Book excerpt: The Kurdistan region of Iraq is facing an economic and humanitarian crisis as a result of the influx of Syrian refugees which began in 2012 and internally displaced persons (IDPs) in 2014. The region's population increased by 28 percent over a short period, placing strains on the local economy, host community, and access to public services. This book provides national and regional policy makers with a technical assessment of the impact and stabilization costs needed for 2015 associated with the influx of refugees and IDPs. The stabilization cost for 2015 is estimated at US$1.4 billion in additional spending above and beyond the region's budget. This estimate could significantly increase should the crisis persist longer. The study highlights how prices and unemployment have increased, and refugees and IDPs entering the labor market are pushing wages down. A surge in violence led to supply side shocks. The ISIS crisis has had a significant effect on trade of goods and services. Transportation routes were disrupted. Foreign direct investment flows have declined and operations of foreign enterprises have been adversely affected. Disruption of public investment projects have had a negative impact on the economy. Based on the World Bank estimates, economic growth contracted by 5 percentage points in the region and the poverty rate more than doubled, rising from 3.5 percent to 8.1 percent. While the government has been responsive to addressing the needs of the displaced population up until now, more resources are needed to avert this humanitarian crisis and address the needs of the displaced population in the medium- and long-term. The report is an outcome of close collaboration between a wide spectrum of World Bank experts and regional government institutions and international partners.

Book excerpt: The withdrawal of U.S. combat forces from Iraq at the end of 2011 left behind a set of unresolved problems in the relationship between the Kurdistan Regional Government (KRG), and the Federal Government in Baghdad-notably relating to the disputed boundaries of the KRG, and the extent of its autonomy. Tensions have since been compounded by the discovery of significant quantities of oil and gas in the KRG area, and Erbil's pursuit of an energy policy independent of and in opposition to Baghdad. Turkey, uneasy with the increasingly sectarian and authoritarian flavor of the Shia-dominated government in Baghdad, has since moved closer to the KRG, not least with respect to energy issues, deepening Turkish-Iraqi tensions still further. Added to the mix is the increasingly sectarian standoff in the region as a whole, in large measure as a consequence of Syrian developments, which has further pitted Ankara against Baghdad and its ally Iran; and the emergence of a bid for autonomy by Syria's Kurds, which has complicated the stance of both Ankara and Erbil toward Syria and towards each other. Washington is in danger of being left behind by the fast-paced events in the region, while the ethnic Kurds of the region may be approaching a decisive moment in their long struggle for self-determination.

In addition, it introduces the innovative “clientelistic model of policy implementation”, a political and preferential tool which utilises a public/nationalistic dichotomy in social welfare provision. The book argues that politicians in the Kurdistan region deal with social policy programmes according to their political preferences, attaching importance to policies on the basis of the way they feel about those social programmes and interest groups concerned. As such, as it stands, policy implementation is subject to interference by politicians and high government officials under the pretext of supporting and monitoring the way such policy is implemented. Through an investigation of the most prominent actors in the implementation of social security programmes, this book demonstrates how beneficiaries of these programmes can themselves become focal points in the implementation process. Indeed, within the Kurdistan Regional Government’s social policy context today, the benefits of social security schemes are being distributed based on the socio-political status of recipients, not on their socio-economic conditions and needs.

Following the overthrow of Saddam Hussein’s Ba’thist Iraqi government by the United States and its allies in 2003, Kurdistan became a recognized part of the federal Iraqi system. The Region is now integrated through technology, media, and migration to the rest of the world. Focusing on household life in Kurdistan’s towns and villages, King explores the ways that residents connect socially, particularly through patron-client relationships and as people belonging to gendered categories. She emphasizes that patrilineages (male ancestral lines) seem well adapted to the Middle Eastern modern stage and viceversa. The idea of patrilineal descent influences the meaning of refuge-seeking and migration as well as how identity and place are understood, how women and men interact, and how “politicking” is conducted. In the new Kurdistan, old values may be maintained, reformulated, or questioned. King offers a sensitive interpretation of the challenges resulting from the intersection of tradition with modernity. Honor killings still occur when males believe their female relatives have dishonored their families, and female genital cutting endures. Yet, this is a region where modern technology has spread and seemingly everyone has a mobile phone. Households may have a startling combination of illiterate older women and educated young women. New ideas about citizenship coexist with older forms of patronage. King is one of the very few scholars who conducted research in Iraq under extremely difficult conditions during the Saddam Hussein regime. How she was able to work in the midst of danger and in the wake of genocide is woven throughout the stories she tells. Kurdistan on the Global Stage serves as a lesson in field research as well as a valuable ethnography.

Moreover, the Arab Spring witnessed numerous youth movements emerge in authoritarian and illiberal contexts. This book was prepared in light of these discussions and aims to contribute to these ongoing debates on youth politics by presenting the situation of youth in the Kurdistan Region of Iraq (KRI) as a case study. It will be the first book that specifically focuses on the Iraqi Kurdish youth and their political, social, and economic participation in Kurdistan. The contemporary history of the KRI is marked by conflict, war, and ethnic cleansing under Saddam Hussein and the tyranny of the Ba’ath regime, significantly affecting the political situation of the Kurds in the Middle East. Most of the recent academic literature has focused on the broader picture or, in other words, the macro politics of the Kurdish conundrum within Iraq and beyond. There is little scholarship about the Kurdish population and their socio-economic conditions after 2003, and almost none about the younger generation of Kurds who came of age during autonomous Kurdish rule. This is a generation that, unlike their forebears, has no direct memory of the decades-long campaigns of repression. Studying and examining the rise of this generation of Kurdish young millennials—“Generation 2000”—who came of age in the aftermath of the United States invasion of Iraq offers a unique approach to understand the dynamics in a region that underwent a substantial socio-political transformation after 2003 as well as the impact of these developments on the youth population. It is also a haven of tolerance and stability in a critically unstable region where those values are needed more than ever. It has huge strategic value to the UK as a bridge to other regional powers, is a key bulwark against ISIL, and has significant oil and gas potential. But it is also vulnerable and needs the support of its friends. It should respond positively to the invitation from the Kurdistan Regional Government (KRG) to be its "partner of choice" on trade, education and cultural exchange as well as on defence and intelligence matters. The Kurdistan Region has work to do on developing its democratic culture and its respect for human rights, and UK support should go hand in hand with proof of progress in these areas. The Committee commends the Region's defence force, the Peshmerga, for its defence of Kurdish territory against ISIL and its protection of vulnerable minorities. It supports the UK Government's decision to offer the Peshmerga equipment and training. Advice is also needed from the Kurdistan Region's experts on issues like counter-terrorism and on the situation on the ground in Iraq and Syria. More diplomats need to be working out of a proper office in Erbil instead of hotel rooms. And this is not easily achieved as the FCO has suffered from cuts to its meagre budget at a time when more expertise and high-level co-operation is desperately needed.
