Available in PDF, EPUB and Kindle. Book excerpt: For 5 years U.S. policy has managed to steer a coalition of states which share broad interests in regional stability and free trade. Yet below these common interests, the United States has walked a tightrope stretched between competing objectives vis-a-vis Iraq, e.g., undermining Saddam while preserving Iraq as a counterweight to Iran; protecting the Kurds while not promoting their independence. Time, however, has a habit of eroding international coalitions and exposing seams in the details of policy. Iraq's September 1996 actions in the Kurdish north found such a seam in coalition objectives, or, to return to the original metaphor, shook one anchor of the U.S. policy tightrope. Dr. Stephen Pelletiere examines how the Kurdish crisis developed, why--most disturbingly--the key coalition members divided in response to U.S. actions, and what factors might guide future U.S. policy. He concludes that U.S. policy needs reanchoring if we are to achieve our paramount interests in this vital region.

Available in PDF, EPUB and Kindle. Book excerpt: Latin America in the 1980s was marked by the transition to democracy and a turn toward economic orthodoxy. Unsettling Statecraft analyzes this transition in Bolivia, Ecuador, and Peru, focusing on the political dynamics underlying change and the many disturbing tendencies at work as these countries shed military authoritarianism for civilian rule.Conaghan and Malloy draw on insights from the political economy literature, viewing policy making as a "historically conditioned" process, and they conclude that the disturbing tendencies their research reveals are not due to regional pathology but are part of the more general experience of postmodern democracy.

Available in PDF, EPUB and Kindle. Book excerpt: Strategic airline alliances are an important topic in airline management today, stimulated by poor access of international airlines to large domestic markets such as the USA and EU and the increasing importance of network scope. Outright mergers of international airlines have proved to be difficult for political, cultural and legal reasons, making alliances the best available form to strengthen strategic positions and streamline networks. However, there are a number of difficulties associated with an alliance such as long-term stability, political climate, cultural conflict and how much capital alliance partners should sink into the integration. The main purpose of the book is to convey in an accessible form to a wide audience, the results of recent academic research on strategic airline alliances. The authors systematically cover: policy, regulation and consumer issues; management, marketing and strategic issues; the mechanics of airline alliances; the airline alliance group as an organisation in its own right; different forms of alliances and clusters; success and failure factors of airline alliances. The book successfully: - provides an analytical framework for understanding the dynamics of airline alliance groups - examines both the level of the individual airline and the alliance group itself - applies recent insights from organisation theory. The readership includes airline managers, policy-makers, academic researchers and others interested in evolving multilateral alliances. It can also be used as a course book both in aviation management training and in more general modules on alliances for advanced students in air transport management.

Book excerpt: This work looks ahead to the year 2015 and beyond, seeking to understand how the Amer. armed forces might contribute better to the nation's future security. The authors try to conceptualize how a transformed world situation 20 years from now could affect U.S. security. They describe the most plausible changes likely to develop -- not as prophecy nor as an intelligence forecast, but as a considered statement of those recognizable trends that portend the greatest influence on U.S. security. By being cognizant of such plausible alternatives, American policy makers would have the chance to pursue or avoid them.

Book excerpt: The analysts at the Strategic Studies Institute (SSI) assess the strategic equation. They address those issues and factors that will affect U.S. national security strategy over the next 12-18 months. The strategic context in 1997 will be similar to that of 1996 In that it remains complex and uncertain. This year, the way the analysts assess the world of the 21st century is even more important because the Army, along with the other services, are engaged in the congressionally-mandated Quadrennial Defense Review (QDR). These conceptions of the future have implications not orly for Force XXI and Army XXI, but also for the kind of Army that will serve the nation when Army XXI systems near obsolescence in 15-20 years. Getting the strategic context about right is important because the Army After Next, although hIghly capable, will also be small by comparison to those forces of only a few years past. Furthermore, decisions made in 1997 as to weapons development and force structure will be evident in the Army of 2010-2015.

Book excerpt: This publication from Cambria Press is released in conjunction with the 2015 annual meeting of the American Political Science Association (#APSA2015) The book's main focus is on presidential leadership and draws inspiration from the scholarship of eminent political scientist Thomas E. Cronin. From evaluating the leadership successes and failures of President George W. Bush and President Barack Obama (e.g., on education policy, social security reform, health care, the surveillance of Americans) to Franklin D. Roosevelt, Richard Nixon, and Ronald Reagan and their handling of coalitions, this book also discusses presidents as war-time leaders, presidential leadership and authority, public leadership, US world leadership, and the role of chief justices. In addition, the book touches on leadership in higher education and in the global corporate context. Given its coverage, this book will be an important resource for many years to come. The Quest for Leadership, edited by distinguished political scientist Michael A. Genovese, brings together the thought-provoking analyses and critical discussions of top scholars and practitioners. This book is a must read not only for political scientists but also for anyone with an interest in leadership, especially in US politics.

Available in PDF, EPUB and Kindle. Book excerpt: The Indian middle class has grown rapidly over recent years, and constitutes a significant proportion of the global workforce, as well as a substantial market for consumer goods, given India’s status as one of the most populous countries in the world. However, the growth of India’s middle class is not merely an economic phenomenon. This volume, containing nineteen essays, an editorial introduction, and a foreword by Lord Meghnad Desai, therefore examines the role of the Indian middle class in the country’s economic development, as well as in social, cultural and political change. The Trajectory of India’s Middle Class brings together diverse lines of thought on the relationship of the middle class with society, the economy and the state during the colonial, post-colonial and current eras. It investigates the middle class’ complex role in political democracy and governance by examining how it interacts with the state, influences the market, and dominates political articulations and social relationships. The volume also focuses specifically on the social, political and economic articulation of the middle class with regard to historically marginalized social groups such as the Dalits, the tribal communities, and the religious minorities. This book will be of interest to economists, political scientists, sociologists, social anthropologists and historians, as well as to specialists in current affairs.

Book excerpt: Why, despite their similar goals, do the policy preferences of the European Union and United States diverge on so many multilateral issues? To answer that question, Allies at Odds? thoroughly examines recent international efforts in arms control, environmental protection, human rights, and military cooperation. Evidence from 20 separate cases supports the expectations of the realist approach to international politics, which focuses on the role of power above all. Neither cultural factors nor international institutions have as much influence as some expect. This finding was as true during the Clinton Presidency as during the Bush, indicating that focusing on personalities overlooks more substantial and longer-lasting differences between the Atlantic allies.

Available in PDF, EPUB and Kindle. Book excerpt: This text provides a perspective on the politics and personalities of post-war Germany's most unstable - and apparently unpredictable - national government to date. The author uses previously unpublished research into Red-Green coalitions in the German Lander in order to understand more clearly the nature of the pressures acting upon Germany's first national coalition between the Social Democrats and the Greens. Charles Lees argues that the Red-Green coalition is best understood as part of an ongoing process of political co-operation between two distinct and often antagonistic parties. Grounded and introduced in the context of recent work on coalition theory and public policy analysis, the book examines the trail of political trial and error that has led the two parties from the mutual suspicion of the early 1980s to being partners in national government today. Drawing on the political history of Red-Green coalitions in Germany, the author explains why Chancellor Schroeder's 1998 election triumph provoked such excitement and why his government's subsequent political travails could have been predicted.
