Book excerpt: This collection of case studies focuses on the processes and outcomes of reform programs in seven African countries--Côte d'Ivoire, Ghana, Kenya, Nigeria, Senegal, and Tanzania--chosen for the wide variety of conditions present before their individual adjustment programs began. The World Bank's recent policy research report Adjustment in Africa: Reforms, Results, and the Road Ahead concludes that the adjustment programs launched in 29 countries in the mid-1980's have resulted in some improvement in the overall policy environment. These improvements have been strongest in the macroeconomic and agricultural spheres and weakest in the areas of finance and public enterprise. The study also finds that reform programs work in the countries where policy performance has been good; conversely, poor policy progress has been reflected in poor performance. This volume presents case studies of seven country experiences to supplement and reinforce findings from the Policy Research Report. The studies confirm that whenever adjustment programs are vigorously pursued, results are strongly positive from the viewpoints of growth and alleviation of poverty. A key element in ensuring a successful adjustment program is strong motivation and commitment by the leadership in each nation. Too many abrupt, unpredictable, and frequent changes and reversals of policies erode the credibility of the programs, intensify the uncertainties, and slow down investor confidence. In short, the success of reforms hinges on policy stability, continuity, and predictability.

This can hardly succeed when policies continue to adhere to the traditional neo-liberal strategies of the "Washington Consensus". In this study, different growth and stagnation "regimes" are explored. To enter a growth path, more emphasis has to be put on prudent macroeconomic policies striving for sound money, less external debt, balance of payment equilibrium, containment of dollarisation, more stable exchange rates and on deepening the domestic financial sector. Fostering capital accumulation is more important than perfecting the competitive allocation of resources through pervasive liberalisation. The economic performance of most East and South Asian countries which did not follow the strategy of the "Washington Consensus" contrasts sharply with a stagnation trend in Africa and Latin America in the last decades. Country case studies on China, Vietnam, Belarus and Uganda are presented. The analysis follows a modern Keynesian line of thought.

Urbanization is one of Africa mega trends with profound implications for the social, economic, environmental dimensions of growth and transformation. Theory and experience demonstrate that industrialization and urbanization can be mutually reinforcing processes. It is therefore imperative to explore the linkages between urbanization and industrialization given the profound implications for structural transformation in Africa. So far, current policy narratives and frameworks on structural transformation and industrialization in Africa have largely failed to factor in the spatial and urban dimensions of industrialization, and in particular the advantages presented by productivity enhancement and agglomeration effects generated by cities. Yet, the nexus between urbanization and industrialization is of particular relevance for Agenda 2063 and the 2030 Agenda on Sustainable Development. Both agendas recognize urbanization as a critical factor for sustainable development. It is also important to consider urbanization and industrialization in light of Africa's engagement with the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. In this context, African policy makers have clearly recognized urbanization as an engine of structural transformation for inclusive and sustainable growth.
