Ranging from an examination of the interaction between the first settlers and their forest, the book goes on to analyse the attitudes of the British administrators, planters, and missionaries. The colonial government sought to protect the resource, but neglected to consider the wishes of the forest’s inhabitants in planning for its future economic use. The independent governments failed to protect the dwindling forest on customary land in the face of accelerating demands from their own people and of Asian-based logging companies, while non-governmental organisations and aid-donors have tried to invoke a more conservative regime of forest use.

Book excerpt: This book is a biographical study of the geographer/explorer and banker Francis Rodd, the second Lord Rennell of Rodd (1895-1978). Rodd’s life is interesting for the way it connected the worlds of geography, international finance, politics, espionage, and wartime military administration. He was famous in the 1920s for his journeys to the Sahara and his study of the Tuareg, People of the Veil (1926). A career in banking included a stint at the Bank of England, before he became a Partner in the merchant bank Morgan Grenfell—where remained for most of his working life (1933-1961). During the war he worked for the Ministry of Economic Warfare (1939=40), before getting closely involved in the sphere of military government (civil affairs). In 1942, he was War Office’s Chief Political Officer in East Africa. He was then appointed head of the first Allied Military Government in occupied Europe (Chief Civil Affairs Officer of AMGOT). In civil affairs, he was drawn to the principles of indirect rule. A generalist in an age of growing specialisation, he was also a mixture of traditionalist and moderniser. A product of Eton and Balliol College, Oxford, and elevated to the peerage in 1941, he was well-connected socially, and his life is a window onto British society at a time of great change.

She examines the everyday encounters between French officials, members of new international organizations, relief workers, defeated Germans and Displaced Persons, who remained in the territory of the French zone prior to their repatriation or emigration. By rendering relief workers and Displaced Persons visible, she sheds lights on their role in shaping relief practices and addresses the neglected issue of the gendering of rehabilitation. In doing so, Humbert highlights different cultures of rehabilitation, in part rooted in pre-war ideas about 'overcoming' poverty and war-induced injuries and, crucially, she unearths the active and bottom-up nature of the restoration of France's prestige. Not only were relief workers concerned about the image of France circulating in DP camps, but they also drew DP artists into the orbit of French cultural diplomacy in Germany.

Book excerpt: William Beveridge (1879-1963) was a key figure in the modernization of British economic and social policy who published widely on unemployment and social security. Among his most notable works and reprinted in this set are, Full Employment in a Free Society (1944), and Pillars of Security (1943). Beveridge’s Report on social insurance was published in 1942. It proposed that all people of working age should pay a weekly national insurance contribution. In return, benefits would be paid to people who were sick, unemployed, retired or widowed. Beveridge included as one of three fundamental assumptions the fact that there would be a National Health Service of some sort. Beveridge's arguments were widely accepted. He argued that welfare institutions would increase the competitiveness of British industry in the post-war period, not only by shifting labour costs like healthcare and pensions onto the public account but also by producing healthier, wealthier and more productive workers. Beveridge saw full employment as the pivot of the social welfare programme he expressed in the 1942 report. As well as making available some of Beveridge’s key, and in some case, lesser known works, this set includes as its final volume an indispensable overview of Beveridge and his prolific work.

In each of these contexts, individual intermediaries such as educators, producers, writers, and radio deejays imbued African American music with new meaning, value, and political power. Their work resonated among diverse Francophone audiences and transformed the lives and labor of many African American musicians, who found financial and personal success as well as discrimination in France. This book provides a full record of the aid – mainly food but also clothes, blankets, medicines, etc. – that Ireland donated to continental Europe, including France, the Netherlands, Hungary, the Balkans, Italy, and zones of occupied Germany. Starting with Ireland’s neutral wartime record, often wrongly presented as pro-German when Ireland in fact unofficially favoured the western Allies, Jerome aan de Wiel explains why Éamon de Valera’s government sent humanitarian aid to the devastated continent. His book analyses the logistics of collection and distribution of supplies sent abroad as far as the Greek islands.
