Beside century-old palm trees, the former mansion of oil-industry pioneer Edward Doheny stands as the centerpiece of the neighborhood at No. 8 Chester Place, which was purchased in 1901. His family dominated the neighborhood for the next 57 years. Located side by side with St. James Park in what is today called the West Adams District at the northern extents of University Park, containing the University of Southern California, Chester Place has been home to the campus of Mount St. Mary's College for a generation.

Chester Place was founded by Judge Silent in 1899, when he moved his family to the old home of real estate speculator Nathan Vail and extended a private street through the middle of the property, from Adams to 23rd Street, and subdivided the land into 23 lots on either side of the road. Chester Place was one of the first gated communities in Los Angeles. Among its residents were Estelle and Edward Doheny, whose 24,000 square foot mansion soon became one of the most extravagant in the city. Today, Chester Place is part of the campus of Mount St. Mary's University.

By the time they reached the West Coast, their new settlements included African Americans and recent Asian immigrants, as well as the indigenous inhabitants and descendants of earlier Spanish and Mexican settlers. The Coveted Westside deals with the settlement and development of Los Angeles in the context of its multiracial, multiethnic population, especially African Americans. Mandel exposes the enduring struggle between Whites determined to establish their hegemony and create residential heterogeneity in the growing city, and people of color equally determined to obtain full access to the city and the opportunities, including residential, that it offered. Not only does this book document the Black homeowners’ fight against housing discrimination, it shares personal accounts of Blacks’ efforts to settle in the highly desirable Westside of Los Angeles. Mandel explores the White-derived social and legal mechanisms that created this segregated city and the African American-led movement that challenged efforts to block access to fair housing.
