This revolution is intended to develop a more efficient and effective vision for the logistics concepts that will support the style of warfare the RMA envisions in our future. The purpose of this paper is to review DOD's plan and its progress by analyzing the fundamental changes identified in a speech by the Undersecretary of Defense for Acquisition and Technology. The central thesis in exploring this topic is to assess whether these revolutionary changes represent a true revolution in the military effectiveness and strategic thinking of RMA-style warfare of the future or primarily a way to improve the cost-efficiency of U.S. armed forces in order to free up funding for other purposes. The study was conducted primarily by review of operational and logistics doctrine, lessons learned from recent contingencies and current writings on logistics support to warfighting forces of the future. As a result of this study, while these changes are touted as revolutionary thinking, overall it appears most of the initiatives actually represent evolutionary changes which primarily affect cost-efficiency rather than true RMA-type changes in logistics thinking.

If the existing policy is not clarified and current practices continue, the military depots will not have the equipment, facilities, and trained personnel to provide logistics support on many of the weapon systems and related equipment for military use in the next five to 15 years. Although DOD intends for its depots to have these capabilities, actual practices are much different. Core policy does not adequately take into consideration future systems repair needs and the impact of retiring systems on developing capabilities. Furthermore, the practices of individual services hinder the establishment of future core capabilities and management oversight. Additional investments in new facilities, equipment, and workforce training and revitalization have been limited for some time. Finally, there is no strategic plan and associated service implementation plans to create and sustain a viable depot maintenance capability.

He defines the challenges, especially the influence of old-line defense interests, and presents examples of restructuring. Gansler discusses growing foreign involvement, lessons of prior industrial conversions, the best structure for the next century, current barriers to integration, a three-part transformation strategy, the role of technological leadership, and the critical workforce. He concludes by outlining sixteen specific actions for achieving civil/military integration. In Gansler's view, the end of the Cold War with the former Soviet Union represents a permanent downturn rather than a cyclical decline in the defense budget. He argues that this critical transition period requires a restructuring of the defense acquisitions process to achieve a balance between economic concerns and national security, while maintaining a force size and equipment modernization capable of deterring future conflicts. Gansler argues that for the defense industry to survive and thrive, the government must make its acquisitions process more flexible, specifically by lowering barriers to integration. This includes, among other things, rethinking the production specifications for new equipment and changing bids for contracts from a cost basis to a price basis. Gansler point out that by making primarily political and procedural changes (rather than legislative ones), companies will be able to produce technology for both civilian and military markets, instead of exclusively for one or the other as has been the norm. This dual-use approach would save the government billions of dollars annually and would enable the military to diversify by utilizing state-of-the-art.
