Book excerpt: It is now becoming clear that relatively few U.S. Department of Energy (DOE) waste sites will be cleaned up to the point where they can be released for unrestricted use. "Long-term stewardship" (activities to protect human health and the environment from hazards that may remain at its sites after cessation of remediation) will be required for over 100 of the 144 waste sites under DOE control (U.S. Department of Energy, 1999). After stabilizing wastes that remain on site and containing them as well as is feasible, DOE intends to rely on stewardship for as long as hazards persistâ€"in many cases, indefinitely. Physical containment barriers, the management systems upon which their long-term reliability depends, and institutional controls intended to prevent exposure of people and the environment to the remaining site hazards, will have to be maintained at some DOE sites for an indefinite period of time. The Committee on Remediation of Buried and Tank Wastes finds that much regarding DOE's intended reliance on long-term stewardship is at this point problematic. The details of long-term stewardship planning are yet to be specified, the adequacy of funding is not assured, and there is no convincing evidence that institutional controls and other stewardship measures are reliable over the long term. Scientific understanding of the factors that govern the long-term behavior of residual contaminants in the environment is not adequate. Yet, the likelihood that institutional management measures will fail at some point is relatively high, underscoring the need to assure that decisions made in the near term are based on the best available science. Improving institutional capabilities can be expected to be every bit as difficult as improving scientific and technical ones, but without improved understanding of why and how institutions succeed and fail, the follow-through necessary to assure that long-term stewardship remains effective cannot reliably be counted on to occur. Long-Term Institutional Management of U.S. Department of Energy Legacy Waste Sites examines the capabilities and limitations of the scientific, technical, and human and institutional systems that compose the measures that DOE expects to put into place at potentially hazardous, residually contaminated sites.

Available in PDF, EPUB and Kindle. Book excerpt: "As a physician, I contend that nuclear technology threatens life on our planet with extinction. If present trends continue, the air we breathe, the food we eat, and the water we drink will soon be contaminated with enough radioactive pollutants to pose a potential health hazard far greater than any plague humanity has ever experienced."--Helen Caldicott First published in 1978, Helen Caldicott's cri du coeur about the dangers of nuclear power became an instant classic. In the intervening sixteen years much has changed--the Cold War is over, nuclear arms production has decreased, and there has been a marked growth in environmental awareness. But the nuclear genie has not been forced back into the bottle. The disaster at Chernobyl and the "incidents" at other plants around the world have disproven the image of "safe" nuclear power. Nuclear waste dumping has further poisoned our environment, and developing nuclear technology in the Third World poses still further risks. In this completely revised, updated, and expanded edition, Dr. Caldicott defines for the 1990s the dangers of this madness--including the insidious influence of the nuclear power industry and the American government's complicity in medical "experiments" using nuclear material--and calls on us to accept the moral challenge to fight against it, both for our own sake and for that of future generations.

Book excerpt: The Department of Energy's Office of Environmental Management (DOE-EM) is responsible for cleaning up radioactive waste and environmental contamination resulting from five decades of nuclear weapons production and testing. A major focus of this program involves the retrieval, processing, and immobilization of waste into stable, solid waste forms for disposal. Waste Forms Technology and Performance, a report requested by DOE-EM, examines requirements for waste form technology and performance in the cleanup program. The report provides information to DOE-EM to support improvements in methods for processing waste and selecting and fabricating waste forms. Waste Forms Technology and Performance places particular emphasis on processing technologies for high-level radioactive waste, DOE's most expensive and arguably most difficult cleanup challenge. The report's key messages are presented in ten findings and one recommendation.

Available in PDF, EPUB and Kindle. Book excerpt: Since 1945, the United States has manufactured and deployed more than 70,000 nuclear weapons to deter and if necessary fight a nuclear war. Some observers believe the absence of a third world war confirms that these weapons were a prudent and cost-effective response to the uncertainty and fear surrounding the Soviet Union's military and political ambitions during the cold war. As early as 1950, nuclear weapons were considered relatively inexpensive— providing "a bigger bang for a buck"—and were thoroughly integrated into U.S. forces on that basis. Yet this assumption was never validated. Indeed, for more than fifty years scant attention has been paid to the enormous costs of this effort—more than $5 trillion thus far—and its short and long-term consequences for the nation. Based on four years of extensive research, Atomic Audit is the first book to document the comprehensive costs of U.S. nuclear weapons, assembling for the first time anywhere the actual and estimated expenditures for the program since its creation in 1940. The authors provide a unique perspective on U.S. nuclear policy and nuclear weapons, tracking their development from the Manhattan Project of World War II to the present day and assessing each aspect of the program, including research, development, testing, and production; deployment; command, control, communications, and intelligence; and defensive measures. They also examine the costs of dismantling nuclear weapons, the management and disposal of large quantities of toxic and radioactive wastes left over from their production, compensation for persons harmed by nuclear weapons activities, nuclear secrecy, and the economic implications of nuclear deterrence. Utilizing archival and newly declassified government documents and data, this richly documented book demonstrates how a variety of factors—the open-ended nature of nuclear deterrence, faulty assumptions about the cost-effectiveness of nuclear weapons, regular misrepresentati
