Available in PDF, EPUB and Kindle. Book excerpt: While some academic attention has been paid to the impact of new digital technologies on African media in the colonial languages of English, French and Portuguese, there is a dearth of research into African language digital communication. This book analyses the online presence of African language media. The chapters in the book focus on the speed, structure, content, navigation and interactivity, operations and performance, and audience of the online media. They also pay particular attention to how social media such as Facebook, Twitter and WhatsApp have been appropriated by African language media. Using a wide range of case studies, the contributors assess the challenges of adopting digital technologies by the media, and how the technologies have impacted journalistic practice and media operations. Examining the ability of the African language press to adopt new technologies, this book will be of interest to scholars of media, journalism, communication, social media and culture in Africa.

Available in PDF, EPUB and Kindle. Book excerpt: In 1998 the Government of Malawi decided to reform its telecommunications sector. Although the reform was ambitious in some ways, it was modest when compared with the most ambitious reforms adopted elsewhere in Sub-Saharan Africa. The two main accomplishments were splitting the incumbent fixed line monopoly, the Malawi Post and Telecommunications Corporation, into two companies-Malawi Telecommunications Limited (MTL) and Malawi Post Corporation (MPC)-and issuing two new cellular licenses to two new private entrants. In addition, the Government also established a new regulator which was separate from, but heavily dependent on, the Ministry of Information and liberalized entry in value-added and Internet services. However, the Government had neither privatized the fixed-line telecommunications operator nor introduced competition in fixed-line services by the end of 2002. Clarke, Gebreab, and Mgombelo discuss sector performance before reform, details of the reform, the political motivation for reform, and events in the five years following the reform. The reform yielded mixed results. Although cellular penetration and Internet use expanded dramatically following reform, prices increased, especially for cellular calls, and fixed-line penetration remains low by regional standards.

Book excerpt: A study of Internet blocking and filtering around the world: analyses by leading researchers and survey results that document filtering practices in dozens of countries. Many countries around the world block or filter Internet content, denying access to information that they deem too sensitive for ordinary citizens—most often about politics, but sometimes relating to sexuality, culture, or religion. Access Denied documents and analyzes Internet filtering practices in more than three dozen countries, offering the first rigorously conducted study of an accelerating trend. Internet filtering takes place in more than three dozen states worldwide, including many countries in Asia, the Middle East, and North Africa. Related Internet content-control mechanisms are also in place in Canada, the United States and a cluster of countries in Europe. Drawing on a just-completed survey of global Internet filtering undertaken by the OpenNet Initiative (a collaboration of the Berkman Center for Internet and Society at Harvard Law School, the Citizen Lab at the University of Toronto, the Oxford Internet Institute at Oxford University, and the University of Cambridge) and relying on work by regional experts and an extensive network of researchers, Access Denied examines the political, legal, social, and cultural contexts of Internet filtering in these states from a variety of perspectives. Chapters discuss the mechanisms and politics of Internet filtering, the strengths and limitations of the technology that powers it, the relevance of international law, ethical considerations for corporations that supply states with the tools for blocking and filtering, and the implications of Internet filtering for activist communities that increasingly rely on Internet technologies for communicating their missions. Reports on Internet content regulation in forty different countries follow, with each two-page country profile outlining the types of content blocked by category and documenting key findings. Available in PDF, EPUB and Kindle. Book excerpt: History is an important, dangerous, and fragile subject. Historical thought can be censored in widely diverging political and historiographical contexts, as historians are well aware. Yet the problems of censorship, often thought to be obvious, are rarely studied. Filling a significant void, this guide supplies information on the censorship of historical thought and the fate of persecuted historians in over 130 countries from Afghanistan to Zimbabwe and from 1945 to 2000. With each entry providing a chronological overview of cases and giving a full listing of sources, the book is the first systematic effort to overview the repression of historical thought. Aiming to encompass all countries in which censorship and persecution have taken place, De Baets sketches a world map of repression that goes beyond the well-known and well-studied cases. It assembles scattered data from three types of sources: the works of censors and censored, historical and biographical dictionaries and historiographical surveys, and reports from international human rights organizations. Showing the universality of historical censorship and its infinite variety in amount and degree, the book also provides a basis for further comparative research.

Book excerpt: Developing countries apply numerous sector-specific taxes to telecommunications, whose buoyant revenues and formal enterprises provide a convenient “tax handle”. This paper explores whether there is an economic rationale for sector-specific taxes on telecommunications and, if so, what form they should take to balance the competing goals of promoting connectivity and mobilizing revenues. A survey of the literature finds that limited telecoms competition likely creates rents that could efficiently be taxed. We propose a “pecking order” of sector-specific taxes that could be levied in addition to standard income and value-added taxes, based on capturing rents and minimizing distortions. Taxes that target possible economic rents or profits are preferable, but their administrative challenges may necessitate reliance on service excises at the cost of higher consumer prices and lower connectivity. Taxes on capital inputs and consumer access, which distort production and restrict network access, should be avoided; so should tax incentives, which are not needed to attract foreign capital to tap a local market.
