Book excerpt: Afghanistan's economic prospects are dim and its growth options limited. This puts pressure on the labor market, with 400,000 new entrants joining the labor force annually. As in the past, this will likely lead to mostly illegal emigration with limited employment prospects and wages in neighboring countries (Pakistan, Iran) and beyond. This is unfortunate given Afghanistan's geographic proximity to the world's third largest migration destination region behind North America and Europe: the countries of the Gulf Coordination Council (GCC). For some time now, various Asian countries have used managed labor migration as a means to secure temporary and legal jobs for their surplus labor, garnering higher wages and opportunities to transfer income back to their families, save for future investments, and gain work experience and higher skills. Managed labor migration based on well-designed bilateral labor agreements that reflect the objectives of both the labor-sending and labor-receiving country could open opportunities for Afghanistan in GCC countries and even in higher wage labor markets, provided that adequate labor-sending systems are in place. This paper explores the use of managed labor migration as an instrument for employment for the Afghan labor force and for economic growth. It investigates the supply of and demand side for managed migration flows, estimates the impact on the volume of remittances sent back, and examines the possible impact of formal labor migration opportunities on skills formation of migrants and of the labor force remaining home. These quantitative profiles of remittances and skills are explored with a country-calibrated computable general equilibrium model to estimate the impact on output, economic growth, and other relevant economic outcomes; they may trigger policy action to make managed labor migration a reality in Afghanistan.

Given the elevated pressures in the labor market, a common tool to sustain livelihoods is migration, affecting 16 percent of Afghan households, both current migrants and returnees. Compared to nonmigrants, returnees are more educated and have higher earnings, while the opposite is true for out-migrants. For most of them, remittances represent a supplement to their income, particularly for those families that currently have a member abroad. Comparing earnings of Afghans abroad to those of similar workers in Afghanistan, wide wage gaps are observed, creating strong pull factors for migration. A strong self-selection of migrants also occurs across countries. Overall, migration represents an opportunity to improve livelihoods, although under its current form it does not incentivize upskilling, as most irregular Afghans find jobs in neighboring countries like Iran in low-skilled sectors where returns to education are low.

Book excerpt: Foreign labor markets offer an excellent opportunity to improve employment and income outcomes for a country's workforce. However, if a sending country's workforce abroad is overly concentrated in a few receiving markets, it runs the risk of becoming dependent on conditions within those markets for employment opportunities and remittances for its workforce. A more managed migration approach to select higher-income host countries promises higher and more regular levels of remittances per capita through more formal channels, with expectations of skill improvements upon departure and after return. Currently, Afghanistan's workforce abroad is highly concentrated in Iran and Pakistan. This paper proposes a methodology for assessing potential expansion into new foreign labor markets, and applies said methodology to potential new labor markets for Afghan workers (including Malaysia, Europe, Australia, Central Asia, and Turkey, and expansion in Pakistan, Iran, and Gulf Cooperation Council (GCC) countries). The findings indicate that GCC countries and Turkey are the most viable markets for absorbing Afghan workers in the coming years.

The paper explores the different migration regimes along the spectrum of two polar cases of purely managed and purely unmanaged migration, and focuses on two possible aspects of managed migration: (1) migrants' social networks, which amplify and propagate the initial actions on migration by the managed systems; and (2) skills and certification systems typically associated with managed systems.

Around 400,000 youth will continue to enter the labor force annually during the next years. Given the significant slowdown the country's economic activity, the pace at which jobs are generated is and will be insufficient. Through an analysis of labor supply and demand, thispaper estimates substantial net emigration pressures for the years 2016-2030, on the order of around 200,000 people per year. The projected profile of future migrants is one of young men with some basic level of education and from middle-income households. In addition to this economic migration, other factors like increased insecurity, conflict, and natural disasters might further accentuate these dynamics.

This note proposes a structure for designing a labor-sending system and applies this structure to an assessment of the existing labor-sending system in Afghanistan, which is currently in very nascent stages and is missing many fundamental elements. It then applies the findings of this assessment to propose a way forward in building Afghanistan's labor-sending system, along with an estimate of how long it will take for the system to become operational.

There are serious gaps in the labour migration governance and protection framework. There is weak capacity in the government machinery dealing with labour migration. It notes that Afghanistan lags far behind other Asian origin countries in the infrastructure required to promote formal labour migration operations.On the basis of the review, it identifies critical areas for improving policies for expansion of labour migration for decent work in Afghanistan - a key priority of the Afghan government.

Book excerpt: Taliban's return to power in August of 2021 caused everyone to ask why the two decades of institution building in Afghanistan failed. This book investigates the root causes of failed reforms in an important area of reform: trade and credit institutions. It explains why the efforts to reform and regulate the economic institutions in Afghanistan failed and what we can learn from their failure. It draws on more than eighty interviews with Afghan merchants, business leaders, money dealers, and government officials in five major provinces of Afghanistan to identify the barriers to access to credit and to understand the performance of formal institutions (banks) and their informal counterparts. This book finds that Afghan merchants were often unable to benefit from the offerings of formal institutions for three reasons: a highly volatile business climate, uncertain contract enforcement, and an unsupportive property rights system. Several informal institutions have emerged that alleviate some of the credit constraints on Afghan merchants. These informal institutions include risk-sharing trade credit operations, money dealers’ short-term working capital loans, Gerawee, and Sar qufli. Although these informal institutions have helped Afghan merchants survive, they are unable to support economic growth. This book argues that countries like Afghanistan should solve their institutional dilemma by adopting an approach which the author calls "Grounded Institutional Reform." Using this approach, a country would formalize existing informal institutions, a development that would vastly increase their effectiveness. While this book focuses on credit and trade in Afghanistan, the analysis of "formalizing the informal" can easily be extended to solve other types of economic problems in similarly situated countries. This book should be of great interest to scholars, policymakers, and development workers in the field of law, finance, and development.
