army Research Laboratory (ARL) in support of the manpower assessment technologies (MAT) project. For this effort, virtual reality (VR) technology and human figure modeling tools were applied to achieve some of the objectives of the MAT project. The discussion that follows in this report focuses on two software tools in particular, Jack(TM) and the Naval Postgraduate School Networking Software (NPSNET), and how each was used to demonstrate a proof of concept capability for examining crew manning configurations on U.S. Navy ships. In the future, U.S. Navy ships will need to be automated to a sufficient degree in order to realize significant manpower reductions in engineering, combat systems, ship support and Condition 3 watch-standing requirements. The use of VR technology and human figure modeling tools to graphically visualize concepts for Navy ships on the computer and to examine manning requirements before building physical prototypes, shows great promise in the future for saving time and reducing development cost.
