Low-plasticity silt with a plasticity index of less than 10, though commonly found around the world, nonetheless differs greatly from sand and clay in terms of its shear behavior. Failure to take into account the differences in shear characteristics between silt, clay and sand will lead to overconservative designs of offshore structures. In particular, dynamic loading from earthquakes, trains and ocean waves can set off the liquefaction of low-plasticity silt, and with it, major disasters and losses of properties. Additionally, some civil infrastructures have failed not only due to cyclic loading during an earthquake, but also due to reduction of shear strength or stiffness after that.

Book excerpt: "Liquefaction of low-plasticity silt has been reported during earthquakes in the recent past. Excess pore pressure builds up due to the dynamic loading and then dissipates. The postcyclic behavior of low-plasticity silt was investigated in this research for materials obtained from the Mississippi River Valley. The experimental program involved specimen preparation using a slurry consolidation approach. A special technique was developed for specimen movement, reducing the testing program time by half. Both static and cyclic triaxial tests were conducted to confirm the ability to prepare replica specimens. In order to characterize the monotonic behavior, triaxial tests were conducted to determine the effective friction angle, critical state line, and normalized behavior. Then specimens were subjected to cyclic loading to develop the liquefaction curve. After full liquefaction, excess pore pressure was dissipated until various reconsolidation levels. The effect of full liquefaction on the permeability and compressibility was studied. The variation in postcyclic shear strength and stiffness with reconsolidation level and the effect of apparent consolidation on shear behavior were also discussed. The critical state lines for the pre- and postliquefaction conditions were compared and found to be not parallel. After limited liquefaction, two unique conditions were tested, at no reconsolidation and at full reconsolidation. The shear strength and stiffness changed significantly at an excess pore pressure ratio greater than 0.70. The experimental program culminated with the study of the effect of plasticity on the pre- and postcyclic shear behavior. All samples were isotropically consolidated and tested under undrained monotonic and cyclic loading of varying symmetry and different frequencies. The aim of this research work was to study the frequency effects under various types of symmetrical and non-symmetrical cyclic loading and to establish an experimentally-based effective stress volumetric compression model for isotropically consolidated low plasticity silts subjected to undrained cyclic loading with drained rest-periods. The model takes into consideration the pore water pressure developed during various types of undrained cyclic loading carried out at different frequencies as well as the recompression characteristics of the 'Silts. In the first.stage of the research work, monotonic compression and extension, strain controlled, triaxial tests on both normally and overconsolidated silts were carried out to establish the critical state boundary surface of the two low plasticity silts. These critical state boundary surfaces for the two silts were used as a framework for cyclicloading tests. The stress-strain and pore pressure behaviours of the two low plasticity 'silts were compared to those of a more plastic Keuper Marl silt. In the second stage of the research, the pore pressure and strain response during various types of cyclic loading at different frequencies were compared in order to investigate the frequency effect. In addition, liquefaction or cyclic mobility phenomena, volume change during. drained rest-periods and post-cyclic strength of silts were also considerated. To develop pore pressure and volumetric compression models, the test series comprised mainly three stages of undrained cyclic loading, with drained rest-periods. The pore water pressure developed during cyclic loading was found to be time dependent for one-way cyclic loading,, cycle dependent for symmetrical two-way cyclic loading, and both time and cycle dependent for non-symmetrical cyclic loading . 1he models established for the prediction of the pore water pressure developed during cyclic loading included parameters for symmetry of loading, to deal with this difference in behaviour.

Liquefaction is often described in the literature as the phenomena of seismic generation of excess porewater pressures and consequent softening of granular soils. Many regions in the United States have been witness to liquefaction and its consequences, not just those in the west that people associate with earthquake hazards. Past damage and destruction caused by liquefaction underline the importance of accurate assessments of where liquefaction is likely and of what the consequences of liquefaction may be. Such assessments are needed to protect life and safety and to mitigate economic, environmental, and societal impacts of liquefaction in a cost-effective manner. Assessment methods exist, but methods to assess the potential for liquefaction triggering are more mature than are those to predict liquefaction consequences, and the earthquake engineering community wrestles with the differences among the various assessment methods for both liquefaction triggering and consequences. State of the Art and Practice in the Assessment of Earthquake-Induced Soil Liquefaction and Its Consequences evaluates these various methods, focusing on those developed within the past 20 years, and recommends strategies to minimize uncertainties in the short term and to develop improved methods to assess liquefaction and its consequences in the long term. This report represents a first attempt within the geotechnical earthquake engineering community to consider, in such a manner, the various methods to assess liquefaction consequences.
