Book excerpt: "The Mackenzie Gas Project (MGP) is proposed to transport gas and liquids produced from fields in the Mackenzie Delta and further inland areas to markets in the south. Produced fluids, after initial field processing, will be transported in a gathering system network as a two-phase mixture to a northern terminus location near Inuvik. Further processing at this terminus will yield gas and stabilized natural gas liquid (NGL) streams. The NGL will be transported in a dedicated pipeline to Norman Wells, where it will be delivered to the existing Enbridge pipeline system for further transportation to markets. The gas stream will be transported in a dedicated pipeline system to the boundary between Northwest Territories and Alberta for delivery to an existing low-pressure pipeline system for further transportation to markets. Initial production from the Mackenzie Delta anchor fields will provide the equivalent of 24000 E3m3/d (0.85 GCFD) of sales gas at the Northwest Territories-Alberta boundary. Additional sources are expected to augment this anchor field capability to 34,000 E3m3/d (1.2 GCFD), which is the target initial design capability for the gas pipeline system. Future production sources could potentially raise this volume further to 54,000 E3m3/d (1.9 GCFD). The purpose of the current study was to evaluate the gas pipeline to select an optimum operating pressure and pipe diameter combination capable of cost effectively transporting the initial design volume of 34,000 E3m3/d (1.2 GCFD), while retaining sufficient flexibility to contract to 24,000 E3m3/d (0.85 GCFD) or practically expand to transport up to 54,000 E3m3/d (1.9 GCFD). Operating pressures in the range of 12.5 MPa (1,800 psig) to 20 MPa (2,900 psig) were examined in increments of 1 MPa for all practical pipe sizes to transport the target initial design volume. Hydraulic performance of the systems, combined with screening level costs, was used to arrive at an optimum system. This study concludes that the NPS 30, 18 MPa system is the preferred pipe size and pressure combination for the gas pipeline. The system will require a total of six compressor stations and one heater station to transport the initial volume of 34,000 E3m3/d (1.2 GCFD). This system can transport 24,000 E3m3/d (0.85 GCFD) with only the initiating station at the Northern Terminus and a station at Norman Wells. Expansion of the system would comprise 12 compressor stations and one heater station to deliver 50,800 E3m3/d (1.8 GCFD) sales gas. Station configurations generated in this study form the basis for the Technical Design Basis, Rev.0 (Ref. 1). Additional conclusions from this study include: 1. Intermediate heaters between compressor stations could either increase system capability or reduce the number of compressor stations. However, the capital and operating cost penalties associated with such configurations do not warrant their consideration for the MGP system. 2. Lowering the geothermal operating temperature limit from -6°C to -8°C will increase system capability, with attendant incremental compression capital and fuel. This temperature reduction is insufficient to reduce facilities for either the initial or expansion configurations. 3. When all relevant factors, including hydraulics, operations, construction logistics and environmental considerations are taken into account, fixing Norman Wells as a location for a station is appropriate" -- leaf 1.

The Design Concept Selection, Rev. C, October 9, 2003 considered dense phase, single phase and multi phase. ... Based on the additional technical challenges facing the multiphase concept in a remote environment, the single-phase concept was selected as the lead configuration for MGP. The subsequent Mainline Initial Optimization study, Rev. C July 15, 2003, identified the optimum pressure and diameter for the single-phase concept. ... The study concluded that the 18 MPa pressure range will provide the best coverage of the flow ranges and suggested that the NPS 30 is also the most appropriate pipe size. Since a gas pipeline with a design pressure of 18 MPa using NPS 30 coupled with a 10 MPa, NPS 10 NGL pipeline is the lead configuration based on previous work, it was used as the focal point for this study. The study includes a more thorough examination of the system to transport 34,000 E3m3/d and still be flexible to reduce or expand including evaluation of NPS 28 and NPS 32 systems for comparison. The analysis focused on taking the variable flow rate due to seasonal compression power variation into account and selecting the optimum configuration, including identification of station sites for facility siting work. In addition, sensitivity to the use of intermediate heaters as a means to minimize stranded compression power and confirmation of the technical and cost merits of internal coating were also undertaken for both the gas and NGL pipelines. Of the three pipeline sizes that were considered, the NPS 30 with 5 intermediate stations was identified as the lead configuration for the 34,000 E3m3/d target throughput. Station locations that were identified for site selection work using windows of ±2.5 km are KP 133 (Northern Terminus), KP 358, KP 608.9 (Norman Wells), KP 833, KP 1066, and a heater station is located at KP 1259. This system also allows for the greatest flexibility across the desired operating range (24,000 E3m3/d to 54,000 E3m3/d). The corresponding NGL system should consist of an NPS 10 pipeline with no intermediate stations initially. The assumption that the pipeline should be internally coated was validated by both the 5% flow decrease in throughput if the pipe was not internally coated and the requirement to install two additional compressor stations if left uncoated to meet the target flow rates. The use of heaters to boost system capability using stranded compression power has technical merit but the flow rate increase is insufficient to reduce the number of compressor stations. The unheated system already meets the target flow rates of 34,000 E3m3/d so there is little incentive to pursue this concept. ... The resulting lead configuration from this study, which includes identified initial and expansion station locations, is documented in Revision 1 of ColtKBR's Technical Design Basis, April 16, 2003"--Executive summary.

Book excerpt: This dissertation investigates various aspect of the design and testing of on-ramp metering control systems, including optimization-based control and microscopic freeway modeling. A new technique for generating optimal metering plans is developed. As with most predictive designs, the ramp metering rates are found as the solution to a nonlinear optimization problem. In contrast to previous designs, the new approach 1) produces a globally optimal solution to the nonlinear problem, 2) requires only to solve a single linear program, and 3) allows the enforcement of hard constraints on the on-ramp queue lengths. The price that is paid for these features is that the objective function being minimized is not Total Travel Time, but rather a member of a class of "TTT-like" objective functions. A TTT-like objective function is defined as a linear combination of mainline flows with weights that, similarly to the Total Travel Time cost weights, decrease linearly in time from some initial value to zero at the final time. An example application of the technique shows that the globally optimal metering plan with respect to a TTT-like objective function also performs well in terms of Total Travel Time. A macroscopic analysis of local traffic-responsive ramp metering on a short stretch of freeway, with a single on-ramp and no offramps, is also presented. The study compares the performance of two popular local traffic-responsive ramp metering algorithms: Alinea and Percent-Occupancy, and addresses issues pertaining to parameter tuning and loop-detector placement. The second half of the dissertation describes the construction of a detailed microsimulation model of a stretch of Interstate 210 in Pasadena, CA. The VISSIM microsimulation package was used to create this model. Descriptions of the data gathering and processing procedures, bottleneck identification, network coding, and model calibration are provided. The model is used to test the performance of candidate local traffic-responsive controllers. Questions concerning the relative merits of these controllers, parameter tuning, and loop-detector placement are addressed in the context of the large-scale microscopic model.
