Most Japanese citizens, perhaps with a bit of a chuckle, would answer that ‘average’ Japanese do not participate in politics. While political attitudes in other countries have fluctuated corresponding to social, political, and economic climates of the times; in Japan, a consistently negative view of politics has persisted since the late 1960s. Japanese citizens perceive their government much more critically than citizens of neighboring countries. While many Japanese citizens participate in specific political acts such as signing candidate support cards, attending political rallies, or directly contacting politicians, they largely do not view these activities as political participation. Kida examines why this is the case; whether there is a connection between negative views of politics and how Japanese people self-identify their political participation; how Japanese citizens attempt to exact change or influence policy; how the government engages citizens in political participation; and the relationship between citizens’ attitudes towards government and levels of political participation. Kida explores political participation on the local level, to better understand the sources of political attitudes. While participation studies have been conducted in Japan, most are centered in large urban areas, focusing on either extreme forms of participation such as protests, or concentrated on single issue participation such as the environmental or women’s movements. This book, in contrast, explores what every day ‘regular’ in the system political participation looks like in a small traditional Japanese city – using Oita, a small city in Kyushu, as a case study. It focuses especially on the role local institutions and politicians play in influencing the kinds of participation available and subsequently, the attitudes created about participation.

Neighborhood Associations and Local Governance in Japan draws on a unique and novel body of empirical data derived from the first national survey of neighborhood associations carried out in 2007 and provides a multifaceted empirical portrait of Japan’s neighborhood associations. It examines how local associational structures affect the quality of local governance, and thus the quality of life for Japan’s citizens and residents, and illuminates the way in which these ambiguous associations can help us refine civil society theory and show how they contribute to governance. As well as outlining the key features of neighbourhood associations, the book goes on to examine in detail the way in which neighbourhood associations contribute to governance, in terms of social capital, networks with other community organizations, social service provision, cooperation with local governments and political participation. Pharr explores how politically active women overcome the constraints that bar or limit the political participation of the average woman. The book treats political volunteers as agents of social change in a process of role redefinition by which prevailing concepts of women's roles gradually adjust to accommodate political behavior. Tracing developments that led to the grant of suffrage and other political rights to women during the Allied occupation, Pharr sets the stage for an analysis of that process as it unfolds in the experience of individual women. She uses women's images of self and society and issues of political and gender role socialization, career and life expectations, and political role and participation to develop a three-fold typology for looking at political women in Japan. She examines both the satisfactions of political volunteerism—from the exhilaration of addressing a crowd from a sound truck to the pleasure of speaking "men's language"—and the psychological and social costs associated with it. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan’s experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict.

On the basis of in-depth fieldwork in various parts of the country, Sherry L. Martin argues that the exclusion of women from a full range of opportunities in public life provokes many of them to seek alternative outlets for self-expression. They have options that include a wide variety of study, hobby, and lifelong learning groups—a feature of Japanese civic life that the Ministry of Education encourages. Women who participate in these alternative spaces for learning tend, Martin finds, to examine the political conditions that have pushed them there. Her research suggests that study group participation increases women’s confidence in using various types of political participation (including voting) to pressure political elites for a more inclusive form of democracy. Considerable overlap between the narratives that emerge from women’s groups and a survey of national public opinion identifies these groups as crucial sites for crafting and circulating public discourses about politics. Martin shows how the interplay between public opinion and institutional change has given rise to bottom-up changes in electoral politics that culminated in the 2009 Democratic Party of Japan victory in the House of Representatives election.

Institutions, Incentives and Electoral Participation in Japan theoretically and empirically explores this puzzling 'turnout twist' phenomenon from comparative perspectives. Based on the rational-choice approach, the book hypothesizes that relative voter turnout in subnational vs. national elections is determined by the relative magnitudes of how much is at stake ('election significance') and how much votes count ('vote significance') in these elections.

In most democracies, the proportion of such "democratic dynasties" declines over time, and rarely exceeds ten percent of all legislators. Japan is a startling exception, with over a quarter of all legislators in recent years being dynastic. In Dynasties and Democracy, Daniel M. Smith sets out to explain when and why dynasties persist in democracies, and why their numbers are only now beginning to wane in Japan—questions that have long perplexed regional experts. Smith introduces a compelling comparative theory to explain variation in the presence of dynasties across democracies and political parties. Drawing on extensive legislator-level data from twelve democracies and detailed candidate-level data from Japan, he examines the inherited advantage that members of dynasties reap throughout their political careers—from candidate selection, to election, to promotion into cabinet. Smith shows how the nature and extent of this advantage, as well as its consequences for representation, vary significantly with the institutional context of electoral rules and features of party organization. His findings extend far beyond Japan, shedding light on the causes and consequences of dynastic politics for democracies around the world.

In 2019, Japanese women made up 10% of the national Lower House, 21% of the Upper House, and 14% of local assemblies. According to the Inter-Parliamentary Union, this places Japan 164th out of 193 countries when it comes to women’s representation in the legislature. The percentage of women in the Lower House has only increased by fewer than two percentage points since women gained full suffrage and the right to stand for election in Japan in 1946. Eto analyses the various factors that have led to women’s low presence in the Japanese legislature. She evaluates ways in which it might be possible for Japan to catch up and, in doing so, examines how Japanese society continues to perpetuate gender-rigid expectations of people.
