Book excerpt: Excerpt from Loyal West Virginia: From 1861 to 1865; With an Introductory Chapter on the Status of Virginia for Thirty Years Prior to the War The best testimony to an act is the testimony of one who saw the act done. Modern criticism, not content with mere tradition, demands a record of facts. The last chapters of the great Civil War arc now being recorded. Those who participated in the struggle, those who saw it, arc fast passing away, and what is now obtainable from eye-witnesses must soon become tradition. From this point of view any facts relating to the war are valuable, and he who helps to preserve them has, in a measure, clone a duty to his fellow man. This work has been written in deference to the Author's convictions that a great neglect exists at this time, and has existed for many years, in relation to the history of the part taken in the late war by the loyal West Virginians, both civil and military, who stood so firmly for the preservation of the Union. It was largely with this incentive to guide him that the following pages were written, though indeed, without a full appreciation of the great labor necessary to gather from authentic sources the facts which have been here collected. By no means the least difficult task has been to digest the large amount of material at hand. Indeed, the work has assumed greater proportions than at first intended, largely due to the incorporation of extracts from official reports for the verification of statements which would otherwise stand entirely upon individual assertion. The Author's personal reminiscences are largely taken from notes kept during his term of over three years' service in the field and, having been made at the time the acts occurred, their accuracy has not been impaired by time. The westerners' creation of a new state was revolutionary in the context of U. S. statecraft. New constitutional approaches and laws addressed past wrongs and the realities of war. Grave external and internal forces, sometimes armed, opposed West Virginia's creation and establishment of civil order and state institutions. The state-makers resorted to statutory and constitutional measures, often arbitrarily applied, to preserve the state, their legislation, and their political position. Some enactments removed state citizenship and the franchise from the disloyal; enabled the seizure of rebel property; required oaths of past loyalty for voting, suing in courts, and for the practice of professions such as teaching, law, and other pursuits; and established a stringent registration system administered by the loyal to prospective voters. Returning Confederates, along with stay-at-home sympathizers, and opponents of national policies organized a political and legal assault that succeeded. Rejecting the hackneyed and inaccurate concept of "Reconstruction" as it reflects rebel assertions, author John Stealey reinterprets West Virginia's post-Civil War constitutional and political development within the counter-revolutionary framework. The Democratic/Conservative opponents of the Republican state-makers rode to power after seven years on the issues of race and the existence of wartime and postwar statutory and constitutional enactments that assured temporary state security and political dominance of the loyal. The torturous and complicated path to counter-revolutionary success and change occurred within the context of national events. A primary counter-revolutionary goal was drafting a new constitution to replace the state-makers' original of 1861-1863. The Constitutional Convention of 1872 was the culmination of the quest for power. Stealey presents for the first time a comprehensive account of the debates and acts of the constitutional convention that reflected the Virginia and wartime experiences of delegates as well as the counter-revolutionary aims of the overwhelming Democratic/Conservative majority. Col. Scott was then ordered to begin his advance up the hill toward the enemy's works, which he did through briers, tree tops and obstacles of various kinds... When our line was within ten or fifteen yards of the crest of the mountain, the enemy opened upon us, and a sheet of flame issued from the mountain top, as the Confederates poured a terrific fire of musketry into the faces of our brave boys. Veterans' groups and women's clubs promoting the military fighting radicalism, and equating business and patriotism. Industrial leaders gaining legal as well as moral influence over national domestic policy. Such scenes might seem to be lifted from a Sinclair Lewis novel or a Contract with America publicity video. But as John C. Hennen shows in this piercing analysis of early-twentieth-century American political culture, from 1916 to 1925 "Americanization" became the theme—indeed, the script—not only of West Virginia but of the entire nation. Hennen's interdisciplinary work examines a formative period in West Virginia's modern history that has been largely neglected beyond the traditional focus on the coal industry. Hennen looks at education, reform, and industrial relations in the state in the context of war mobilization, postwar instability, and national economic expansion. The First World War, he says, consolidated the dominant positions of professionals, business people, and political capitalists as arbiters of national values. These leaders emerged from the war determined to make free-market business principles synonymous with patriotic citizenship. Americanization, therefore, refers less to the assimilation of immigrants into the national mainstream than to the attempt to encode values that would guarantee a literate, loyal, and obedient producing class. To ensure that the state fulfilled its designated role as a resource zone for the perceived greater good of national strength, corporate leaders employed public relations tactics that the Wilson administration had refined to gain public support for the war. Alarmed by widespread labor activism and threatened by fears of communism, the American Constitutional Association in West Virginia, one of dozens of similar organizations nationwide, articulated principles that identified the well-being of business with the well-being of the country. With easy access to teacher training and classroom programs, antiunion forces had by 1923 rolled back the wartime gains of the United Mine Workers of America. Middle-class voluntary organizations like the American Legion and the West Virginia Federation of Women's Clubs helped implant mandated loyalty in schoolchildren. Far from being isolated during America's transformation into a world power, West Virginia was squarely in the mainstream. The state's people and natural resources were manipulated into serving crucial functions as producers and fuel for the postwar economy. Hennen's study, therefore, is a study less of the power or force of ideas than of the importance of access to the means to transmit ideas. The winner of the1995 Appalachian Studies Award is a significant contribution to regional studies as well as to our understanding of American culture during and after World War I.
