Book excerpt: The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

Book excerpt: Literacy, Information, and Development in Morocco during the 1990s offers readers a two-level investigation of the culture of literacy. A handful of researchers approach literacy either through theory or through practice in general; however, this is the first study in the African context that tries to investigate the issue of literacy from both perspectives. At the first level, Touati provides an evaluation of the state policy towards literacy during the 1990s. She places a particular emphasis on the motives and assumptions behind policy-makers' increasing interest in literacy. Since 1990, the state has adopted a participatory approach which is based on a cross-sector strategy that encourages both public and private institutions to take part in the dissemination of literacy. This text explores the working factors that motivate Moroccan decision-makers to support the campaign for greater literacy. Such factors are founded on the assumption that providing literacy programs, training, and education are a means of furthering the country's development. Morrocan officials also base their support for higher literacy rates on the belief that literacy is useful for both the individual and the society. At the second level, Touati offers an examination of the presumed benefits of literacy in Morocco. Literacy has been found to engender many personal, social, and economic benefits, but only when certain conditions are met. These conditions include the political will to disseminate literacy, the acknowledgement of the need for literacy in one's everyday life, the availability of job opportunities, and the eradication of poverty.

Through interviews with Moroccan activists and jurists - both male and female - and by situating these interviews within their socio-political and economic contexts, Doris Gray addresses these questions. By doing so, she attempts to move beyond the simple bifurcation of 'feminist' and 'Islamist' to look at the many facets of internal gender discourse within one Muslim country, allowing for a more nuanced understanding of the discussion on women's rights in the Muslim world in general. By marking out a 'third way' that looks beyond 'feminism' and 'Islamism', Gray presents religion and faith not as blocking gender equality but as a source of inspiration to explore new ways of conceiving modernity. While Western models are taken into consideration, within Morocco the men and women involved in this 'third way' of understanding gender and equality inevitably negotiate internal tensions between what has been dubbed 'tradition' and 'modernity', thus incorporating national and cultural identity, post-colonialism and religious principles into their gender discourse. Bien qu’il soit influencé par l’altermondialisme mondial, du fait même de son approbation de la charte des principes de Porto Alegre, son origine se situe dans l’ancrage historique du militantisme des acteurs sociaux l’ayant impulsé. Initié à ses débuts par des ONG de développement, ce mouvement rassemble une diversité d’acteurs sociaux (organisations associatives et syndicales, mouvements sociaux...), d’objectifs variés et de relations sociales multiformes convergeant vers l’altermondialisme qui se mobilisent dans les forums sociaux. Ces derniers constituent un espace de production, de reproduction et d’appropriation de l’espace public. La diversité des acteurs, des objectifs et des relations constituant l’altermondialisme nous amène à définir son identité comme étant plurielle et fluide. Par une approche sociologique qui se base sur l’analyse de ces acteurs à travers leurs rapports sociaux, l’étude a cherché à comprendre et à analyser les particularités de l’altermondialisme marocain. Cette approche permet de déterminer les formes de solidarités, les enjeux des altermondialistes, les adversaires et les alternatives proposées. Elle a, à travers l’analyse, mis aussi en exergue la lutte des acteurs altermondialistes, les méthodes de la contestation, le renouveau de l’action collective au Maroc et l’évolution dans le répertoire d’actions.
