Dewey and his wife, Alice, arrived in Shanghai on May 1, 1919, just days before student demonstrators took to the streets of Peking to protest the decision of the Allies in Paris to cede the German held territories in Shandong province to Japan. Their demonstrations on May Fourth excited and energized Dewey, and he ended up staying in China for two years, leaving in July 1921. In these two years, well aware of both Japanese expansionism into China and the attraction of Bolshevism to some Chinese, Dewey advocated that Americans support China's transformation and that Chinese base this transformation in education and social reforms, not revolution. Book excerpt: "Soon after overthrowing the Tokugawa government in 1868, the new Meiji leaders devised ambitious plans to build a modern nation-state. Among the earliest and most radical of the Meiji reforms was a plan for a centralized, compulsory educational system modeled after those in Europe and America. Meiji leaders hoped that schools would curb mounting social disorder and mobilize the Japanese people against the threat of Western imperialism. The sweeping tone of this revolutionary plan obscured the fact that the Japanese were already quite literate and had clear ideas about what a school should be. In the century preceding the Meiji restoration, commoners throughout Japan had established 50,000 schools with almost no guidance or support from the government. Consequently, the Ministry of Education’s new code of 1872 met with resistance, as local officials, teachers, and citizens sought compromises and pursued alternative educational visions. Their efforts ultimately led to the growth and consolidation of a new educational system, one with the imprint of local demands and expectations. This book traces the unfolding of this process in Nagano prefecture and explores how local people negotiated the formation of the new order in their own communities. "

Japan is seen as a mature society and a developed economy with functioning democratic institutions and a strong party system, but, like the PRC, subject to powerful traditions and influenced by radical ideologies. Both North and South Korea are discussed, with a comparison and contrast of the authoritarian-democratic system in the South, where a basically democratic parliament finds itself in conflict with a quasi-dictatorial regime and an all-powerful president. The book is completely up to date. The section on China takes into account the major developments of the post-Mao period, including the accession of Hua Kuo-feng and the struggle against the Shanghai faction. The discussion of Japanese politics covers the 1976 elections, and the creation of the Shin Jiyu club in the developing thrust away from factional politics to an issue-oriented electorate.
