Book excerpt: "New Acland Coal Pty Ltd, a subsidiary of New Hope Corporation Limited, proposes to develop the New Acland Coal Mine Stage 3 Project (the project), north-west of Toowoomba. The project initially involved the development of new resource areas to increase coal production to up to 10 Mtpa to extend the life of the mine until around 2042. The TOR for the environmental impact statement (EIS) for the project was finalised on 24 October 2007, and the project’s EIS was advertised for public comment in late 2009. In response to issues raised in submissions received on the EIS by members of the public and advisory agencies, the Coordinator-General directed the proponent to prepare a supplementary report to the EIS (SEIS). On 30 October 2012, the Coordinator-General directed that a new TOR was required to address the changes to the project’s scope, with input from the public and advisory agencies required on what a new EIS for the varied project should address. This new TOR supersedes the TOR finalised in October 2007 and will apply to a new EIS for the project; therefore the content of the previous EIS (released in November 2009) will not be evaluated by the Coordinator-General in his future assessment of the project."--Preamble.

The proponent, MacMines Austasia Pty Ltd, proposes to construct and operate an open-cut and underground thermal coal mine in the Galilee Basin, 300 kilometres west of Mackay and 190 kilometres west of Moranbah. The project would include the development of mine infrastructure areas, a coal handling and preparation plant, a tailings storage facility, a rail loop and train-loading facilities, a coal-fired power station and power station waste storage facility, a private airstrip and an accommodation village. This report has evaluated the EIS documentation, submissions on the draft EIS and agency responses to the additional information on the EIS, the IESC advice, the independent peer review of groundwater modelling and other material relevant to the project.
