Reducing further HIV transmissions as well reducing the personal and social impact of HIV/AIDS requires a wide range of activities developed by a wide range of organizations – the supply of which varies widely between countries, regions and social groups. The book describes the programmes which seem particularly effective in dealing with HIB/AIDS and sets out to explain the disparities in their distribution. It documents and tries to understand both similarities as well as the variety of national approaches taken to cope with HIV/AIDS in a number of European countries. On the basis of the welfare-mix model, six country studies and an introductory chapter draw particular attention to the different mixes of public policies and private non-profit, community-based activities; the functional mixes between different types of services in the areas of prevention, care, research, control and monitoring, interest representation, fund-raising. The mixes between specialized, so-called "exclusive" HIV/AIDS service organizations and services made available by general, comprehensive, or so-called "inclusive" institutions which provide AIDS-specific programmes among other activities will also be elaborated. The whole range of HIV/AIDS activities, from professional services to self-help, is analysed in a comparative perspective. The book is based on data from the European Centre / WHO Collaborative Study Managing AIDS. It is a comparative policy study focused on the role of non-profit organizations in public health and welfare policy, covering several thousands of organizations and HIV/AIDS programmes in six European countries. Unexpected similarities and divergence in AIDS service organizations across Europe were found. Degrees of AIDS policy coherence, prevention efforts, service density and quality, self-help and professionalization, medicalization vs. social integration of HIV/AIDS programmes, sectoral specialization and institutionalization all vary tremendously, as do the efficiency and effectiveness of organizational responses to HIV/AIDS. Interestingly, variations in the supply of activities can hardly be explained by epidemiological patterns and corresponding demand and needs. AIDS management requires long-term institutional strategies and information which cannot be provided by epidemiological or behavioural analysis alone. An effective struggle against HIV/AIDS also requires institution-building, inter-organizational development and policy-field analysis.

Contrary to fearful predictions, the social fabric is not being ripped apart by bands of unsocialized orphan children. AIDS and Power explains why social and political life in Africa goes on in a remarkably normal way, and how political leaders have successfully managed the AIDS epidemic so as to overcome any threats to their power. Partly because of pervasive denial, AIDS is not a political priority for electorates, and therefore not for democratic leaders either. AIDS activists have not directly challenged the political order, instead using international networks to promote a rights-based approach to tackling the epidemic. African political systems have proven resilient in the face of AIDS's stresses, and rulers have learned to co-opt international AIDS efforts to their own political ends. In contrast with these successes, African governments and international agencies have a sorry record of tackling the epidemic itself. AIDS and Power concludes without political incentives for HIV prevention, this failure will persist.

The original Blue Book was a comprehensive publication used widely in health-care centers and government agencies to assist in the adoption of national guidance. It also provided support to committed medical directors and managers to make improvements and presented practical information on waste-management techniques for medical staff and waste workers. It has been more than ten years since the first edition of the Blue Book. During the intervening period, the requirements on generators of health-care wastes have evolved and new methods have become available. Consequently, WHO recognized that it was an appropriate time to update the original text. The purpose of the second edition is to expand and update the practical information in the original Blue Book. The new Blue Book is designed to continue to be a source of impartial health-care information and guidance on safe waste-management practices. The editors' intention has been to keep the best of the original publication and supplement it with the latest relevant information. The audience for the Blue Book has expanded. Initially, the publication was intended for those directly involved in the creation and handling of health-care wastes: medical staff, health-care facility directors, ancillary health workers, infection-control officers and waste workers. This is no longer the situation. A wider range of people and organizations now have an active interest in the safe management of health-care wastes: regulators, policy-makers, development organizations, voluntary groups, environmental bodies, environmental health practitioners, advisers, researchers and students. They should also find the new Blue Book of benefit to their activities. Chapters 2 and 3 explain the various types of waste produced from health-care facilities, their typical characteristics and the hazards these wastes pose to patients, staff and the general environment.
