Book excerpt: The International Water Management Institute (IWMI) has been working in Nepal since 1986 with the objective of undertaking research in water management and to strengthen the research capabilities of concerned government agencies. The research helped to develop appropriate mechanisms for providing support to Farmer-Managed Irrigation Systems (FMIS) and the initiation of participatory irrigation management (PIM). The river basin studies helped policy formulation for integrated planning and management of water resources besides the methodological contribution through the development of appropriate tools for water management studies. It also contributed to enhancing the capabilities of agency officials and local researchers through their involvement in research activities.

Book excerpt: This volume is an analytical summary and a critical synthesis of research at the International Water Management Institute over the past decade under its evolving research paradigm known popularly as 'more crop per drop'. The research synthesized here covers the full range of issues falling in the larger canvas of water-food-health-environment interface. Besides its immediate role in sharing knowledge with the research, donor, and policy communities, this volume also has a larger purpose of promoting a new way of looking at the water issues within the broader development context of food, livelihood, health and environmental challenges. More crop per drop: Revisiting a research paradigm contrasts the acquired wisdom and fresh thinking on some of the most challenging water issues of our times. It describes new tools, approaches, and methodologies and also illustrates them with practical application both from a global perspective and within the local and regional contexts of Asia and Africa. Since this volume brings together all major research works of IWMI, including an almost exhaustive list of citations, in one single set of pages, it is very valuable not only as a reference material for researchers and students but also as a policy tool for decision-makers and development agencies.

Book excerpt: India's irrigated agriculture sector has been basic to India's economic development and poverty alleviation. One of India's major achievements is its rapid expansion of irrigation and drainage infrastructure. However, the major emphasis on development has been achieved at a cost. The importance put on new construction has diverted attention away from the need to ensure the quality, productivity, and sustainability of the services. Further, a governmental subsidy based approach has been used and this has resulted in irrigation and drainage services which, while enabling significantly higher productivity than from non-irrigated lands, are well below their potential. 'The Irrigation Sector' discusses directions for future growth, the framework for reform, and the reform agenda.

Book excerpt: High irrigation investment costs together with declining world prices for food and the failures of a number of high profile past irrigation projects are the main reasons for the reluctance of development agencies and governments in sub-Saharan Africa to invest more resources in irrigation. This study aims to systematically establish whether costs of irrigation projects in sub-Saharan Africa are truly high, determine the factors which influence costs and performance of irrigation projects, and recommend cost-reducing and performance-enhancing options to make irrigation investments in the region more attractive. It analyzes 314 irrigation projects implemented from 1967 to 2003 in 50 countries in Africa, Asia, and Latin America funded by the World Bank, African Development Bank and the International Fund for Agricultural Development.

Book excerpt: Today, raising capacity in water resources management entails supporting stakeholders and decision-makers to reach a common understanding on the priorities and necessary arrangements for sharing and allocating water-related goods and services. Valuation is central to this process, as setting priorities and making choices implies valuing certain uses and arrangements above others. Water valuation can help stakeholders to express the values that water-related goods and services represent to them. It also offers a means for conflict resolution and planning, informing stakeholders, supporting communication, and facilitating joint decision-making on priorities and specific actions. This report confronts concepts from the literature on water valuation with practical experiences from three local cases where an effort was made to embed existing valuation tools and methods in ongoing water resources management processes. It uses the lessons from this exploration to provide a first outline for a stakeholder-oriented water valuation process. This is expected to provide a useful starting point to help water professionals and policy-makers improve the use of water valuation as a means to support participatory processes of water resources management.

Book excerpt: Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade, we have witnessed a growing scarcity of and competition for water around the world. As the demand for water for domestic, municipal, industrial, and environmental purposes rises in the future, less water will be available for agriculture. But the potentials for new water resource development projects and expanding irrigated area are limited. We must therefore find ways to increase the productivity of water used for irrigation. This paper reviews the literature on irrigation efficiency and on the potential for increasing the productivity of water in rice-based systems. It stresses the continuing confusion over the concepts of irrigation efficiency and water productivity. It identifies the reasons for the wide gap between water requirement and actual water input (both irrigation diversions and rainfall) in irrigated rice production systems and discusses potential opportunities for increasing water productivity both on-farm and at the system level. Based on the reported low farm and system level irrigation efficiencies, the potentials for water savings in rice production appear to be very large. But we do not know the degree to which various farm and system interventions will lead to sustainable water savings in the water basin until we can quantify the downstream impact of the interventions. Studies on the economic benefits and costs, and environmental aspects of alternative interventions are also lacking. This paper emphasizes the need to measure the productivity of water at farm, system, and basin levels, and to understand how the productivity at one level relates to the productivity at another. Without water balance studies to measure productivity at these different scales, it is not possible to identify the potential economic benefits of alternative interventions and the most appropriate strategies for increasing irrigation water p productivity in rice-based systems.

This book was released on 2013-04-11 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: Agriculture in Africa south of the Sahara (SSA) is still largely rainfed. SSA also exhibits the lowest crop yields for major staples in the world, largely due to low use of irrigation and fertilizer. Rainfed agriculture poses growing production risks with increased climate variability and change. At the same time, smallholder irrigation in the region developed rapidly over the past decade, albeit starting from very low levels. In addition to largely demand-driven irrigation development by smallholders, there is a significant push by donors for large-scale irrigation development, as well as some push for smallholder irrigation. There has also been a long-standing debate about whether irrigation in SSA should be large scale or small scale to achieve its potential. However, given the potentially high rewards, but also high possibility of failure, the assessment of irrigation potential must go beyond large scale versus small scale to integrate concerns regarding environmental sustainability, resource use efficiency, nutrition and health impacts, and women’s empowerment. The hypothesis underlying this review paper is that how irrigation gets deployed in SSA will be decisive not only for environmental sustainability (such as deciding remaining forest cover in the region) and poverty reduction, but also for health, nutrition, and gender outcomes in the region. The focus of this paper is on the health, nutrition, and gender linkage. We find that to date, few studies have analyzed the impact of irrigation interventions on nutrition, health, and women’s empowerment, despite the large potential of irrigation to affect these important variables. Irrigation interventions may have differential effects on different members in the household and in the community, such as irrigators, non-irrigators, children, and women. Measuring and understanding such differences, followed by improving design and implementation to maximize gender, health, and nutrition outcomes, could transform irrigation programs from focusing solely on increased food production toward becoming an integral component of poverty-reduction strategies.
