Douglas in Saskatchewan, Duff Roblin and Walter Weir in Manitoba, and W.R. Bennett in British Columbia. He describes the transition from unaided, or relatively uncoordinated, central executive structures to those that are more structured, collegial, and prone to emphasize planning and coordination. He also examines how the premier's role has expanded from simply choosing cabinets to reorganizing their structure and decision-making processes as well. The institutionalization of provincial cabinets has had major effects on both political actors and functions in the three provinces studied. Dunn shows that cabinet structure has changed, and been changed by, power relations within the cabinet.

Book excerpt: Manitoba Rural Development initiated a review of the Municipal Act and related statutes in 1993 in order to develop solutions to issues and concerns about how Manitoba's municipalities are governed. The review included a public consultation before an independent review panel, which also studied the issues, consulted written and oral submissions, and considered a broad range of other information including case law and other studies and reports. The panel then prepared a draft report for feedback in a second round of consultations. This document is the final report resulting from the panel's work, discussing the views received in the consultations on the need for coordination and integration and the reactions to draft proposals for new legislation. The bulk of the report comprises the final proposals and recommendations of the Municipal Act and related statutes, presented in legislative format.
