Book excerpt: LE QUESTIONNEMENT CONSISTE A SAVOIR COMMENT LES LICENCIEMENTS ECONOMIQUES PARTICIPENT ET CONTRIBUENT A LA REFONTE DU RAPPORT SALARIAL FORDISTE. LES ANALYSES THEORIQUES DU MARCHE DU TRAVAIL, DE LA RELATION SALARIALE SONT INTERROGEES SUR LES PROBLEMATIQUES D'AJUSTEMENTS QUANTITATIF/QUALITATIF DE L'EMPLOI, SUR L'INFLUENCE DES REGULATIONS DE L'EMPLOI DANS CES PROCESSUS. UN CLIVAGE RESSORT ENTRE LA PROBLEMATIQUE NEOCLASSIQUE D'AJUSTEMENT CONJONCTUREL DE L'EMPLOI, METTANT EN CAUSE LES RIGIDITES INSTITUTIONNELLES, ET UNE PROBLEMATIQUE D'EVOLUTION LONGUE DU RAPPORT SALARIAL ET DE LA STRUCTURATION DU MARCHE DU TRAVAIL. LES STATISTIQUES ADMINISTRATIVES SUR LES LICENCIEMENTS COLLECTIFS ET LEUR ACCOMPAGNEMENT (1990-1995) ECLAIRENT LE GLISSEMENT RELATIF DE L'INTERVENTION PUBLIQUE ET DES CARACTERISTIQUES DES REJETS DE LA MAIN-D'OEUVRE BENEFICIAIRE DES MESURES ; EN SONT DEDUITS UNE EVOLUTION DES REGULATIONS DE L'EMPLOI, CONTRIBUANT AUX TRANSFORMATIONS DES RAPPORTS D'EMPLOI/DE TRAVAIL, ET UN PROCESSUS DE TRI DE LA MAIN-D'OEUVRE ET DE CHANGEMENT DES STRUCTURES D'EMPLOI. UNE ANALYSE STATISTIQUE EXAMINE LE RAPPORT ENTRE LES LICENCIEMENTS ECONOMIQUES ET DES VARIABLES DE TRANSFORMATION STRUCTURELLE DES SECTEURS ; ELLE EST AFFINEE PAR UNE ETUDE EMPIRIQUE DES LICENCIEMENTS COLLECTIFS ET DES PLANS SOCIAUX (1993/94). LES LICENCIEMENTS COLLECTIFS SONT RESITUES DANS LES TRAJECTOIRES D'EMPLOI DES ENTREPRISES (1985-1995) ET LES TENDANCES EX POST DES RAPPORTS DE TRAVAIL ET D'EMPLOI. AU-DELA DE LA RECOMPOSITION DE LA MAIN-D'OEUVRE, SE TRADUISANT NOTAMMENT PAR UNE ELEVATION DU POTENTIEL TECHNIQUE ET D'ENCADREMENT, LA FLEXIBILISATION DES CONDITIONS D'EMPLOI ET DE TRAVAIL EST UNE FIGURE CENTRALE DES CHANGEMENTS. SUR CE PLAN, LA POLYVALENCE CONSTITUE LA PRINCIPALE DIRECTION DE LA REORGANISATION DU TRAVAIL ET APPARAIT COMME UNE REPONSE ORGANISATIONNELLE AUX CONTRAINTES D'UN FONCTIONNEMENT AVEC UNE MAIN-D'OEUVRE ALLEGEE, TENDUE. DANS CE CONTEXTE, LES DISPOSITIFS PUBLICS NE PARVIENNENT PAS A PROMOUVOIRLE MAINTIEN DE L'EMPLOI ET L'EVITEMENT DES LICENCIEMENTS ET A INFLUENCER LA REORGANISATION DU TRAVAIL (VIA LE TEMPS PARTIEL, LA FORMATION). Book excerpt: New Institutional Economics (NIE) has skyrocketed in scope and influence over the last three decades. This first Handbook of NIE provides a unique and timely overview of recent developments and broad orientations. Contributions analyse the domain and perspectives of NIE; sections on legal institutions, political institutions, transaction cost economics, governance, contracting, institutional change, and more capture NIE's interdisciplinary nature. This Handbook will be of interest to economists, political scientists, legal scholars, management specialists, sociologists, and others wishing to learn more about this important subject and gain insight into progress made by institutionalists from other disciplines. This compendium of analyses by some of the foremost NIE specialists, including Ronald Coase, Douglass North, Elinor Ostrom, and Oliver Williamson, gives students and new researchers an introduction to the topic and offers established scholars a reference book for their research.

Book excerpt: "Your Mindful Compass" takes us behind the emotional curtain to see the mechanisms regulating individuals in social systems. There is great comfort and wisdom in knowing we can increase our awareness to manage the swift and ancient mechanisms of social control. We can gain greater flexibility by seeing how social controls work in systems from ants to humans. To be less controlled by others, we learn how emotional systems influence our relationship-oriented brain. People want to know what goes on in families that give rise to amazing leaders and/or terrorists. For the first time in history we can understand the systems in which we live. The social sciences have been accumulating knowledge since the early fifties as to how we are regulated by others. S. Milgram, S. Ashe, P. Zimbardo and J. Calhoun, detail the vulnerability to being duped and deceived and the difficulty of cooperating when values differ. Murray Bowen, M.D., the first researcher to observe several live-in families, for up to three years, at the National Institute of Mental Health. Describing how family members overly influence one another and distribute stress unevenly, Bowen described both how symptoms and family leaders emerge in highly stressed families. Our brain is not organized to automatically perceive that each family has an emotional system, fine-tuned by evolution and "valuing" its survival as a whole, as much as the survival of any individual. It is easier to see this emotional system function in ants or mice but not in humans. The emotional system is organized to snooker us humans: encouraging us to take sides, run away from others, to pressure others, to get sick, to blame others, and to have great difficulty in seeing our part in problems. It is hard to see that we become anxious, stressed out and even that we are difficult to deal with. But "thinking systems" can open the doors of perception, allowing us to experience the world in a different way. This book offers both coaching ideas and stories from leaders as to strategies to break out from social control by de-triangling, using paradoxes, reversals and other types of interruptions of highly linked emotional processes. Time is needed to think clearly about the automatic nature of the two against one triangle. Time and experience is required as we learn strategies to put two people together and get self outside the control of the system. In addition, it takes time to clarify and define one's principles, to know what "I" will or will not do and to be able to take a stand with others with whom we are very involved. The good news is that systems' thinking is possible for anyone. It is always possible for an individual to understand feelings and to integrate them with their more rational brains. In so doing, an individual increases his or her ability to communicate despite misunderstandings or even rejection from important others. The effort involved in creating your Mindful Compass enables us to perceive the relationship system without experiencing it's threats. The four points on the Mindful Compass are: 1) Action for Self, 2) Resistance to Forward Progress, 3) Knowledge of Social Systems and the 4) The Ability to Stand Alone. Each gives us a view of the process one enters when making an effort to define a self and build an emotional backbone. It is not easy to find our way through the social jungle. The ability to know emotional systems well enough to take a position for self and to become more differentiated is part of the natural way humans cope with pressure. Now people can use available knowledge to build an emotional backbone, by thoughtfully altering their part in the relationship system. No one knows how far one can go by making an effort to be more of a self-defined individual in relationships to others. Through increasing emotional maturity, we can find greater individual freedom at the same time that we increase our ability to cooperate and to be close to others.

Book excerpt: Doing Business in 2005: Obstacles to Growth is the second in a series of annual reports investigating the scope and manner of regulations that enhance business activity and those that constrain it. New quantitative indicators on business regulations and their enforcement can be compared across more than 130 countries, and over time. The indicators are used to analyze economic outcomes and identify what reforms have worked, where and why. Topics in Doing Business in 2005 include: Licensing and Inspections: Having registered a business, now what? In most countries, firms face a myriad of sector specific licenses as well as inspections to enforce compliance. The Doing Business database constructs two sets of indicators on the regulation of operations. One measures the steps, time and costs of complying with licensing and permit requirements for ongoing. The other assesses the enforcement of regulations through two of the most common types of inspections-labor and tax. Registering Property: Property registries were first developed to help raise tax revenue. What was good for the tax authorities has since proven to be good for strengthening property rights-the registries strengthen incentives to invest, facilitate trade, and expand access to credit. New indicators cover the steps, time and cost to register property. Measures of the legal provisions that strengthen property rights and the efficiency of property registries are also developed. Protecting Investors: Corporate governance issues are often thought to affect only publicly listed companies in developed countries. In fact, corporate governance is relevant for every large privately held company that has more than one owner. New indicators examine several possible types of shareholder expropriation, including related-party transactions, guarantees and loans to company managers and directors, mergers and acquisitions, disclosure of ownership information, and treatment of conflicts of interest. Including a new emphasis on gender, Doing Business not only provides insights into business constraints throughout the world but highlights particular barriers faced by women. Doing Business is a comprehensive resource that no investor, economic adviser, business developer, or economic policymaker should be without.
