Book excerpt: This volume provides an overview of selected major areas of legal and institutional development in Lithuania since the Restoration of Independence in 1990. The respective chapters discuss changes in fields varying from the constitutional framework to criminal law and procedure. The content highlights four major aspects of the fundamental changes that have affected the entire legal system: the Post-Soviet country’s complex historical heritage; socio-political and other conditions in the process of adopting new (rule of law) standards; international legal influences on the national legal order over the past 30 years; and finally, the search for entirely new national legal models. Over a period of 30 years since gaining its independence from the Soviet Union, Lithuania has undergone unique social changes. The state restarted its independent journey burdened by the complicated heritage of the Soviet legal system. Some major reforms have taken place swiftly, while others have required years of thorough analysis of societal needs and the search for optimal examples in other states. The legal system is now substantially different, with some elements being entirely new, and others adapted to present needs.

Book excerpt: In June 1940, as Nazi troops marched into Paris, the Soviet Red Army marched into Lithuania, Latvia, and Estonia; seven weeks later, the USSR Supreme Soviet ratified the Soviet takeover of these states. For half a century, Soviet historians insisted that the three republics had voluntarily requested incorporation into the Soviet Union. Now it has become possible to examine the events of that tumultuous time more carefully. Alfred Erich Senn, the author of books on the formation of the Lithuanian state in 1918-1920 and on the reestablishment of that independence in 1988-1991, has produced a fascinating account of the Soviet takeover, juxtaposing a picture of the disintegration and collapse of the old regime with the Soviets’ imposition of a new order. Discussing the historiography and the living memory of the events, he uses the image of a “shell game” that focused attention on the work of a supposedly “non-communist” government while in the hothouse conditions of military occupation Moscow undermined the state’s independent institutions and introduced a revolution from above.

Book excerpt: Of all the Soviet Union's subject nationalities, the three Baltic republics, Estonia, Latvia and Lithuania, were the most determined and best organised in seizing the opportunities created by glasnost and perestroika to win freedom from Moscow's grip. At the time of first publication, in 1991, the final section of the book was speculative. Now for this revised edition, the authors have provided a new final chapter which brings the story up to date -- and the three republics to political independence again.

Book excerpt: Lithuanian economic, political and social development should be assessed from a historical perspective because Lithuania regained its independence in 1990 when the Soviet Union collapsed. Lithuania: Political, Economic and Social Issues opens with an analysis of the three stages of political, economic and social development in the period of Lithuanian independence.Next, the authors discuss the implementation of a very important human right, the prohibition of torture. In recent years, the European Court of Human Rights has recognized that the prohibition of torture and inhuman treatment also has a procedural dimension. In the case of Kraulaidis v. Lithuania, the European Court of Human Rights ruled that the official investigation into a traffic accident, which left the applicant permanently disabled, was so insufficient as to amount to a violation of Article 3 ECHR.Railway transportation plays an important role in the socioeconomic development of the greater number of all 195 independent countries in the world in general, and in Lithuania in particular. As such, one assessment aims to examine the situational analysis of the rail transport sector in Lithuania during the periods of Russian tsarist oppression (18591915), Soviet occupation (19441990) economic transition (19901995), economy growth (19962007) and integration into today's European transport network (2010now).Next, the authors aim to identify the role played by childhood and adolescent experiences in the formation of pro-violence attitudes and on self-assessed violent behavior in early adulthood. Recent statistical information about crime and criminal justice issues in the European Union indicates that over the past decade, violent crime rates have decreased in Lithuania. In the final chapter, beginning with the notion that state broadcasters are entitled to basic human rights, including the right to free speech, the authors demonstrate how the goals of protecting journalistic human rights and freedoms and securing quality standards in journalism can be reconciled within the framework provided by the European Convention on Human Rights.

Politics and Institutions – the Nordic Council, Sweden, Lithuania and Russia explores the politics around the establishment, development and transformation of gender equality institutions in the Nordic countries (on the example of Sweden), in the former communist countries east of the Baltic Sea region (the example of Lithuania) and in the northwestern part of Russia. The authors analyze the interplay between the internationalization and Europeanization of gender equality on the one hand and national and local contexts on the other. Gender Equality on a Grand Tour also is the first study to explore the role of one of the leading transnational actors in the region - the Nordic Council and the Nordic Council of Ministers - in gender equality institutionalization in the Baltic Sea region.

Book Synopsis Lithuania by : Thomas Lane

Book excerpt: Lithuania restored her independence, after half a century of Soviet occupation, in the immediate aftermath of the failed Moscow coup in August 1991. As the multi-national Soviet state disintegrated, Lithuania evolved, without war or violence, from a communist state and a command economy to a liberal democracy, a free market, and a society guaranteeing human and minority rights. Lithuania therefore offers a notable example of peaceful transition, all the more impressive in the light of the bloody conflict elsewhere in the former Soviet Union of Yugoslavia, where the aspirations to independence of the constituent republics were either violently resisted or dissolved into inter-ethnic violence. Equally remarkable has been Lithuania's determination to 'return to Europe' after half a century of separation, even at the price of submerging its recently restored sovereign rights in the supranational European Union. The cost of membership in western economic and security organizations are judged to be worth paying to prevent Lithuania's being drawn once again into a putative Russian sphere of influence. On the threshold of a new millennium therefore, Lithuania has made a pragmatic accommodation to the demands of becoming a modern European state, whilst vigorously resisting the dilution of her rich cultural and historical traditions. These twin themes of accommodation and resistance are Lithuania's historical legacy to the current generations of Lithuanians as they integrate into European institutions and continue the modernization process.
