Seligman [1861-1939], an eminent economist and authority on tax issues, argued that graduated income taxes distribute the burden of taxation with greater justice than other systems. This was a persuasive idea. After he sets out the fundamental problem of the concept of income taxation, Seligman enhances his theoretical argument with a historical examination of income tax in Europe and the United States. In Part I he looks at the income tax in the middle ages, in England, Germany, France, Austria, Italy and Switzerland. In Part II he covers the history of the income tax in the United States from the New England colonies through the income tax of 1913, and includes discussion of the historical antecedents of the Direct Tax Clause, a description of the historical context of the Civil War income tax and the income tax in the Confederacy, and a consideration of the constitutionality of the income tax. Beset by coups d'tats, presidential assassinations and genocide, the country has been caught in a cycle of violence and under-development whereby brief periods of peace have been followed by further state repression and armed conflict. The 2000 Arusha peace accords, the Pretoria agreement of late 2003, the peaceful elections of 2005, and the recent Dar es Salaam peace agreement with the Forces Nationales de Libration have ushered in a period of relative stability. This fragile political process, however, has not been matched by a parallel rebound in economic growth that has been observed in post-conflict African countries and is a precondition for long-lasting peace. This work aims to identify areas in Burundi's rural economy with the greatest immediate potential to stimulate growth and consolidate peace over the next years. The short-term focus will be on the rural economy. It is vital however that the Government of Burundi and its partners address other critical areas in the medium term to sustain growth. The industrial and service sectors are of particular significance, as they need to absorb a burgeoning, youthful and increasingly urbanized generation. The first challenge is to take stock of international best practices and Burundian history, and develop a sound agricultural base as the critical foundation for sustainable growth. Our work identifies policy reforms and investments with potential to boost food supply and strengthen export crop competitiveness, thereby expanding rural growth.

Book excerpt: This paper focuses on the corporate income tax (CIT) regime that features a high statutory rate but low revenue productivity, as well as a bias toward debt financing, ineffective size-dependent regimes, and inefficient tax incentives. Profit-insensitive taxes are comparatively high. Anti-tax-avoidance rules are strong, but risks to outbound profit shifting remain. Tax uncertainty is another concern. At the individual level, the system of taxing wealth and capital income is complex, with distortions from differential taxation across savings instruments. To address some of these issues and make the tax system more supportive of growth and job creation, the government plans to reduce the CIT rate, further cut the labor tax wedge, unify taxes on capital income, and narrow the wealth tax. Staff’s analysis suggests that complementing these reforms with measures to remove inefficient tax incentives, further reduce the debt bias, address disincentives to company growth, and streamline the taxation of long-term savings could enhance their impact on competitiveness, revenues, and growth.
