Book excerpt: This report draws on the results of the 2016 global monitoring exercise carried out under the auspices of the Global Partnership for Effective Development Co-operation. It offers a snapshot of progress on internationally agreed principles aimed at making development co-operation more effective. The provision of data and information for the monitoring exercise was led by 81 countries, with the participation of more than 125 bilateral and multilateral development partners, as well as hundreds of civil society organisations, private sector representatives and other relevant development stakeholders in the participating countries. This report presents the findings from the exercise, based on careful analysis and aggregation of this information. It is intended to stimulate and inform policy dialogue at the country, regional and international levels, generating an evidence-base for further collective action to strengthen the contribution of effective development co-operation to the implementation of the 2030 Agenda for Sustainable Development and achievement of the Sustainable Development Goals. The report confirms the importance of principles and commitments to strengthen the focus on development results, ensure country ownership of the development process and the inclusiveness of development partnerships, and enhance transparency and mutual accountability around development efforts.

Available in PDF, EPUB and Kindle. Book excerpt: The OECD’s Development Assistance Committee (DAC) conducts reviews of the individual development co‐operation efforts of DAC members once every five to six years. DAC peer reviews critically examine the overall performance of a given member, not just that of its development co‐operation agency, covering its policy, programmes and systems. They take an integrated, system‐wide perspective on the development co‐operation activities of the member under review and its approach to fragility, crisis and humanitarian assistance. The United Kingdom uses its global standing and convening power to promote an evidence-based approach to stability, inclusion and prosperity and continues to provide 0.7% of its national income as Official Development Assistance (ODA). The depth and breadth of its expertise, combined with flexible funding instruments and strong country presence, allow the United Kingdom to focus these ODA resources on developing country needs, while protecting its own longer-term national interests. Articulating a clear and comprehensive whole-of-government vision for its support to international development would allow the United Kingdom to reinforce its policy priorities and engage the public. Further measures to build effective partnerships and institutional capacity in developing countries would allow the United Kingdom to build ownership of development processes and contribute to lasting change.

It explores the economic, political and legal relationship between procurement and aid effectiveness in developing countries, and takes stock of current debates in the field. More specifically, the contributions analyse the failures and successes of current initiatives to foster effectiveness and streamline the aid procurement process, and address current themes emerging in the literature related to development, procurement and aid success. A pivotal and timely publication, Public Procurement and Aid Effectiveness will be of interest to a varied and multicultural international audience and a wide range of actors working on aid effectiveness, development, procurement and good governance initiatives in both donor and beneficiary countries.

Book excerpt: Foreign Aid: Policy and Practice offers a complete overview of the basics of foreign aid. Who is it for? Who pays for it? Why does it exist? What is it spent on? How much is it? And most important, does it work? The aid debate has been flooded by academic studies and popular books that either challenge or champion the effectiveness of aid. Most presume that the reader already knows the basic facts and characteristics of the aid industry. This book provides readers with a comprehensive summary of the background, actors, core principles and policies, and intended (and unintended) outcomes of foreign aid, followed by a more informed and balanced treatment of the key controversies and trends in aid today. Drawing on the author’s 25 years’ experience in development practice and 15 years in teaching, the book reflects on recent efforts to accelerate aid’s impact and concludes by taking a look at the future of aid and the headwinds it will face in the first half of the 21st century. Perfect for university teaching at advanced undergraduate and graduate levels, this book will also encourage development practitioners, policy makers, and members of the public to engage in more informed debates about aid and development finance.

In order to work to their maximum potential, CSOs need members of the Development Assistance Committee (DAC) to provide and promote enabling environments.
