Available in PDF, EPUB and Kindle. Book excerpt: This book meets the needs of teachers and students of agriculture and rural development project and programme planning, planners employed by governments in developing countries and by external financing agencies. Project planners must understand the aspirations of rural families and their local leaders, the national development and sector planning goals and policies of their governments and the development goals and policy priorities perceived by external financing agencies in relation to their countries. These areas are not always consistent and trade-offs may be required. However it is recognised that poor project planning is a major constraint to the sustainable realization of project and programme objectives and sector goals. Illustrated with case studies and logical framework matrices, this book presents well-established and relatively new practices followed in the context of agriculture and rural development project and programme planning. Although based on experiences gained in Africa, the issues described are relevant to planning problems encountered in other developing regions of the world. It addresses the main factors which affect the success of planning such as a government's ability to guarantee macro-economic stability and sound sector development policies; the shift from 'top-down', bureaucratic to 'bottom-up', participatory planning approaches and the roles played by external financing agencies. It explains key technical, financial, economic, environmental, socio-cultural, equity, gender and institutional-strengthening issues concerning planning in rural areas and reviews the planning tools and approaches available. The procurement of goods and services, the disbursement of funds and monitoring and evaluation requirements are examined in detail.

Available in PDF, EPUB and Kindle. Book excerpt: I first became interested in the methods of planning the sequence and timing of jobs on large-scale development projects, as a field officer involved in planning and implementing mechanised farming schemes in Uganda in the mid-sixties. This interest was reinforced by experience of agro-industrial projects in both Nigeria and Iran, when it became obvious that the lax traditional methods of both planning and controll ing the implementation of agricultural and other rural development projects were very ineffective compared with those already in use in other disciplines. An extended spell as Resident Adviser on a World Bank project to strengthen planning and project management services in the agricultural sector in Sind Province, Pakistan, stimulated this interest further, and gave opportunities to develop the use of improved methods on some very complex schemes. This book summarises the experience gained in adapting critical path methods, well established in other fields, to Third World development projects, with their peculiar problems. It would not have been possible to reach this point without the help and stimulation of discussions with a large number of colleagues, includ ing John Joyce (then of Hunting Technical Services), Hatsuya Azumi (World Bank), and-particularly-Zaffar Sohrwardy and Akhtar Ali of Aarkays Associates in Karachi, during our work together. My thanks are also due to Yasin Mohammed, who typed most of the original draft; Anwar Mohammed and Irene Mills for final typing; and to my wife, Jill, for drawing the original figures.

Book excerpt: Published for the World Bank by the Johns Hopkins University Press. Provides a field-tested analytical framework for systemically designing effective agroindustrial projects. The agroindustry has become a vital economic sector in developing countries. It not only supplies food, fiber, and exports, but also provides jobs, spurs infrastructure improvements, and advances farming and manufacturing. Agroindustrial Project Analysis has been a leading reference in this industry for more than a decade. This second edition provides a field-tested analytical framework for designing effective agroindustrial projects. The framework includes the latest technical and managerial advances and presents a detailed conceptual approach that is used throughout the book. Expanded chapters examine three main agroindustrial activities: procuring raw materials, processing, and marketing. The author uses field examples and current analyses to show what factors can make a project succeed or fail. A new glossary of biotechnology terms has been added, along with updated information on the costs and operating features common to food-processing technologies. This book has been written for private agribusiness managers, officials in the public sector, and analysts in development agencies. Because both agriculture and industry are examined, investors familiar with one of these areas will gain a more comprehensive understanding of the agroindustrial sector.
