This book was released on 1998-02-11 with total page 506 pages. Available in PDF, EPUB and Kindle. Book excerpt: The demand for greater computer power in numerical weather prediction and meteorological research is as strong as ever. The world meteorological community has tried to meet this demand by exploiting parallelism. In this field, the European Centre for Medium-Range Weather Forecasts has established itself as the central venue for bringing together operational weather forecasters, climate researchers and parallel computer manufacturers to share their experiences through a series of workshops held every other year. This book reports on the latest workshop (2-6 December 1996) and is an excellent overview of the success which parallel systems have gained in meteorology worldwide, and how it was achieved. In addition, future trends in computer hardware and software development and its implications for meteorological computing are outlined.

Book excerpt: The demand for more and more computer power in numerical weather prediction and meteorological research is as strong as ever. Previously, the world meteorological community tried to meet this demand by exploiting parallelism. In this field, the European Centre for Medium-Range Weather Forecasts has established itself as the central venue for bringing together operational weather forecasters, climate researchers and parallel computer manufacturers to share their experiences through a series of workshops held every other year. This book reports on the latest such workshop. It gives an excellent overview of the latest achievements in this field. The demand for and the developments towards Teracomputing, the next order of magnitude in meteorological supercomputing, are given particular attention.

The major themes can be divided into the broad categories of hardware, software, algorithms and applications for p- allel computing. The objective of Euro-Par is to provide a forum within which to promote the development of parallel computing both as an industrial te- nique and an academic discipline, extending the frontier of both the state of the art and the state of the practice. This is particularly important at a time when parallel computing is undergoing strong and sustained development and experiencing real industrial take-up. The main audience for and participants in Euro-Parareseenasresearchersinacademicdepartments,governmentlabora- ries and industrial organisations. Euro-Par’s objective is to become the primary choice of such professionals for the presentation of new results in their specic areas. Euro-Par is also interested in applications which demonstrate the e - tiveness of the main Euro-Par themes. There is now a permanent Web site for the series http://brahms. fmi. uni-passau. de/cl/europar where the history of the conference is described. Euro-Par is now sponsored by the Association of Computer Machinery and the International Federation of Information Processing. Euro-Par’99 The format of Euro-Par’99follows that of the past four conferences and consists of a number of topics eachindividually monitored by a committee of four. There were originally 23 topics for this year’s conference. The call for papers attracted 343 submissions of which 188 were accepted. Of the papers accepted, 4 were judged as distinguished, 111 as regular and 73 as short papers.

Book excerpt: year simulations in order to separate noise in the system from the climate change signal. Several contributing papers focused on case studies using Regional Climate Models (RCMs) linked to hydrological models, applied to the analysis of runoff under conditions of convective activity and extreme precipitation, in regions of complex topography, or stakeholder-driven investigations such as water runoff simulations in Quebec undertaken for a major utility. Thorough analyses of GCM results for the Century were reported at the Workshop, in order to illustrate the improvements in model results which have taken place in recent years, and the increasing confidence with which the models can be used for projecting climatic change in coming decades. However, there is still much room for improvement; there is also a need to address more fully the manner in which climate and impacts models (e. g. , hydrological models) can be linked, in terms of consistency and the overlap between different scales, the underlying physical assumptions, and the parameterizations used. Session 2 was devoted to the two extremes of water resources, namely floods and droughts, the focus here being to identify the climate change component in river floods. These have significant economic implications, as was shown by several scientists from Western and Central Europe. Many long time series have been studied worldwide with the aim of detection of nonstationarities, yet there is no conclusive evidence of climate-related changes in flow records, in general.

Available in PDF, EPUB and Kindle. Book excerpt: Statistical Postprocessing of Ensemble Forecasts brings together chapters contributed by international subject-matter experts describing the current state of the art in the statistical postprocessing of ensemble forecasts. The book illustrates the use of these methods in several important applications including weather, hydrological and climate forecasts, and renewable energy forecasting. After an introductory section on ensemble forecasts and prediction systems, the second section of the book is devoted to exposition of the methods available for statistical postprocessing of ensemble forecasts: univariate and multivariate ensemble postprocessing are first reviewed by Wilks (Chapters 3), then Schefzik and Möller (Chapter 4), and the more specialized perspective necessary for postprocessing forecasts for extremes is presented by Friederichs, Wahl, and Buschow (Chapter 5). The second section concludes with a discussion of forecast verification methods devised specifically for evaluation of ensemble forecasts (Chapter 6 by Thorarinsdottir and Schuhen). The third section of this book is devoted to applications of ensemble postprocessing. Practical aspects of ensemble postprocessing are first detailed in Chapter 7 (Hamill), including an extended and illustrative case study. Chapters 8 (Hemri), 9 (Pinson and Messner), and 10 (Van Schaeybroeck and Vannitsem) discuss ensemble postprocessing specifically for hydrological applications, postprocessing in support of renewable energy applications, and postprocessing of long-range forecasts from months to decades. Finally, Chapter 11 (Messner) provides a guide to the ensemble-postprocessing software available in the R programming language, which should greatly help readers implement many of the ideas presented in this book. Edited by three experts with strong and complementary expertise in statistical postprocessing of ensemble forecasts, this book assesses the new and rapidly developing field of ensemble forecast postprocessing as an extension of the use of statistical corrections to traditional deterministic forecasts. Statistical Postprocessing of Ensemble Forecasts is an essential resource for researchers, operational practitioners, and students in weather, seasonal, and climate forecasting, as well as users of such forecasts in fields involving renewable energy, conventional energy, hydrology, environmental engineering, and agriculture. - Consolidates, for the first time, the methodologies and applications of ensemble forecasts in one succinct place - Provides real-world examples of methods used to formulate forecasts - Presents the tools needed to make the best use of multiple model forecasts in a timely and efficient manner

Book excerpt: The Dawn of Massively Parallel Processing in Meteorology presents collected papers of the third workshop on this topic held at the European Centre of Medium-Range Weather Forecasts (ECMWF). It provides an insight into the state of the art in using parallel processors operationally, and allows extrapolation to other time-critical applications. It also documents the advent of massively parallel systems to cope with these applications.

Book excerpt: The European Union is the most successful supranational organization in history. It has reconciled former enemies, established a single market and a common currency, and reintegrated Central and Eastern Europe into the West. Yet the EU remains unsatisfying to its members and its partners. An economic giant but a political pygmy, it seems hamstrung by bureaucracy and a lack of connection to European publics. In Europe 2030, distinguished authors predict what the European Union will look like twenty years from new. A range of views is presented, foreseeing everything from slower growth and diminished power to actions that would make the EU a more vigorous, influential world play. Contributors include Oksana Antonenko (International Institute for Strategic Studies), José Manuel Durão Barroso (European Commission), José Cutileiro (former secretary general, Western European Union), Joschka Fischer (former minister of foreign affairs, Germany), Charles Grant (Center for European Reform), Andrew Hilton (Centre for the Study of Financial Innovation), Jonathan Laurence (German Marshall Fund, Boston College and Brookings Institution), Rui Chancerelle de Machete (consititutional and administrative attorney), Hubert Védrine (former minister of foreign affairs, France), and Joseph H.H. Weiler (New York University).
