Book excerpt: The security institutions, forces, and practices of the regime of Charles Taylor, Liberia's former president, met none of the essential criteria for a sound security sector: coherence, legitimacy, effectiveness, and affordability. Yet even under new, able, and decent leadership, the old structures and ways are unworkable, wasteful, and confused, and they enjoy neither the trust nor the cooperation of the Liberian people at this critical juncture. It follows that Liberia must make a clean break, adopting a new security architecture, forces, management structure, and law. The government of President Ellen Johnson Sirleaf has made security sector transformation a high priority, and the United Nations, the United States, and others are helping Liberia build new forces. What has been done and planned so far to transform the Liberian security apparatus is valid and important. At the same time, Liberia and its partners need an overall security architecture, accompanied by a strategy to create it. Without an architecture and strategy, setting priorities will become increasingly difficult; gaps, redundancies, confusion, and political squabbling over forces are likely. In offering an architecture and strategy, this study identified additional measures, including additional capabilities, that would make Liberia's security sector more coherent, legitimate, effective, and affordable. This report is the final component of the RAND Corporation's research project with the U.S. government under which RAND was asked to advise the Liberian and U.S. governments on security sector transformation in Liberia. By agreement with the U.S. and Liberian governments, and by RAND's own tradition, the analysis and findings of this report are independent.

But Liberia sold out the UNIA, leaving it in shambles, its fortune seemingly lost forever. Nine decades later, Dr. Abrian Malone receives an email from Arthel Johnson, the current president of this supposedly dead organization, urging that they meet. But before this can happen, Johnson is brutally murdered, his death making international headlines. Fortunately, Johnson has made arrangements for informing Malone of his intentions should he meet a violent end. Malone finds that the UNIA fortune has not been lost but has increased a thousandfold and is held in abeyance for future use, specifically to implement Garvey's Liberian Redemptive and unify Africa. Malone and his five closest friends, a gender and racially diverse group, are sent on a dangerous mission to locate the fortune by a certain date, least the fortune be lost forever, and initiate the redemptive. The trail to the fortune has been laid by Marcus Garvey himself and can only be deciphered by Malone and his friends. Further, through an indirect line of filiations, Garvey has endowed Malone with three physiological abilities to assist him in his quest. They also make him the greatest martial artist on the planet. But they are pursued over three continents by a villainous group of militarily trained Liberian assassins who want the fortune for themselves. Historical background necessarily is rich and the characters well-developed. The timeliness of the narrative is witnessed by the renewed interest in the continent of Africa by people of all nationalities. Will the implementation of Garvey's hypothetical Liberian Redemptive stabilize Africa and the Middle East and the rest of the modern world?

In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

After 173 plus years, our country has not been able to make the transition from an agrarian society to a modern society where we have quality education that is accredited, a quality health-care system that is affordable and accessible, a country free from corruption, a country free from poverty, a quality road connectivity, safe drinking water, electricity, a justice system that has respect for the rule of law, a president who is more focused on development and modernization, and has respect for human lives. The majority of Liberians still live below the poverty line, and the gap between the haves and have-nots is still very big. We need a president with innovative thinking, who represents a generational change, and who can bring the Liberian people together rather than divide us into tribes and partisans. We need a leader who believers that we are one people, indivisible, with unity and liberty and justice for all. We need a president who believes that the task of this generation is to preserve the government of the people, by the people, and for the people. We may never recover economically, or it may be very difficult for us to recover should the current administration win the next election or should we elect the wrong president. This is why I felt compelled to write this book as a caution to my fellow countrymen. We are at a crossroads in our history. The decision we will make in the 2023 presidential elections will determine our destiny. We can either choose a better and brighter future, or we can throw ourselves further backward. Our leaders of the past and most recent have been bankrupt in their thinking, and what we need now is a visionary and an energetic president backed by a group of leaders who believe in building a better Liberia than what our generation has inherited. When we do that, future generations will look back on us and say about us that this was the generation that rose up to the occasion and finally solved Liberia’s challenges. This is the time to restore democracy and integrity to the Liberian presidency. Please read this book, my fellow Liberians, and let us sit back and consider the consequences and implications of the 2023 presidential elections. As Americans will say, “This is the most consequential election.”
