Book excerpt: "Although funding decisions are usually made on an annual basis, decisions about national defense that are made today -- whether they involve issues such as weapon systems, military compensation, or numbers of personnel -- can have effects on the composition and costs of the nation's armed forces that last for many years. To provide information about its plans beyond the coming year, the Department of Defense usually prepares a Future Years Defense Program in conjunction with its annual budget request. The FYDP is a detailed description of DoD's plans and its estimate of the cost of those plans over the coming five years. The most recent plan, the 2016 FYDP, was issued in March 2015 and covers fiscal years 2016 to 2020. Although DoD published information about even longer term plans for some activities, such as shipbuilding and aircraft procurement, details about most activities beyond the FYDP period (and, therefore, estimates of DoD's total annual cost beyond that period) are not released to the public or provided to the Congress because they are either undetermined or yet to be officially adopted. To proved a more complete picture of the funding that might be needed to implement DoD's current defense plans over the longer term, the Congressional Budget Office has, since 2003, projected DoD's total costs for roughly 10 years beyond the FYDP period. This report presents CBO's analysis of the 2016 FYDP and an extension of those plans from 2021 through 2030. The extension beyond the FYDP period is based on DoD's current cost estimates for its planned programs and activities and, where DoD estimates are not available, COB's estimates of prices and compensation trends for the overall economy. The analysis does not predict future DoD budgets but rather extrapolates DoD's cost estimates with the assumption that the primary aspects of its plans -- specifically, the size and composition of the military force, and the type, quantity, and schedule of major weapon purchases -- do not change"--Page 1.

Funding for OCO pays for U.S. involvement in the war in Afghani-stan and other nonroutine military activities elsewhere. The FYDP describes DoD's plans for its normal activities and therefore generally corresponds to the base budget. DoD's 2015 plans differ from its 2014 plans in important ways. For example, in an effort to reduce costs, the cur-rent FYDP includes sizable cuts in the number of military personnel, particularly in the Army. CBO produced two projections of the base-budget costs of DoD's plans as reflected in the FYDP and other long-term planning documents released by DoD. The "CBO projection" uses CBO's estimates of the costs of military activities and the extent to which those costs will change over time; those estimates reflect DoD's historical experience. The "FYDP and extension" starts with DoD's estimates of the costs of its plans through 2019 and extends them beyond 2019 using DoD's estimates if available and CBO's projections of price and compensa-tion trends for the overall economy if DoD's estimates are not available. Neither projection should be viewed as a prediction of future funding for DoD's activities; rather, the projections are estimates of the costs of executing the department's current plans without changes. The amount requested for the base budget in 2015 would comply with the limits on budget authority established by the Budget Control Act of 2011 as subsequently mod-ified, hereafter referred to simply as the Budget Control Act (BCA). After 2015, however, the costs of DoD's plans under both projections would significantly exceed CBO's estimate of the funding the department would receive under the BCA, which limits appropriations for national defense through 2021. To remain in compliance with the BCA after 2015, DoD would have to make sharp additional cuts to the size of its forces, curtail the devel-opment and purchase of weapons, reduce the extent of its operations and training, or implement some combination of those three actions.

Instead of perceiving arming as abnormal behaviour, the book views arming as a natural strategic behaviour of states and military modernisation as a basic requirement for a state’s ability to survive. Half of all federal employees work for the Department. The annual budget for the military not only provides for those salaries, it covers the baseline and wartime operating expenses of the force, and hundreds of billions of dollars of investment in new capabilities and technologies. Given the materiality of the defense function and amount of resources it consumes, the processes for budgeting for defense and managing the funds is important to understand. This text provides a fully integrated view of defense budgeting. It takes the position that defense budgeting is a specific instance of public budgeting, and public budgeting is a specific instance of public policy. In order to fully understand how the nation budgets for defense, it first lays a theoretical and conceptual foundation for public policy and public budgeting. That is followed by an assessment of the political and policy context for defense, including the overarching federal budget process and role of Congress in setting defense policy. Only then does the text explore the specifics of defense budgeting: how, by whom, and why the budget is crafted. Beyond the topic of budgeting – formulating, requesting, and legitimating the request for funds – the book tackles financial management topics. Included are discussions of federal appropriations law, funds management, accounting requirements, intragovernmental business transactions, and contemporary topics of defense policy such as funding overseas contingency operations in an era of deficit control legislation. This book is an appropriate reference for both students and practitioners of defense budgeting and financial management. It would also be appropriate in a general public budgeting course. Most public budgeting texts focus on state and municipal governments and there are few that address the federal system. This book fills that gap and provides a specific example of federal budgeting.
