Book excerpt: Evidence continues to accumulate indicating that tax havens (as they are familiarly called) account for a staggering multi-trillion-dollar loss of tax revenues worldwide. Yet, as this crucially important book shows, such offshore financial centres (OFCs) represent merely the ‘low-hanging fruit’ of a massive malaise reaching into every corner of today’s global financial services landscape with the so-called New York-London axis at its root. In a biting critique and analysis of the tax and regulatory environments from which OFCs operate, the author demonstrates that OFC-like features exist in almost every jurisdiction as a virtually inevitable outcome of the transformation of economies worldwide over the past three decades, as nations and economic blocs compete for foreign investments, and as nations seek expansion of markets to accelerate growth. Covered aspects of this phenomenon include the following: the financialization process in global transactions; erosion of credibility in political establishments with regard to their ability to govern from the centre; ultralight regulatory enclaves found in parts of developed countries; public pressure demanding enhanced international cooperation and global tax reforms, now increasingly led by the US Biden administration, and increasingly likely to reach consensus among G7 economies; and momentum generated for reform of financial reporting systems by the leaked Panama and Paradise Papers, as well as the gathering impact of the COVID-19 pandemic that led to growing government involvements in national and regional economies to protect the health and economic welfares of their respective populations. With its insights into why OFCs persist despite tightening of the rules regarding tax and financial transparency, and its insistence that the blameworthiness of large-scale tax avoidance should be assessed as a global tax problem requiring coordinated and collaborative response from both developing and advanced economies, this book takes a giant step towards genuine international tax reform. It will prove of enormous value to financial institutions, multinational corporations, tax experts, and lawmakers seeking to mend a world increasingly troubled by illicit financial flows, and problems posed by large individual and corporate tax escape artists. Book excerpt: As well as marking the tenth anniversary of the collapse of Lehman Brothers and the consequent unleashing of the global financial crisis, 2018 is also the year of negotiations on the terms of the UK's exit from the European Union. Within a decade the banking world has witnessed two epochal events with potential to redraw the map of international financial centres: but how much has this map actually changed since 2008, and how is it likely to change in the near future? International Financial Centres after the Global Financial Crisis and Brexit gathers together leading economic historians, geographers, and other social scientists to focus on the post-2008 developments in key international financial centres. It focuses on the shifting hierarchies of New York, London, Paris, Geneva, Zurich, Frankfurt, Singapore, Hong Kong, Beijing, Shanghai, and Tokyo to question whether Asian financial centres have taken advantage of the crisis in the West. It also examines the medium-effects of the crisis, the level of regulation, and the rise of new technology (fintech). By exploring these crucial changes, it questions whether shifts in the financial industry and the global landscape will render these centres unnecessary for the functioning of the global economy, and which cities are likely to emerge as hubs of new financial technology.

Book excerpt: This book- which features a foreword by Jean-Claude Juncker and Preface by Professor Harold James- examines the European vocation and achievements of Pierre Werner (1913–2002), former Prime Minister, Finance Minister and Foreign Minister of Luxembourg, unanimously recognized as one of the architects of Economic and Monetary Union. The author makes extensive use of Pierre Werner’s previously unpublished archives belonging to the Werner family, opened for the first time for research purposes. The book analyses the Werner Report, negotiations within the Werner Committee, the emergence of the Committee’s views on EMU, their political commitment to a European currency, the similarities and differences between their ideas, their personal networks, the influence of the states they represented, their theoretical and methodological input and their contribution to the political consensus. Chapters shed new light on various aspects of the European integration process and also on the role of Luxembourg and its European policy. In addition, the author has carried out a series of original interviews with Luxembourg and European figures who share their memories and thoughts concerning Pierre Werner, his achievements and his views on the European integration process, and also other topics such as Economic and Monetary Union and Luxembourg‘s European policy. This book will be of interest and value to researchers, EU policy makers and students in the fields of political economy, political science, economic history and history of economic thought.

Book excerpt: As Singapore enters its 50th year of independence, it is a good time to reflect on its past as well as look to the future. 50 Years of Singapore-Europe Relations: Celebrating Singapore's Connections with Europe is one such contribution to the wide collection of books commemorating Singapore's 50th birthday. The essays and articles in this edited volume capture historical moments, reveal the heartfelt wishes and thoughtful comments of Europeans who have made Singapore their home, chronicle some of the long-standing partnerships and ponder the future challenges of Singapore. This unique book contains a wide range of essays and articles reflecting on the strong connections that Singapore enjoys with Europe, not only at the official level, but also through the contributions that Europeans and European companies have made — and continue to make — which enrich Singaporean society. These essays provide a kaleidoscope of views on Singapore — they explore how close ties and partnerships are forged between nations, how businesses see Singapore as a trustworthy partner and place to invest and establish roots, and, at a more personal level, the articles also present different perspectives on the strengths, and at times, the weaknesses of Singapore as viewed through the eyes of Europeans who live and work in Singapore and consider it as their home.In commemorating Singapore's 50th birthday, this book will add to the understanding of the richness and diversity of Singapore society, and help readers appreciate and reflect on how openness and connectivity have contributed to the success of Singapore in its first 50 years.

How prescient were they in identifying the necessary and sufficient foundations of a sustainable monetary union? This book provides the first systematic historical examination of key architects of European monetary union in the period before its launch in 1999. Using original archival and interview research, it investigates the intellectual and career backgrounds of these architects, their networking skills, and their own doubts and reservations about the way in which monetary union was being constructed. In the light of the later Euro Area, Architects of the Euro deals critically with not just their contribution to the making of European monetary union but also their legacy. The book brings together a distinguished group of scholars working on the history of Economic and Monetary Union.

Book excerpt: This book scrutinizes global financial flows and stocks, both financial assets and liabilities and their impact on the global balance of economic power, especially as they affect the largest and fastest-growing countries in both the developed and the developing world. It shows how financial flows can promote economic growth and financial capital can serve as a tool for higher growth rates in emerging market economies, but also that the huge amounts of financial capital currently being spent in advanced countries to promote economic growth has produced at best very modest improvements and in some cases negative results. The book opens with an analysis of global capital flows and their concentration. It then offers an analysis of rates of relative economic growth (or decline). The final section deals with the (decreasing) economic efficiency of financial flows and the (un)sustainability of economic growth, especially during the past eight years of economic recovery. Tackling one of the most serious problems in the global economy today, this book will be of interest to academics, researchers, and students of capital markets, financial crisis, and financial economics.

Book excerpt: One of the most challenging issues for the current state of global economy is a highly uneven distribution of global financial assets and liabilities. Drawing on extensive data, this book analyses the new global divisions in economic and financial inequality across the globe in the first two decades of this century. After outlining the context of the global financial system in the aftermath of the Global Financial Crisis of 2008/2009, this book provides a detailed examination of the data on economic and financial inequality, analysing growth rates relative to financial liabilities and assets for all countries where data is available. The central issues in understanding the financial and environmental efficiency of economic growth are also addressed as well as the development of financial and regulatory technologies (FinTech and RegTech). The final part of this book explores the changes in economic growth and financial assets/liabilities as a result of major events in the past three years: Covid Crisis, the rise of inflation and the Russian invasion of Ukraine. The focal point of this analysis is the relationship between the speed of economic growth, the use of financial resources for funding that growth and levels of inequality. The green transition, as one of the most important challenges in the global economy, is an integral part of this analysis, along with the inequality in available financial resources for this transition and potential threats to global financial stability. This book will be vital reading for those interested in inequality, financial economics, the global financial system and economic growth.
