Book excerpt: During FY 1981 the TA-55 Implementation Support Project provided assistance to the Los Alamos Plutonium Facility in materials accounting and control, including testing and evaluation of a solution mass measurement system, development and testing of a low-level plutonium assay system, holdup measurements, instrument design, and advice and consultation following the observation of semiannual inventories. This report describes the program envisioned for FY 1982, including demonstration of the solution mass measurement system and the associated calibration system, extension of the low-level plutonium assay system to solutions with americium/plutonium ratios of 10: to 20:1, and development and demonstration of a method to calibrate and routinely verify the plutonium oxalate assay instrument performance. The FY 1982 program is subject to changes based on TA-55 reevaluation of facility needs.

Book excerpt: " Plutonium-a man-made element produced by irradiating uranium in nuclear reactors-is vital to the nuclear weapons stockpile. Much of the nation's current plutonium research capabilities are housed in aging facilities at Los Alamos National Laboratory in New Mexico. These facilities pose safety hazards. The National Nuclear Security Administration (NNSA) has decided to construct a multibillion dollar Chemistry and Metallurgy Research Replacement Nuclear Facility (CMRR) to modernize the laboratory's capabilities to analyze and store plutonium. GAO was asked to examine (1) the cost and schedule estimates to construct CMRR and the extent to which its most recent estimates reflect best practices, (2) options NNSA considered to ensure that needed plutonium research activities could continue, and (3) the extent to which NNSA's plans reflected changes in stockpile requirements and other plutonium research needs. GAO reviewed NNSA and contractor project design documents and visited Los Alamos and another plutonium facility at Lawrence Livermore National Laboratory in California. "

This book was released on 1998 with total page 13 pages. Available in PDF, EPUB and Kindle. Book excerpt: Characterization of transuranic waste from the LANL Plutonium Facility for certification and transportation to WIPP includes the use of acceptable knowledge as specified in the WIPP Quality Assurance Program Plan. In accordance with a site specific procedure, documentation of acceptable knowledge for retrievably stored and currently generated transuranic waste streams is in progress at LANL. A summary overview of the TRU waste inventory is complete and documented in the Sampling Plan. This document also includes projected waste generation, facility missions, waste generation processes, flow diagrams, times, and material inputs. The second part of acceptable knowledge documentation consists of assembling more detailed acceptable knowledge information into auditable records and is expected to require several years to complete. These records for each waste stream must support final assignment of waste matrix parameters, EPA hazardous waste numbers, and radionuclide characterization. They must also include a determination whether waste streams are defense waste streams for compliance with the WIPP Land Withdrawal Act. The LANL Plutonium Facility's mission is primarily plutonium processing in basic special nuclear material (SNM) research activities to support national defense and energy programs. It currently has about 100 processes ranging from SNM recovery from residues to development of plutonium 238 heat sources for space applications. Its challenge is to characterize and certify waste streams from such diverse and dynamic operations using acceptable knowledge. This paper reports the progress on the certification of the first of these waste streams to the WIPP WAC.

Book excerpt: The conceptual design of an on-line, near-real-time nondestructive assay instrumentation network for the Los Alamos Plutonium Facility is complete. Analysis of instrument history data indicates that the instrument certification procedures need improvement. Analysis of exhaust filter data has led to the derivation of a buildup prediction equation that is a function of throughput. This suggests that development of a generalized model is possible. A number of routine reports are now available from the Plutonium Facility/Los Alamos Safeguards System including inventories and active reports.

The National Nuclear Security Administration (NNSA) has decided to construct a multibillion dollar Chemistry and Metallurgy Research Replacement Nuclear Facility (CMRR) to modernize the laboratory's capabilities to analyze and store plutonium. GAO reviewed NNSA and contractor project design documents and visited Los Alamos and another plutonium facility at Lawrence Livermore National Laboratory in California. GAO is making recommendations to improve CMRR's schedule risk analysis and to conduct an assessment of plutonium research needs. NNSA agreed with GAO's recommendations to assess plutonium research needs, but disagreed that its schedule risk analysis should be revised, citing its recent decision to defer the project. GAO clarified the recommendation to specify that NNSA should take action when it resumes the project.

Book excerpt: The Los Alamos Plutonium Facility contains more than sixty unit processes and handles a large variety of nuclear materials, including many forms of plutonium-bearing scrap. The management of the Plutonium Facility is supporting the development of a computer model of the facility as a means of effectively integrating the large amount of information required for material control, process planning, and facility development. The model is designed to provide a flexible, easily maintainable facility description that allows the faciltiy to be represented at any desired level of detail within a single modeling framework, and to do this using a model program and data files that can be read and understood by a technically qualified person without modeling experience. These characteristics were achieved by structuring the model so that all facility data is contained in data files, formulating the model in a simulation language that provides a flexible set of data structures and permits a near-English-language syntax, and using a description for unit processes that can represent either a true unit process or a major subsection of the facility. Use of the model is illustrated by applying it to two configurations of a fictitious nuclear material processing line.

Book excerpt: The DP West Plutonium Facility operated by the Los Alamos National Laboratory, Los Alamos, New Mexico, was decontaminated between April 1978 and April 1981. The facility was constructed in 1944 to 1945 to produce plutonium metal and fabricate parts for nuclear weapons. It was continually used as a plutonium processing and research facility until mid-1978. Decontamination operations included dismantling and removing gloveboxes and conveyor tunnels; removing process systems, utilities, and exhaust ducts; and decontaminating all remaining surfaces. This report describes glovebox and conveyor tunnel separations, decontamination techniques, health and safety considerations, waste management procedures, and costs of the operation.

Book excerpt: In 2018, the National Academies of Sciences, Engineering, and Medicine issued an Interim Report evaluating the general viability of the U.S. Department of Energy's National Nuclear Security Administration's (DOE-NNSA's) conceptual plans for disposing of 34 metric tons (MT) of surplus plutonium in the Waste Isolation Pilot Plant (WIPP), a deep geologic repository near Carlsbad, New Mexico. It provided a preliminary assessment of the general viability of DOE-NNSA's conceptual plans, focused on some of the barriers to their implementation. This final report addresses the remaining issues and echoes the recommendations from the interim study.
