Like any other branch of applied economics, it has drawn its tools and techniques from the wide range already available in economics gener ally, selecting, adapting and extending these to meet its own particular requirements in its own particular context. Here, as elsewhere in economics, public policy analy sis requires quantitative assessments of the economic impact of different policy choices. Perhaps the most distinctive contribution of environmental economics has been the development of techniques for the economic valuation of environmental goods and services in the absence of markets for such goods and services, or in the presence of markets that are at best imperfect or incomplete. Nevertheless policy analysis still relies on one or another of three broad groups of methods used in eco nomics generally. One is project appraisal, which at the micro level provides an evaluation ofthe costs and benefits ofinvestment options to inform the choice among them, while at the macro level policy analysis rests either on computable general equilibrium (CGE) models or on economy-wide macroeconometric models. All models are simplifications, designed to focus attention on the important fea tures ofthe problem at hand, and neglecting other features that might for a different problem assume greater importance.

Translated into economic terms, the polder model entailed tripartite cooperation between business, government, and labor to protect the nation's economic and social well being. Delsen evaluates recent changes in the Dutch economy brought on by globalization and American dominance and concludes that the polder model is reaching its end. Delsen argues that the market forces introduced by the purple governments imply a far-reaching adaptation of the unique Dutch economic order. The primacy of the market has resulted in a more flexible labor market, decentralization of the wage formation, modernization of the social security system, more competition on the goods markets, and liberalization and competition in the financial markets. More market forces within Dutch socioeconomic relations imply also that the aims of trade and industry have changed, and have become oriented toward short-term results and away from actions aimed at long-term continuity and consensus.

The number of equations used is approximately 13 700, while the number of software steps for computation is approximately 100000. Computation, including tabulation, can nevertheless be performed very rapidly, and only about 20 minutes is required to make forecasts from the present up to the year 2000. The FUGI model is at present being used by the Projections and Perspectives Studies Branch, Department of International Economic and Social Affairs of the United Nations, for simulations of United Nations medium- and long-term international development strategies, while the Project LINK model is being used for short-term forecasts (Onishi, 1985). Stimulated by our latest joint research with the United Nations University on a 'global early warning system for displaced persions', we have felt the need for our FUGI model to go beyond its present capacities centred on an 'economic' model (in the rather traditional, restricted sense of the term) and to develop into a model that can in the future analyse 'global problematiques' or 'global complexes of symptoms' and complicated questions including various types of environmental problems and the sorts of displaced persons issues to which we are now directing our attention. We are thus expanding the scope of our fifth-generation FUGI model, presently under development, to deal with such issues.
