Available in PDF, EPUB and Kindle. Book excerpt: The authors explore a new framework for evaluating economic development projects. This framework is based on a job-chain approach. Each new job created by an economic development incentive is filled by an employee who leaves behind another job. In turn, that job may be filled by someone who leaves behind their old job, etc. Such job chains end when an unemployedworker, someone not previously in the labor force, or an in-migrant to the labor market takes a vacancy. Job chains are the mechanism for observing and measuring "trickle down". The job trains model developed in this book presents new insights into local economic development evaluation and strategy.

Book excerpt: This provocative collection of essays challenges traditional ideas of strategic s- tial planning and opens up new avenues of analysis and research. The diversity of contributions here suggests that we need to rethink spatial planning in several f- reaching ways. Let me suggest several avenues of such rethinking that can have both theoretical and practical consequences. First, we need to overcome simplistic bifurcations or dichotomies of assessing outcomes and processes separately from one another. To lapse into the nostalgia of imagining that outcome analysis can exhaust strategic planners’ work might appeal to academics content to study ‘what should be’, but it will doom itself to further irrelevance, ignorance of politics, and rationalistic, technocratic fantasies. But to lapse into an optimism that ‘good process’ is all that strategic planning requires, similarly, rests upon a ction that no credible planning analyst believes: that enough talk will miraculously transcend con ict and produce agreement. Neither sing- minded approach can work, for both avoid dealing with con ict and power, and both too easily avoid dealing with the messiness and the practicalities of negotiating out con icting interests and values – and doing so in ethically and politically critical ways, far from resting content with mere ‘compromise’. Second, we must rethink the sanctity of expertise. By considering analyses of planning outcomes as inseparable from planning processes, these accounts help us to see expertise and substantive analysis as being ‘on tap’, ready to put into use, rather than being particularly and technocratically ‘on top’.

Book excerpt: This book examines Ghana’s use of the fingerprint biometric technology in order to further conversations about localization championed by technical communication scholars. Localization, in this case, refers to the extent to which users demonstrate their knowledge of use by subverting and reconfiguring the purpose of technology to solve local problems. Dorpenyo argues that the success of a technology depends on how it meets the users’ needs and the creative efforts users put into use situations. In User Localization Strategies in the Face of Technological Breakdown, Dorpenyo advocates studying how users of technological systems construct knowledge about the technology and develop local strategies to solve technological breakdowns. By analyzing technical documents and interview transcripts, the author identifies and advances three user localization strategies: linguistic localization, subversive localization, and user-heuristic experience localization, and considers how biometric systems can become a tool of marginalization.

Available in PDF, EPUB and Kindle. Book excerpt: Baltimore, like many other cities around the globe, is redesigning local government policy and programs in order to become a more sustainable city. Sustainability, as a concept guiding public action, encourages city officials to integrate policy and programs addressing the economic, environmental, and social health of the community. City governments, including Baltimore, have adopted plans to integrate this new priority into local policy and program management. Reorienting city policy and programs to address an emergent concern like sustainability requires collaboration between city government and various actors and organizations in the community. Collaborative Strategies for Sustainable Cities examines how cities define sustainability and form policy implementation networks to integrate sustainability into city programs. Using the city of Baltimore to describe and analyze the involvement of the participants in local sustainability efforts in rich detail, Eric S. Zeemering argues that when we think about the sustainable city, the city government is not the best unit of analysis for our investigations or policy planning. Instead, policy networks within cities carve out slices of a sustainability agenda, define sustainability in their own ways, and form implementation networks with city government officials, neighborhood and community organizations, funders, and state and federal agencies in order to achieve specific goals. When cities begin to integrate sustainability into policies and programs, surveying and understanding competing definitions of sustainability within the community may be central to their success. The book’s rich array of data, including qualitative data from elite interviews and public documents, Q-methodology and social network analysis will make for an engaging read to scholars of political science or public affairs as well as the interested citizen or policy advocate.
