La compréhension du conflit civil machiavélien est complexe : de multiples termes sont employés pour le décrire, alors qu'il semble tenir à un unique antagonisme ; il peut déboucher sur des lois favorables à la liberté, mais aussi sur la violence et la destruction ; nous comprenons comment il se perpétue, mais sa genèse demeure mystérieuse. La mise en évidence de ces difficultés ne nous empêche pas de considérer le sens et la portée de sa thèse - l'idée selon laquelle la liberté est l'enjeu du conflit civil singularise en effet sa pensée politique de manière radicale. Quelle est la politique machiavélienne ? Le conflit civil ne débouche sur des « lois favorables à la liberté » que dans un cadre spécifique : la constitution mixte ? la république populaire ? Qu'est-ce que l'expression institutionnelle du conflit civil ? Cependant, cette politique a une dimension tragique : les moeurs, en effet, prévalent sur les lois. L'ethos de la liberté, lié à la religion et à la pauvreté, s'avère essentiel au « vivere libero ». Or, l'inéluctable processus de corruption met fin à la civilité, sans laquelle il n'est pas de liberté. Machiavel conçoit la liberté à partir de l'histoire de Rome. La politique machiavélienne est donc étroitement liée à celle-ci. Rome est-elle pour lui le paradigme de la liberté ? Les raisons de son choix nous permettent-elles d'envisager toutes les implications de cette politique ? Afin d'envisager les conditions d'affirmation de son actualité, il nous faut aussi éclairer sa conception de l'histoire et son rapport à la théorie de l'État souverain.
