We address two specific questions: To what extent do academically unprepared students transfer to four-year institutions? And, can positive experiences in community colleges diminish the role of inadequate academic preparation? The results, which are based on analyses of Florida's unit record data of first-time community college students, indicate that a substantial proportion of students who enter community colleges academically unprepared do indeed transfer to four-year institutions. Moreover, successful completion of intermediate outcomes--such as passing college-level math and writing courses, meeting specific credit thresholds, and earning an associate degree--enhances students' probability of transfer. However, the ability of community colleges to mitigate the negative effects of inadequate academic preparation is limited: successful completion of even the most demanding intermediate outcomes does not alleviate the negative consequences of entering higher education unprepared. High schools have the task of making certain that students possess the skills necessary to be prepared for college and/or the workforce. Specific measures are outlined to assess college and career readiness. Dual enrollment programs allow students to be enrolled in college and high school at the same time. Students are given the opportunity to experience college courses while still in the supportive environment of their high school and families. This study depicts the transition to 4-year institutions of nine students from a rural school district who graduated with an associate degree as well as their high school diploma through a dual enrollment program. Based on Tinto’s (2017) Model of Student Motivation and Persistence, the goal of the study is to understand the impact of degree granting dual enrollment programs following graduation on students completing their first year in a 4-year college. Studies often show the benefits of dual enrollment programs and college entrance; however, little data were found to show how those dually enrolled students faired after completing 1 year of college. Being prepared for college includes factors other than academics, and this study strived to identify not only the academic, but also the psychological, emotional, and social impacts for students as they seek completion of their 4-year degree.

Book excerpt: The open admissions policies of community colleges serve to remove barriers for students aspiring to a college education (Mosholder & Zirkle, 2007), provide an affordable opportunity to attend college (Mullin & Honeyman, 2008; Zinser & Hanssen, 2006), and increase underrepresented student population enrollments at four-year institutions (Allen, Robbins, Casillas, & Oh, 2008). Community college transfer students face unique challenges in their transition compared with other transfer students (Falconetti, 2009a). As Eggleston and Laanan (2001) noted, "abundant research has been conducted regarding community college transfer students in conjunction with their academic performance, baccalaureate attainment, and persistence at the four year college level," but a gap exists as "a limited amount of research has been done to study the transfer student's adjustment process, once he or she has reached the senior institution" (p. 87). The purpose of this study was to explore faculty, staff, and administrator perceptions of institutional support regarding student transition from articulation to four-year institutions. The research question guiding this study was: How do faculty, staff, and administrators perceive institutional support regarding community college student transition to a four-year institution? This qualitative, descriptive study utilized face-to-face interviews as the primary data collection strategy. Nine faculty, staff, and administrators (N=9) working with and influencing programming for students going from articulation through first semester in a bachelor's program were invited to participate. Participants were interviewed until data saturation was achieved. Once themes emerged, data informed secondary data collection utilizing a reflective questionnaire with the same nine (N=9) participants. Evaluation coding (Saldana, 2009) and logical analysis (Patton, 2002) were utilized to analyze data. Documents related to the transition process were analyzed in order to triangulate and add rigor to findings. Findings included insights regarding shared characteristics of successful students; transition challenges; students not utilizing institutional support; and organizational structure implicating student transition. This study sought to add to the body of knowledge regarding institutional support available for community college transfer students in order to potentially inform decisions regarding how institutions can better serve this student population. These results may assist them in their adjustment, the four-year institutions, and the workforce.

Book excerpt: Due to changing demographics, issues of college affordability, and workforce expectations, there is an increasing demand for access to community colleges. At present, there are approximately 1,200 community colleges nationwide, serving over 11.5 million students - nearly half of all undergraduates. These institutions have multiple missions integral to their local communities, one of which includes helping students transition from a two-year college to a four-year college to earn a bachelor's degree. These institutions are a primary access point to higher education for many Americans, particularly those who have been traditionally underrepresented, such as minority, first generation, nontraditional, and low-income students. As college costs increase, community colleges are becoming a more popular entry point for students of various economic backgrounds, and more students are turning to community college for the first two years of their education, with plans to transfer to attain a bachelor's degree. However, data from a report by the Advisory Committee on Student Financial Assistance, Mortgaging Our Future: How Financial Barriers to College Undercut America's Global Competitiveness (2006), reveals problems en route to a bachelor's degree for college-qualified low- and moderate-income students who initially enroll at a community college with the intention of transferring to a four-year institution and attaining a bachelor's degree. Specifically, the report shows that among the 1992 high school graduate cohort, only 20 percent of college-qualified low-income students actually attained a bachelor's degree by 2000. While the number of higher income students in this same category who attained a bachelor's degree is significantly higher, the pathway is not perfect for them either, indicating the need to strengthen this route. Furthermore, new enrollment data now available suggest that a major shift in college enrollment from four-year colleges to two-year colleges occurred among low- and moderate-income college-qualified high school graduates between 1992 and 2004. These shifts portend higher projected bachelor's degree losses for the high school class of 2004 - as well as higher projected cumulative losses for the current decade. Recognizing the need to strengthen the community college pathway, the Advisory Committee has undertaken an initiative on community colleges. Through its research, the Committee has noted three critical transition points for students who start at a community college and intend to obtain a bachelor's degree: enrollment, persistence, and transfer. Students encounter barriers at each stage that often prevent them from attaining a degree, barriers that fall into five categories: academic, social, informational, complexity, and financial. In this proceedings report, the Committee has identified and described multiple practices that reduce barriers, and, in so doing, enable enrollment, ensure persistence, and facilitate transfer.

Transfer serves families by providing an affordable avenue to higher education while minimizing the impact of crippling loan debt. A broad movement is emerging across the country to better connect school with career opportunities and further education to help these young adults succeed. In 1994 Congress responded by passing the School to Work Opportunities Act (STWOA), which assists states and localities in establishing comprehensive school to work transition systems. Soon after the school to work legislation was passed by Congress, OTA was asked by the Senate Committee on Labor and Human Resources and the House Committee on Education and Labor to assess the potential and problems of work based learning as a component of school to work. As the report shows, work based learning has considerable promise but will be difficult to implement. Work based learning can potentially help students see the relevance of their academic studies later in life, allow students to explore career options, and help them develop needed occupational skills. But the implementation of good work based learning programs will require considerable effort on the part of schools and participating businesses. Whether many businesses can be recruited to participate remains to be seen.
