Though the concept of lifelong learning is not new, it now coincides with a period of rapid EU expansion. The research project the book is based on examines how lifelong learning is understood and operationalised, especially in countries within the area of the EU's expansion. Europe, its policy-makers and peoples, need to know whether lifelong learning can contribute to the construction of a European identity - and if so, how. The research points to the importance of diverse national contexts, which suggests a single model of lifelong learning across the EU is unlikely to be achieved. While the EU may encourage a common policy, and this may generate significant national policy developments, these will be strongly influenced by national context: institutional, political, social, ideological. Many countries will continue - consciously or unconsciously - to "pick and choose" between different EU priorities.

Book excerpt: The volume presents the changing situation of the Roma in the second half of the 20th century and examines the politics of the Hungarian state regarding minorities by analyzing legal regulations, policy documents, archival sources and sociological surveys. In the first phase analyzed (1945-61), the authors show the efforts of forced assimilation by the communist state. The second phase (1961-89) began with the party resolution denying nationality status to the Roma. Gypsy culture was equivalent with culture of poverty that must be eliminated. Forced assimilation through labor activities continued. The Roma adapted to new conditions and yet kept their distinct identity. From the 1970s, Roma intellectuals began an emancipatory movement, and its legacy is felt until this day. Although the third phase (1989-2010) brought about freedoms and rights for the Roma, with large sums spent on various Roma-related programs, the situation on the ground nevertheless did not improve. Segregation and marginalization continues, and it is rampant. The authors powerfully conclude: while Roma became part of the political community, they are still not part of the national one. This publication, prepared for a conference held in Budapest, Hungary in June 2003, brings together original sociological research, evaluations of programme initiatives, and the first comparative cross-country household survey on ethnicity and poverty. It finds that Roma poverty is multi-faceted and can only be addressed by a inclusive policy approach which respects their diversity.

The first chapter of the report provides the historical context and an overview of the methodological issues and main data sources; chapter two presents the available evidence on welfare status and living conditions, examining poverty, housing education, employment and health; chapter three considers issues relating to access to social services; and the final chapter reviews the opportunities for Roma participation in the design and implementation of community development policies and programmes, and outlines policy implications.

Adult learning – too long a servant of business competitiveness – should be reimagined as central to democratic society. Young adults, especially from disadvantaged backgrounds, engage more in education and training, and learn more day-to-day at work, if provision is democratically organised and based on enduring and inclusive institutional networks, and when jobs encourage and reward the acquisition of skills. Using innovative qualitative and quantitative methods, the contributors develop a critical perspective on dominant policies, investigating – across the European Union and Australia – how ‘vulnerable’ young adults experience programmes designed to improve their ‘employability’, and how ‘skills for jobs’ policies squeeze out wider – and wiser – ideas of what education and training should do. Chapters show why some provision works for those with poor educational backgrounds, why labour market and educational institutions matter so much, how adult education can empower and expand people’s agency, and the challenges of using artificial intelligence in lifelong learning policy-making. Book excerpt: This comparative report summarizes and analyzes the findings of two studies conducted by two partner organizations: Information Legal Center in Croatia and Center for Interethnic Dialogue and Tolerance “Amalipe” in Bulgaria. The aim of the research was to map different areas of discrimination against Roma and to identify the obstacles they face. Drawing on focus group interviews and first-hand testimonies with community members, the findings highlighted that for many Roma in both countries, discrimination is still a daily reality in almost every area of their lives, from work and housing to education and access to services. The COVID-19 pandemic also had a disproportionately negative effect on the Roma community. Underlining these issues is a broader lack of access to justice, enabled in part by fear and a lack of faith among many Roma in the judicial system. This comparative study identifies some of the key findings from the research projects and confirms that the patterns of exclusion against Roma are very similar in both contexts. Access to justice for Roma can only be improved if international organizations, the state, local self-government, civil society and the media work with Roma communities to advocate for an inclusive, tolerant society where Roma have the same life chances as everybody else.
