The classical age of economics was marked by an intense interest in scientific methodology. It was, moreover, an age when science and philosophy were not yet distinct disciplines, and the educated were polymaths. The classical economists were acutely aware that suitable methods had to be developed before a body of knowledge could be deemed philosophical or scientific. They did not formulate their methodological views in a vacuum, but drew on a rich collection of philosophical ideas. Consequently, issues of methodology were at the heart of political economys rise as a science. The classical era of economics opened under Adam Smith with political economy understood as an integral part of a broader system of social philosophy; by the end, it had emerged via J. S. Mill as a "separate science", albeit one still inextricably tied to the other social sciences and to ethics. The Rise of Political Economy as a Science opens with a review of the epistemological ideas that inspired the classical economists: the methodological principles of Bacon, Descartes, Hobbes, Newton, Locke, Hume, Stewart, Herschel, and Whewell. These principles were influential not just in the development of political economy, but in the rise of social science in general. The author then examines science in eighteenth- and nineteenth-century Britain, with a particular emphasis on the all-important concept of induction. Having laid the necessary groundwork, she proceeds to a history and analysis of the methodologies of four economist-philosophers—Adam Smith, Robert Malthus, David Ricardo, and J. S. Mill—selected for their historical importance as founders of economics and for their common Scottish intellectual lineage. Concluding remarks put classical methodology into a broader historical perspective.

Book excerpt: In 1830, the dominant social outlook of the early Victorians was a paternalism that looked to property, the Church, and local Justices of the Peace to govern society and deal with its ills. By 1860, however, the dominant social outlook had become a vision of a laissez faire society that relied on economic laws, self-reliance, and the vigorous philanthropy of voluntary societies. This book describes and analyzes these changes, which arose from the rapid growth of industry, towns, population, and the middle and working classes. Paternalism did not entirely fade away, however, just as a laissez faire vision had long antedated 1830. Both were part of a social conscience also defined by a revived philanthropy, a new humanitarianism, and a grudging acceptance of an expanded government, all of which reflected a strong revival of religion as well as the growth of rationalism. The new dominance of a laissez faire vision was dramatically evident in the triumph of political economy. By 1860, only a few doubted the eternal verities of the economists’ voluminous writings. Few also doubted the verities of those who preached self-reliance, who supported the New Poor Law’s severity to persons who were not self-reliant, and who inspired education measures to promote that indispensable virtue. If economic laws and self-reliance failed to prevent distress, the philanthropists and voluntary societies would step in. Such a vision proved far more buoyant and effective than a paternalism whose narrow and rural Anglican base made it unable to cope with the downside of an industrial-urban Britain. But the vision of a laissez faire society was not without its flaws. Its harmonious economic laws and its hope in self-reliance did not prevent gross exploitation and acute distress, and however beneficent were its philanthropists, they fell far short of mitigating these evils. This vision also found a rival in an expanded government. Two powerful ideas—the idea of a paternal government and the idea of a utilitarian state—helped create the expansion of government services. A reluctant belief in governmental power thus joined the many other ideas that defined the Victorian’s social conscience.

A theory or science is only a history of practice; it is a collection of experiments arranged in order and accompanied by an analysis to unveil their causes and effects, and unless it accords with the results of observation, and bears the test of experience, it is altogether worthless, while, on the other hand, "without principles deduced from analytical reasoning, experience is a useless and a blind guide." There is no proposition however absurd, which statistical data may not be brought to sustain; but it is the part of science to distinguish between unconnected events, and those which succeed one another as cause and effect. We have, indeed, an ample illustration of the consequence of deducing inferences from isolated facts in the appeals made to political arithmetic by both the friends and opponents of the protecting system. On the one side, the falling off in the price of most manufactured commodities, which is common to us and to Europe, and is to be ascribed to the change in the currency, increased facilities of obtaining the raw material, improvements in machinery, the altered situation of the world, and other causes, is claimed as a proof of the beneficial effects of high tariffs; on the other, the depressed condition of the old southern states, - the necessary result of bringing the virgin soil of Illinois and Alabama into competition with the worn out lands of Virginia and Carolina, is wholly imputed to the same Congressional enactments. We do not mean to contend that those who profess to act according to the doctrines of Political Economy, never commit mistakes. It very often happens, that an incorrect application is made of a principle in itself perfectly unexceptionable. A student in Natural Philosophy, regarding solely the vis inertiae of matter, and not attending to friction and other countervailing causes, might be astonished to find that a body, once put in motion, did not continue to move on for ever.
