Book excerpt: The main objective of this book is to identify the key sources of growth which have played a significant role in Africa's recent robust growth as well as its efforts towards economic transformation. The book assesses to what extent the existing macroeconomic frameworks among African countries have been streamlined to the countries' development priorities in order to achieve long-term growth and economic transformation. Taking into account the diversity of African countries, the authors establish the economic linkages between relevant macroeconomic policy variables and the key sources of growth and development among the selected African economies, based on both theoretical and empirical underpinnings. Following this, an outline of a macroeconomic framework for Africa’s long-term growth and economic transformation is suggested.

The book also analyzes the economics of the "Arab Spring" countries by focusing on the socioeconomic conditions and the economic policy factors that have led to the "Arab Spring" events. Highlighted are the cases of Egypt and Tunisia, and the new strategic and policy frameworks in these countries after the democratic changes. An agenda for comprehensive reforms is presented. Available in PDF, EPUB and Kindle. Book excerpt: This book explores how better governance can help Africa to achieve structural transformation (understood to be the reallocation of factors of production across and within sectors to better support inclusive development), which history has shown to be key to sustained, inclusive growth. The book begins with a review of the existing literature on the links between governance and structural transformation and the success or otherwise of various sub regions in achieving structural transformation. It continues with a range of contributors addressing original empirical research on the relationships between different approaches to institutions and trade and industrial policies and structural transformation in Africa. The book makes recommendations for a new approach to governance in Africa that can deliver the structural transformation that the continent needs for Africans to enjoy shared prosperity, poverty reduction and development.

Book excerpt: This paper takes a fresh look at the current theories of structural transformation and the role of private and public fundamentals in the process. It summarizes some representative past and current experiences of various countries vis-a-vis structural transformation with a focus on the roles of manufacturing, policy, and the international environment in shaping the trajectory of structural transformation. The salient aspects of the current debate on premature deindustrialization and its relation to a middle-income trap are described as they relate to the path of structural transformation. Conclusions are drawn regarding prospective future paths for structural transformation and development policies.

Available in PDF, EPUB and Kindle. Book excerpt: Debates on African development continue to downplay the achievement of the continent: economic achievements are diminished and the perception of a conflict prone continent continues. Many of the policy prescriptions externally imposed on African countries have done little to transform the continent largely because they have been conceived and applied without context. Using literature from diverse origins, this book expands our knowledge about Africa and makes practical suggestions as to how successful development in a complex, yet dynamic continent can be achieved. Widening the policy dialogue and providing alternative thinking on the key elements and full extent of opportunities and challenges towards achieving the socio-economic transformation of Africa, the book moves the debate from the rhetoric to reality. As a considered reflection on the ‘Africa’s transformation’ narrative, it outlines the practical pathways necessary for Africa’s sustainable development, providing policy makers and researchers with tested solutions. It will be of interest to all scholars, students and policy professionals working in African development, public policy, international political economy, economic policy and politics.

Third, the experience of selected countries with good practices in the management of the natural resource wealth is presented. Fourth, the experience of IMF advice in helping RRDCs set up resource funds is discussed. Finally, the main themes and messages from the IMF staff consultation with external stakeholders (CSOs, policy makers, academics) are presented.

Book excerpt: This Selected Issues paper examines productivity, growth, structural reforms, and macroeconomic policies in Tanzania. Tanzania experienced macroeconomic stabilization and significant structural change over the last three decades, including two major waves of reforms, first in the mid-1980s and more importantly in the mid-1990s. Both reform waves were followed by total factor productivity (TFP) and growth spurts. Over the recent period, TFP growth decreased, which coincided with a less strong reform drive. It is suggested that a TFP-led growth model is superior and that vigorous reforms are needed to foster further structural transformation of the economy and sustain high productivity gains and investment.

Economic Development Documents are prepared by member countries in broad consultation with stakeholders and development partners. They describe countries’ macroeconomic, structural, and social policies in support of growth and poverty reduction, as well as associated external financing needs and major sources of financing. The aim of the 2016–2020 National Plan for Economic and Social Development (PNDES) is to structurally transform the Burkinabè economy to generate strong, sustainable, resilient, and inclusive growth in order to create decent jobs for all and improve social well-being. As a national benchmark, the plan aims to achieve cumulative growth of per capita income to reduce poverty and meet the population’s basic needs within a fair and sustainable social framework. During the entire PNDES implementation phase, measures will be taken to improve the quality of institutions and strengthen the governance and the availability of qualified human resources to meet the economy’s structural transformation needs.

The authors use as background their own extensive experience and a collection of 30 individual studies, 25 of which were from African economists, to summarize this African perspective and articulate a path for the future. They underscore the need to be sensitive to each country's unique history and current condition. They argue for a broader policy agenda and for a much more active role for the state within what is largely a market economy. Finally, they stress that Africa must, and can, compete in an increasingly globalized world and, perhaps most importantly, that Africans must assume the leading role in defining the continent's development agenda.
