Similarly, when then presidential candidate Donald Trump called on Mexico to "pay for the wall," critics argued it was an outlandish departure from established norms. Extraterritorial migration control arrangements of this type have become more visible in recent years, but they are not new. Katherine Tennis traces the emergence of these agreements in the Americas, Europe, and Southeast Asia. Grounded in case studies of negotiations between the United States and Haiti and Mexico, Italy's negotiations with Tunisia and Libya, and Spain's negotiations with Senegal, Outsourcing Control argues that while some countries - sharing an interest in ensuring orderly migration or recognizing the opportunity for kickbacks - have been happy to cooperate, others have objected, claiming wealthy destination states are exploiting them to do their dirty work. Tennis shows that these different responses depend on how the government in the partner country secures its power. In Break all the Borders, Ariel I. Ahram examines the separatist movements that aimed to remake those borders and create new independent states. With detailed studies of the Islamic State in Iraq and Syria, the federalists in eastern Libya, the southern resistance in Yemen, and Kurdish nationalist parties, Ahram explains how separatists captured territory and handled the tasks of rebel governance, including managing oil exports, electricity grids, and irrigation networks. Ahram emphasizes that the separatism arose not just as an opportunistic response to state collapse. Adopting an interdisciplinary, transregional perspective, this volume casts new light on aspects of the role of Eastern Europe and the Soviet Union in the decolonisation of Africa. Taking further themes explored in a collection of essays published by the editors in 2019, the twelve case studies by authors from South Africa, Czech Republic, Portugal, Russia, Hungary, Italy, Canada, Serbia, and Germany draw on new sources to explore the history of the ties that existed between African liberation movements and the socialist bloc, some of which continue to influence relationships today. Chapters contribute to three relevant main themes that resonate in a number of scholarly fields of inquiry, ranging from Global Studies, Transregional Studies, Cold War Studies, (Global) History to African Studies, Eastern European, Russian and Slavic Studies: Reconsiderations, Resources, and Reverberations. Drawing upon newly opened archives and combining transregional perspectives with sources in different languages, chapters explicitly point out the shortcomings of past research and debates in the respective field. They highlight new avenues which have been developing and which need to be further developed (Reconsiderations). Selected case studies address the resources of those being active and involved in decolonisation processes, be it in East, North, West and South. They reveal: Which resources (both material and intellectual) are the actors drawing upon? On the other hand: From which resources are individuals on one side or the other reciprocally or intermittently (intentionally) kept away? (Resources). Finally, the third theme puts an emphasis on the historicity of the processes depicted. Studies point to the gaps and dead ends of international support, the paths that peter out, but also to repercussions and reverberations up until today. The story is about British involvement in Libya since the first treaty signed with the rulers in Tripoli in January 1692. The book is divided into four eras. In the words of the Foreign Secretary, Edward Grey, the 1911 Italian invasion of Libya “led straight to the catastrophe of 1914”. Using memoirs of politicians and correspondents from both sides of the conflict, the author pieces together British involvement, shedding new light on the Senussi Campaign and the Duke of Westminster’s rescue of 100 British PoWs at Bir Hakkeim, as well as the story of Colonel Milo Talbot, who did as much as TE Lawrence to establish British influence with Arab leadership, but was never rewarded for his work. Even though hundreds of books have been written about the Western Desert Campaign, this book includes much unpublished material in addressing the contentious issues and explains why General Brian Horrocks wrote: “Command in the desert was regarded as an almost certain prelude to a bowler hat”. The final part of the book begins with Britain’s operations to establish Libya as an independent kingdom and the rise of nationalism that led to Gadaffi’s coup in 1969. The story of the tense relationship with the Brotherly Leader during the “Line of Death” era and subsequent rapprochement precedes an authoritative account of the 2011 revolution. The final chapter, brings the reader up to date with the current conflict as well as the migration crisis and the Manchester Arena bombers.
