Available in PDF, EPUB and Kindle. Book excerpt: This book proposes a novel theoretical framework of "interactive arming" in order to explain armament dynamics in contemporary Asia. Frequently, the modernisation of contemporary naval forces in Asia is described as an "arms race," with the underlying assumption being that weapons acquisitions and increases in defence expenditure are competitive and bilateral and due to conflicting purposes or mutual fears. This book argues that the concept of an arms race is an unsuitable one for explaining contemporary military modernisation in 21st-century Asia. Instead, it proposes a novel and innovative concept of "interactive arming" and argues that what drives conflict is political rivalry, not weapons acquisitions. Instead of perceiving arming as abnormal behaviour, the book views arming as a natural strategic behaviour of states and military modernisation as a basic requirement for a state’s ability to survive. This book will be of much interest to students of Asian security, strategic studies and international relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: China's rise to global economic and strategic eminence, with the potential for achieving pre-eminence in the greater-Asian region, is one of the defining characteristics of the post-Cold War period. This work offers a basic understanding of the military-strategic basis and trajectory of a rising China, provides background, and outlines current and future issues concerning China's rise in strategic-military influence. The next decade may witness China's assertion of military or strategic pressure on Japan, the Korean Peninsula, India, the South China Sea, the Taiwan Strait, Central Asia, or even on behalf of future allies in Africa and Latin America. While conflict is not a foregone conclusion, as indicated by China's increasing participation in many benign international organizations, it is a fact that China's leadership will pursue its interests as it sees them, which may not always coincide with those of the United States, its friends, and allies. Until now, no single volume has existed that provides an authoritative, comprehensive, and concise description of China's evolving geo-strategy or of how China is transforming its military to carry out this strategy. Fisher examines how China's People's Liberation Army (PLA) remains critical to the existence of the Chinese Communist government and looks at China's political and military actions designed to protect its expanded strategic interests in both the Asia-Pacific and Central to Near-Asian regions. Using open sources, including over a decade of unique interview sources, Fisher documents China's efforts to build a larger nuclear force that may soon be protected by missile defenses, modern high technology systems for space, air, and naval forces, and how China is now beginning to assemble naval, air, and ground forces for future power projection missions. His work also examines how the United States and other governments simultaneously seek greater engagement with China on strategic concerns, while hedging against its rising power. Although China faces both internal and external constraints on its rise to global eminence, it cannot be denied that China's government is pursuing a far-reaching strategic agenda.

Available in PDF, EPUB and Kindle. Book excerpt: The Asia Pacific region has been at peace for more than 35 years. The prosperity of the nations in the region has been built on that fact. The prosperity has enabled the Asia Pacific to take a much more prominent place in the world, and has spurred the rise of China as a great global power. This growth also has the potential to disrupt the equilibrium of the region. We are already seeing signs of this with the increased tensions in the East China Sea and the South China Sea. The combination of increased wealth and rising tensions is leading to an arms build-up in the region. These developments pose a deep dilemma for the nations of the region; how to preserve the basic conditions for continued prosperity. So there is a choice. Nations can continue the arms race, or they can seek new ways to preserve stability while recognising that the balance of power in the region is changing. This article proposes the progressive development of an inclusive security architecture that enables every nation to contribute to the stability of the region. It will not look like NATO; rather it will reflect the dynamics of the Asia Pacific. The achievement of this goal will provide the conditions to limit the growth of arms, and more importantly will preserve the peace and stability upon which billions of people depend for the security of their future.

Book excerpt: China’s emergence as a global economic superpower, and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for a “rebalance” of U.S. forces to the Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that it is steadily expanding its geopolitical role in the Pacific and having a steadily increasing impact on the strategy and military developments in other Asian powers.

Book excerpt: China is modernizing her military very rapidly and as her economy strengthens, the pace of military modernization is going to touch higher trajectories. This modernization would impact and alter the existing strategic environment in the world. In the region the impact will be more profound and will force her neighbors to rework their own military modernization programs, war fighting doctrines and their present position on relations with China and other regional powers and the US. Today, in addition to issues relating to human resource development, the biggest impediment is the availability of technology to develop new modern weapon systems and equipment. Will the drivers and trends of Chinese military modernization continue to be same or will there be changes? How will the modernization impact the PLA behavior, especially in its neighborhood? How will the neighbors react to this stupendous pace of militarization in the East Asia? What will be the role of Japan, Vietnam, India, Russia and US? How will china's restive periphery and PLA respond to the spread of Islamic fundamentalism? To correctly appreciate these changes, an in-depth understanding of Chinese military modernization is essential. This book is an effort in this direction and attempts to find some answers to the questions posed. The trends of modernization of the four services of the PLA have been analyzed and a capability suggested that the PLA is likely to have by 2025.

Available in PDF, EPUB and Kindle. Book excerpt: This new book is the first full account, inside or outside government, of China’s efforts to acquire foreign technology. Based on primary sources and meticulously researched, the book lays bare China’s efforts to prosper technologically through others' achievements. For decades, China has operated an elaborate system to spot foreign technologies, acquire them by all conceivable means, and convert them into weapons and competitive goods—without compensating the owners. The director of the US National Security Agency recently called it "the greatest transfer of wealth in history." Written by two of America's leading government analysts and an expert on Chinese cyber networks, this book describes these transfer processes comprehensively and in detail, providing the breadth and depth missing in other works. Drawing upon previously unexploited Chinese language sources, the authors begin by placing the new research within historical context, before examining the People’s Republic of China’s policy support for economic espionage, clandestine technology transfers, theft through cyberspace and its impact on the future of the US. This book will be of much interest to students of Chinese politics, Asian security studies, US defence, US foreign policy and IR in general.

Book excerpt: With its fanatic national fervour, China is all set to achieve its legitimate place - the Middle Kingdom syndrome - in the emerging multi polar world order by 2050 AD. The most effective tool to achieve this is the Chinese Armed Forces - the PLA. The centrality of the PLA in China's internal and external policies has always remained unquestioned. China has recently embarked on a massive systematic programme for the modernisation of its Defence Services. Its short and long term objectives are yet to be assessed. The question now is, will a modernised professional military dance to the tune of the Chinese Communist Party? The impact of China's Defence modernisation on India's national security would be profound and direct. Are India & China natural rivals? What threats China poses for India? How should India respond to these challenges? This extensively researched book from a highly experienced soldier comprehensively examines all these & other related issues which should be of great interest for the China watchers.
